EV Makers’ China Problem—and How Trump’s Policies Added More Pressure

China’s battery scale leaves EV makers exposed. Trump-era tariffs and technology rules add pressure, but the impact depends on sourcing, assembly, eligibility and destination market.

EV makers face a real concentration risk: China accounted for more than 80% of global lithium-ion battery manufacturing capacity in 2025, and Chinese producers supplied nearly 75% of global electric-car battery deployment, according to the International Energy Agency’s 2026 Global EV Outlook. The Trump administration added tariffs, localization incentives and separate connected-vehicle restrictions that can make sourcing and compliance more difficult. Those measures may raise costs or narrow suppliers’ options, but the available figures do not quantify the added burden for any particular automaker.

How dependent are EV makers on China?

The exposure is substantial, but it is not the same for every company or vehicle. The IEA reported that China held over 80% of global lithium-ion battery manufacturing capacity in 2025; Chinese producers supplied almost 75% of battery deployment in electric cars that year. Capacity and deployment are different measures: the first describes the scale of manufacturing facilities, while the second reflects batteries actually put into vehicles.

These figures describe global supply, not the Chinese content of every EV sold in the United States. An automaker may source cells, processed materials, components or manufacturing equipment from different countries, and the vehicle’s assembly location may be somewhere else. Supplier ownership alone does not establish where a particular battery or its inputs were made.

The IEA’s 2026 outlook also projects that more than one in four electric cars sold in advanced economies—about 6 million vehicles—could be made in China in 2035 under its stated scenario. That is a scenario projection, not a certainty. It nevertheless illustrates that China’s role is not limited to supplying batteries for cars assembled elsewhere.

Why is China hard to replace in battery supply?

Scale is only part of the difficulty. A new plant’s nameplate capacity is not the same as reliable, high-volume production. The IEA says it can take most facilities more than five years after operations begin to approach nominal output, and notes that less mature production ecosystems face additional ramp-up challenges. That gap can leave automakers dependent on established suppliers even after new factories are announced or opened.

Moving production also requires a chain of capable suppliers and processes, not just a building for cell assembly. Automakers need dependable sources for battery materials and components, qualified production, and sufficient output at the quality and cost their vehicles require. The IEA’s figures establish the scale and ramp-up challenge; they do not show that every battery input or every EV maker depends on China to the same degree.

How Trump-era measures add pressure

The policies operate through distinct channels. Tariffs can increase import costs, incentives can make U.S. assembly more attractive, and connected-vehicle restrictions can bar or constrain specified technology in vehicles sold in the U.S. market. The resulting exposure depends on the product and its supply chain; a single headline rate does not describe the outcome for every EV, part or automaker.

Policy channel What the cited policy says Why it matters to automakers
Automobile and parts tariffs White House fact sheets in March and April 2025 described a 25% tariff framework for automobiles and parts. Import costs may rise, depending on the vehicle or part’s classification and applicable policy.
Offset for eligible parts A 2025 White House fact sheet described offsets for qualifying parts used in U.S.-assembled vehicles: 3.75% of a manufacturer’s U.S. production MSRP for the first stated year and 2.5% for the second. The benefit is conditional; it is not a blanket rebate or a universal reduction in the tariff on every imported part.
Connected-vehicle restrictions A January 14, 2025 Bureau of Industry and Security rule addresses specified PRC- or Russia-linked connectivity hardware and software in passenger vehicles under 10,001 pounds. Automakers may need to assess technology links and compliance separately from tariff treatment.
Reciprocal tariffs and materials arrangements The White House’s November 1, 2025 account said the U.S. would suspend heightened reciprocal tariffs through November 10, 2026 while retaining a 10% reciprocal tariff. This is a separate trade-policy track from the auto tariff framework and does not establish the total duty for any particular vehicle or input.

The 25% automobile-and-parts framework should not be read as a uniform net tariff for every EV or component. The applicable result can depend on origin, tariff classification, assembly location, content and whether a part qualifies for the stated offset. The White House fact sheet ties the offset to qualifying parts used in U.S.-assembled vehicles and expresses it as a share of manufacturer U.S. production MSRP. It does not mean every automaker receives the same benefit or that a particular car’s price falls by that percentage.

The administration’s stated rationale includes rebuilding domestic production and protecting U.S. jobs. A White House 2025 fact sheet cited approximately 553,300 automotive-parts manufacturing jobs in 2024, down 286,000, or 34%, since 2000. That figure is the administration’s industry-wide context; it does not isolate EV jobs or show that tariffs caused the decline. The policy’s intended localization benefit also does not erase near-term sourcing costs for firms that still rely on imported parts.

What tariffs can—and cannot—tell us about prices and jobs

A tariff raises the cost of an affected import at the border, but that does not by itself establish who ultimately bears the cost. An automaker or supplier could absorb some of it, seek a different source, alter production plans, or pass some cost along. The outcome depends on the product, contract, competitive conditions and available alternatives. The cited policy facts do not quantify price increases for EV buyers or company-specific losses.

Tariffs on Chinese goods predate Trump’s 2025 auto measures. In May 2024, the U.S. Trade Representative announced higher Section 301 rates, including 100% for Chinese electric vehicles and 25% for lithium-ion EV batteries; it also listed a 25% rate for natural graphite in 2026. Those were Biden-era actions, not Trump policies. They are relevant context because automakers’ exposure reflects overlapping measures and timelines, rather than one new tariff alone.

In its 2024 review, USTR summarized economic analyses as finding small negative effects on aggregate U.S. economic welfare, positive production effects in the 10 sectors most directly affected, and minimal economy-wide effects on prices and employment; it also noted the role of Chinese retaliation. That is USTR’s summary of analyses of the earlier tariffs, not a finding about every company, every product or the later auto framework. It cautions against treating either the claimed benefits or the costs as uniform.

What China’s export controls mean for carmakers

Trade exposure can also run in the other direction: Chinese controls can affect materials and technology that companies need. In April 2025, the White House said China had suspended exports of six heavy rare-earth metals and rare-earth magnets, describing them as important to automakers and other industries. That characterization is the administration’s; the fact sheet does not quantify the resulting disruption for individual carmakers.

On October 9, 2025, China’s Ministry of Commerce and General Administration of Customs published controls covering specified lithium batteries, battery-manufacturing equipment and technology, and artificial-graphite anode materials. These are not identical to the earlier rare-earth measures, so a pause in one set of controls should not be assumed to erase every licensing requirement or supply risk.

The White House’s November 1, 2025 account said China would suspend global implementation of the expansive controls announced October 9 and issue general export licenses for rare earths, graphite and other listed materials. It also described the U.S. suspension of heightened reciprocal tariffs through November 10, 2026, with a 10% reciprocal tariff retained. This is the administration’s account of the arrangement, dated November 1, 2025. It reports a temporary easing, not proof that all controls, licensing requirements or risks to supply had disappeared.

Why connected-vehicle rules are a different problem

Battery tariffs and connected-vehicle restrictions address different parts of an EV. The Bureau of Industry and Security’s January 14, 2025 release described a final rule covering specified connectivity-system hardware and software linked to China or Russia in passenger vehicles under 10,001 pounds. The release identifies systems that can include telematics, Bluetooth, cellular, satellite and Wi-Fi. For a manufacturer, the question is not simply where a car was assembled: it may also need to assess the relevant technology and its links to covered countries under the rule’s detailed applicability requirements.

The administration’s national-security rationale is that connected systems could expose sensitive data or be interfered with. Lael Brainard, then National Economic Advisor, said in the Commerce Department’s release that systems linked to foreign adversaries could create risks of misuse of sensitive data or interference by malicious actors. That is the government’s stated justification. The rule’s scope is specified rather than a general ban on all Chinese vehicles or all Chinese-made components, and its compliance implications are separate from the tariff calculation.

How to assess an automaker’s actual exposure

Brand nationality alone is not enough to estimate how a particular automaker will be affected. A useful assessment follows the vehicle and its inputs through the relevant policies:

  • Trace the battery supply chain. Identify where cells and materials are produced, who supplies them, and whether the supplier’s ownership differs from the manufacturing origin.
  • Check real production, not just announced capacity. A new or planned plant may not yet deliver mature, high-yield output; the IEA’s ramp-up warning is why nameplate capacity alone can mislead.
  • Identify the vehicle’s destination and assembly location. Tariff exposure turns on the specific import and applicable classification, while the cited parts offset is described for qualifying parts used in U.S.-assembled vehicles.
  • Verify content and eligibility. Determine whether a part qualifies for an offset rather than assuming all U.S.-bound production or all domestically assembled vehicles receive identical treatment.
  • Review critical-material licensing exposure. Check the actual material, supplier, export-control status and applicable license; the November 2025 arrangement does not establish that every supply risk ended.
  • Map covered connectivity technology. Assess whether the vehicle uses specified hardware or software with a relevant PRC or Russian nexus under the BIS rule, independently of its battery origin.
  • Consider market alternatives and transition time. A company may be able to redirect sales or localize production, but alternative suppliers and facilities need to deliver at scale before they can fully replace established capacity.

So did Trump make the China problem worse?

In a practical sense, the policies add friction to a supply chain that is already highly concentrated: tariffs can raise or complicate import costs, the offset favors qualifying U.S.-assembled production, connected-vehicle restrictions create a separate technology-compliance burden, and Chinese export controls have shown that access to materials can become a policy issue. These mechanisms support the headline’s argument that the policy response makes planning harder for exposed automakers.

But the evidence does not establish how much worse any individual company’s position became, or whether the measures will ultimately reduce dependence enough to outweigh transition costs. China’s existing scale remains formidable, new capacity can take years to mature, and the November 2025 U.S.-China account describes a temporary easing rather than a permanent resolution. The precise effect varies by vehicle, supplier, origin, assembly site, destination market and policy eligibility.
