Ford agreed to a National Highway Traffic Safety Administration (NHTSA) consent order carrying a $165 million total civil penalty after the agency found failures in the automaker’s handling and reporting of rearview-camera recalls. The order, announced November 14, 2024, includes money due upfront, a deferred amount tied to compliance, and performance obligations. It also requires changes to Ford’s recall processes and oversight for at least three years.
Why NHTSA penalized Ford
NHTSA said its investigation found that Ford failed to act in a timely way on defective rearview-camera recalls and did not provide accurate and complete recall information required under the National Traffic and Motor Vehicle Safety Act. The agency’s settlement listing also identifies an inaccurate defect report, late quarterly recall reports, and failure to make recall information publicly available. NHTSA’s November 14, 2024 announcement and its settlement listing describe the findings.
NHTSA Deputy Administrator Sophie Shulman said, “Timely and accurate recalls are critical to keeping everyone safe on our roads.” At the time of its 2024 announcement, the agency characterized the $165 million penalty as the second-largest civil penalty in its history, behind the Takata airbag consent order.
How the $165 million is structured
The consent order divides the total into three components. The amounts are not all an unconditional cash payment due at once:

The binding terms are set out in the consent order. NHTSA announced the total penalty as $165 million; the deferred and performance-related portions are subject to the order’s terms.
What Ford must change
The order has a three-year base term. NHTSA may extend all or part of it for a fourth year. It requires Ford to improve both its ability to identify safety problems and its handling of recall decisions and information.

Safety data and investigations
- Develop safety-data analytics infrastructure.
- Build an end-to-end interface that contains relevant information and documents for internal and NHTSA-initiated investigations.
- Build a multi-modal imaging test lab focused on low-voltage electronics.
- Invest in VIN-based traceability for components.
Recall decisions and oversight
- Review recalls issued during the prior three years and make needed changes to recall decision-making and data analysis.
- Improve information sharing and update compliance procedures.
- Hold quarterly meetings with NHTSA and provide complete, accurate safety evaluation lists.
- Maintain Ford’s VIN lookup tool.
The order establishes these requirements and NHTSA’s oversight period; the announcement does not establish that Ford has completed every obligation.

The enforcement order does not determine whether any particular vehicle has an open recall. Check your own vehicle identification number (VIN) using NHTSA’s recall lookup. If it shows an unrepaired recall, follow the listed instructions and contact a local Ford dealership about the manufacturer’s remedy. NHTSA says recalls do not expire.
