The $521 million announced by the Federal Highway Administration (FHWA) on August 27, 2024, was a grant award for planned projects—not $521 million in completed chargers, nor the entirety of the federal EV charging program. The package combined $321 million for community projects and $200 million for corridor fast-charging projects, using the Charging and Fueling Infrastructure (CFI) program and a 10% set-aside from the National Electric Vehicle Infrastructure (NEVI) program. The announcement covered alternative-fueling infrastructure as well as EV charging. The distinction matters: funding can be awarded or obligated well before a station opens to drivers.
What the $521 million announcement funded
FHWA’s August 27, 2024 announcement covered projects in 29 states, eight federally recognized tribes, and the District of Columbia. The agency said the planned deployments included more than 9,200 charging ports. The announced project categories were:

FHWA said the awards were made possible through the $2.5 billion CFI program and a 10% NEVI set-aside. This is a specific grant announcement, not a statement that all NEVI formula funds were awarded, and it should not be read as a charging-only total. FHWA’s award announcement and its award breakdown describe the scope and funding streams.
Why a federal award does not mean a station is open
“Rollout” can refer to several different stages, and the numbers change depending on which stage is counted. An award names selected projects; an obligation records federal funding committed to a project; a state may report a project as active; and an open station is physically available to drivers. These are not interchangeable milestones. In particular, neither an award nor a federal obligation demonstrates that construction is finished or that a charger is operating.

NEVI is a state-apportioned formula program intended to help build a strategic, interconnected charging network. Before a state can obligate its formula funds, it must submit a deployment plan and receive FHWA approval. The federal share for a funded project is 80%. Those requirements provide oversight and a deployment framework, but they also mean that program money moves through planning and approval before it can support physical construction. The available figures do not establish one nationwide cause for slow openings. Plan approvals and federal guidance are documented parts of the implementation process, but the data here do not isolate the national contribution of permitting, utility interconnection, procurement, construction time, or any other single factor.

What the dated rollout figures show
The snapshots below describe different dates and stages. Comparing them as though they were one continuous count would obscure what each measures.

The CRS figures show why financial progress and on-the-ground availability should be reported separately. Its $527 million figure includes money states had awarded or obligated; its 57-station estimate counts sites open to drivers. Neither should be substituted for the other. FHWA’s 84% figure describes the status it reported during the 2025 review, not the percentage of stations left unfinished. The agency said reimbursement of existing obligations continued while no new obligations occurred during the review. Later FHWA data record $839.255 million in FY2026 obligations through March 31, 2026, so the review-period pause should not be treated as a permanent halt. The August 11, 2025 guidance announcement sets out FHWA’s review-era position, while its FY2026 obligations table reports the later financial activity.
PennDOT also reported 38,107 charging sessions in Pennsylvania during the second quarter of 2026, a measure of use rather than a count of new stations. SpotCharge says its site aggregation refreshes weekly and that newly opened sites can take weeks to appear after network reporting. Its count is therefore useful as a dated secondary snapshot, but it is not directly comparable to an official FHWA station series. See PennDOT’s NEVI status page and SpotCharge’s NEVI tracker.

Funding changed again in 2026
The original $521 million award is separate from later changes to NEVI formula funding. FHWA’s FY2026 apportionment notice listed $1 billion in NEVI apportionment. After a $15 million administrative takedown and a $100 million set-aside, $885 million was available for distribution to states. These are funding-pool figures, not evidence that stations were built or opened. FHWA’s October 1, 2025 apportionment notice provides the amounts.
In a separate action, FHWA said the 2026 appropriations act repurposed $503.756 million previously distributed under NEVI. The state amounts were calculated proportionally from unobligated FY2022 balances as of January 31, 2026, and removed from state NEVI availability. This later funding change should not be combined with the 2024 CFI and NEVI-set-aside award. Details appear in FHWA’s March 12, 2026 repurposing notice.

NEVI is only part of the public charging buildout
National public-charging totals provide context, but they include networks beyond NEVI-funded projects. FHWA reported more than 192,000 publicly available EV charging ports and about 1,000 new public chargers added each week on August 27, 2024. On January 10, 2025, it reported more than 206,000 public ports and 38,000 public chargers newly turned on during 2024, crediting private investment as well as federal, state, and local support. These broader totals should not be used as counts of NEVI stations. See FHWA’s August 2024 update and January 2025 update.
As Gabe Klein, then executive director of the Joint Office of Energy and Transportation, put it in the 2024 announcement: “Most EV charging will happen at homes, workplaces, or other destinations while vehicles are already parked, providing a safe, reliable, and vastly more convenient way for anyone to fuel.” That is a policy perspective, not a measured usage statistic; the public grant-funded network is one part of a much wider charging landscape.
How to read future EV charging rollout claims
When a headline gives a dollar amount or a station count, check the details that determine what it actually says:
- Date: A 2025 review-period figure and a 2026 obligation update describe different moments.
- Funding stream: CFI grants, NEVI formula funds, and a NEVI set-aside are related but distinct.
- Financial stage: Allocation, award, obligation, and repurposing each describe a different status of funding.
- Physical stage: Planned, active, under construction, and open are not equivalent.
- Geography and source: A state agency’s operating count describes that state; an independently aggregated national tracker is not an official federal total.
For the $521 million package, the defensible description is a 2024 award announcement for planned community and corridor projects supported by CFI and a NEVI set-aside. Whether those awards have translated into operating chargers must be assessed project by project or through dated station-status reporting—not inferred from the headline amount.
