Reporting less than you actually paid for a car can lead to tax reassessment, penalties, interest, or—in some states—criminal consequences. The rules and remedies depend on the state and the facts: report the genuine transaction amount, keep evidence of it, and follow the title or tax agency’s instructions if it questions the figure.
Why the amount on the paperwork matters
A vehicle’s reported purchase price can affect the sales or use tax collected during registration. Entering a lower amount to reduce tax is different from an honest mistake, but either may prompt questions from the state. The relevant paperwork and consequences vary by state; there is no single nationwide penalty schedule established by the sources cited here.
Utah says the purchase price claimed on documents submitted when registering a vehicle must be the amount actually paid. Pennsylvania reviews certain substantially under-market vehicle prices and may request proof. Oregon separately makes knowingly stating a false material fact in a vehicle-title application or assignment a criminal offense.
What can happen if you report a lower price?
Utah: possible tax, penalty, interest, and fraud penalty
Utah DMV guidance says underreporting may result in an audit for additional tax, penalty, and interest. It also says a fraud penalty may be assessed at 100% of the tax or $500, whichever is greater. Pennsylvania: review and possible tax based on fair market value
Pennsylvania’s Motor Vehicle Understated Value Program addresses cases in which a buyer or seller knowingly understates a vehicle’s purchase price to reduce sales-tax liability. The Department of Revenue may review a used-vehicle price it considers substantially below fair market value and ask the purchaser to verify the actual price and explain the reduced amount. If the buyer cannot provide sufficient verification, the state says it may assess sales tax based on fair market value, with penalty and interest. Oregon: criminal offense for a knowing material falsehood
Oregon Revised Statutes §803.070 classifies knowingly making a false statement of material fact in a vehicle-title application or assignment as a Class A misdemeanor. The statute concerns a knowing false statement of material fact; it should not be read as saying every pricing discrepancy or honest error is automatically a crime. Federal law is not an automatic consequence of a state title entry
The federal tax-crime provisions in 26 U.S.C. Chapter 75 address federal tax offenses generally. They do not establish that misstating a purchase price on a state vehicle-title form, by itself, triggers a specific federal offense. Do not assume a federal penalty applies automatically; the state’s rules and the particular facts matter.
How to document the real purchase price
Keep records that reflect the transaction as it actually happened. Pennsylvania identifies a bill of sale, seller statement, financial agreement, or other relevant information as possible verification. A bill of sale should include enough detail to connect the document to the vehicle and sale, including:

Do not create or alter paperwork to support a figure that was not actually paid. If the price differs from a market estimate because of the vehicle’s condition or other circumstances, preserve genuine records that explain the transaction rather than relying on an unsupported number.
If the reported amount is wrong or the state contacts you
- Identify the agency and issue. Read the notice carefully: it may concern a tax assessment, a title application, or a request for evidence. Follow the contact and response instructions in that notice.
- Gather original, relevant records. Collect the bill of sale, seller statement, financing agreement, payment records, and any other genuine documents that show the amount paid. Provide only accurate information.
- Ask how to correct the record. Contact the state motor-vehicle or tax agency responsible for the title or notice and ask what correction process applies to your transaction. Requirements differ by jurisdiction.
- Use the stated review or appeal route if you disagree. Pennsylvania says taxpayers may appeal assessments under its program or file for a refund of sales tax paid under it. For another state, use the procedure and deadlines given by that state’s agency.
Why the state makes a difference
These examples illustrate distinct approaches, not a complete survey of state law. Utah’s cited guidance focuses on the actual price and possible tax consequences; Pennsylvania describes an evidentiary review process for substantially understated prices; Oregon’s statute addresses knowingly false material statements in title documents. For your case, check the motor-vehicle or tax agency in the state handling the title or assessment.
