EV Tax Credits in 2025: What Qualified and What Changed

Federal clean-vehicle credits applied only to qualifying acquisitions through September 30, 2025. Learn how the former new, used, and commercial credits worked and what to verify for a vehicle ordered near the cutoff.

As of October 4, 2026, the federal credits for new, used, and commercial clean vehicles are unavailable for vehicles acquired after September 30, 2025. A qualifying vehicle acquired by that deadline may still qualify even if delivered later, provided it meets the other rules and is placed in service. State, utility, and local incentives are separate and depend on where you live and whether a program is still open.

Are there still federal EV tax credits in 2025?

For an acquisition made on or before September 30, 2025, the federal clean-vehicle credits could apply if the vehicle, buyer, and transaction met the relevant requirements. The three credits covered qualifying new vehicles under section 30D, previously owned vehicles under section 25E, and commercial vehicles under section 45W. The IRS says none of these credits is allowed for a vehicle acquired after September 30, 2025. See the IRS clean vehicle overview and its termination FAQs.

The former federal amounts were maximums, not guaranteed payments. Eligibility depended on the applicable credit’s requirements and the specific transaction.

Section 25E: previously owned clean vehicle Eligible buyers of qualifying used EVs or fuel-cell vehicles purchased from a licensed dealer 30% of the sale price, up to $4,000. IRS details The sale price could not exceed $25,000; vehicle, model-year, buyer-income, and prior-credit conditions applied. The model year had to be at least two years earlier than the calendar year of purchase. The seller had to report the sale.
Section 45W: commercial clean vehicle Businesses and tax-exempt organizations acquiring qualifying commercial clean vehicles Up to $40,000. IRS details The calculation depended on vehicle type and weight and applicable cost limits.

These amounts describe the federal rules for eligible acquisitions through the cutoff; they are not current incentives for a new acquisition. Each credit had its own detailed conditions, so the table is a screening guide rather than an eligibility determination.

Which electric cars qualified?

A model name by itself did not establish eligibility. Qualification could depend on the exact vehicle, its configuration or VIN, the purchase or acquisition date, and the rules for that credit. A car that qualified in one transaction or year might not qualify in another.

For a new vehicle

For a historical section 30D claim, check the IRS new clean vehicle guidance and its official vehicle eligibility lookup for the vehicle and transaction date. Do not rely on a general model list without confirming that it applies to the specific vehicle. The seller also had to provide the buyer and IRS with the required report. For a used vehicle

Used-vehicle eligibility involved more than the make and model: the vehicle had to meet the applicable vehicle and model-year conditions, be sold by a licensed dealer, and meet the sale-price limit. The buyer also had to satisfy income and prior-credit conditions. Consult the IRS used clean vehicle credit guidance for the historical rules.

Does ordering a car before the deadline count?

Not necessarily. For sections 25E, 30D, and 45W, the IRS defined the acquisition date as the date the buyer entered a written binding contract and made a payment. A nominal down payment or a trade-in could count as payment. An order or reservation alone should not be assumed to meet that test; the contract and payment facts matter. Acquisition and possession were separate requirements. The vehicle also had to be placed in service to claim the credit, and the IRS says it is placed in service when the buyer takes possession. Therefore, a delivery after September 30, 2025 could still potentially qualify only if the vehicle had been acquired by the cutoff and all other applicable requirements were satisfied. A contract signed or payment made after the cutoff does not qualify under these credits, even if the vehicle was ordered earlier.

What records should you keep for an eligible earlier purchase?

If your transaction was near the cutoff or you are preparing a claim for an eligible earlier acquisition, keep records that show both the acquisition date and the vehicle’s eligibility. The relevant documents may include:

  • The signed, binding purchase contract and proof of payment, including the date and details of any down payment or trade-in.
  • The seller’s report for a new or used consumer-credit transaction.
  • The delivery or possession record showing when you took the vehicle.
  • The vehicle identification and eligibility information used to establish that the specific vehicle met the applicable rules.
  • The tax forms and supporting records used for the claim.

For a transaction close to the deadline, confirm the facts against current IRS instructions rather than relying on an order date alone. The IRS provides its definitions and termination guidance in the clean vehicle overview and termination FAQs.

Are state, utility, or local EV incentives still available?

They may be, but there is no single nationwide answer. Programs can differ by state, city, utility territory, residency, income, vehicle, funding availability, and application timing. Some may offer a rebate, while others may use a different benefit or eligibility process. The U.S. Department of Energy’s Alternative Fuels Data Center incentives resource is a starting point for finding programs, not confirmation that a particular incentive is currently funded or that you qualify. Check the administering agency or utility’s current terms before buying or applying.

Is a home charger part of the vehicle tax credit?

No. A residential charging-equipment incentive is a separate topic from the vehicle credits discussed here; buying a charger does not make a vehicle eligible for sections 25E, 30D, or 45W. IRS and DOE information discusses charging equipment and related incentives, but whether any applies depends on its own current rules and, in some cases, location. Start with the IRS overview and the DOE incentives resource, then verify the relevant program directly.
