Forrest Highway Point-to-Point Cameras: What the ‘Millions’ Claim Really Means

The “millions” claim was a 2017 forecast, not a verified fine total. Here’s how Forrest Highway’s cameras work, where they’re listed and what the published figures show.

The claim that Forrest Highway’s point-to-point speed cameras would cost speeding motorists “millions” was a forecast in a launch-era report from August 2017—not a verified total of fines collected. The cameras remain listed as an enforcement site, but the latest cumulative infringement figure identified here is 36,576, reported to Western Australia’s Parliament in September 2020. A current total and a realized fine-revenue figure are not established by the sources cited below.

How the Forrest Highway cameras check speed

Western Australia’s camera system can check a vehicle’s speed in three ways: at the entry point, across the measured distance between points, and at the exit point. The state fact sheet explains that cameras record number plates and timestamps at fixed points; elapsed time over the surveyed distance is used to calculate average speed. The system uses a standard international time reference to synchronize its clocks. If average speed exceeds the posted limit, an infringement may be issued. Spot-speed infringements may also be issued at entry or exit, so an average below the limit does not rule out a separate spot-speed offence.

The fact sheet says at least one infringement will be issued if a driver is caught speeding in the zone. The Department of Transport and Major Infrastructure determines enforcement based on the nature of the offence. The Forrest Highway average-speed cameras went live on 6 September 2017. Where the cameras are listed

The WA Government’s current camera-location listing names two Forrest Highway zones: southbound between Lake Clifton and Binningup, and northbound between Binningup and Lake Clifton. The listing warns that locations may change without notice, so check it for current information before travelling: WA Government safety camera locations (last updated 8 May 2026).

What the published figures do—and do not—show

183 crashes, eight deaths and 22 serious injuries PerthNow reported these figures for the 27-kilometre stretch during 2009–2016 as launch-era context for selecting the site. They describe road history before installation, not the cameras’ effect on safety.

PerthNow’s 2017 headline forecast “millions of dollars in fines each year.” That was an expectation reported at launch, not evidence that millions were subsequently collected. The sources cited here do not establish a more recent cumulative infringement count, total fine revenue, or a causal evaluation of crash changes attributable to the cameras.

Where camera-fine revenue goes

Transport WA says 100 per cent of revenue from photographic speed and red-light camera fines goes to the Road Trauma Trust Account. The Road Safety Commission manages the funds for road-safety projects. That destination explains where the money is allocated; by itself, it does not show whether the cameras reduced crashes or settle debate about enforcement and revenue.
