EV-Charging Roads: How They Work, Where They Stand, and Whether We Need Them

Electric roads could reduce battery size and charging stops on busy corridors, but Europe’s pilots have not translated into broad deployment. Here’s how the systems work and what fixed charging offers instead.

Electric roads can deliver power to vehicles as they drive, potentially reducing battery size and charging stops. But they are not a replacement for ordinary charging stations: they require specially equipped roads and compatible vehicles, and Europe’s pilots have not led to broad deployment. The case is strongest on busy, predictable corridors—especially for fleets—not as a charging system for every road.

How do electric roads charge vehicles?

An electric road system (ERS) transfers electricity to a vehicle while it is moving. “Electric road” describes several different technologies, not one standardized product. The main approaches are inductive charging, conductive road rails, and overhead wires. The International Energy Agency (IEA) describes these options in its Global EV Outlook 2024.

Inductive charging

Coils embedded in or beneath the road create a magnetic field, and equipment on the vehicle receives the energy. The system avoids exposed electrical contacts, but requires road construction, embedded equipment, and a compatible vehicle receiver.

Conductive rail

A powered strip or rail in the road makes physical contact with a collector on the vehicle. It avoids overhead wires, but vehicles need compatible collection hardware and the road-level electrical equipment must be managed safely.

Overhead catenary

Overhead wires supply electricity to a vehicle fitted with a pantograph, similar in principle to systems used by trains and trolleybuses. Germany’s A5 motorway project demonstrated this approach with trucks; its catenary installation was shut down as planned at the end of 2024, according to Autobahn GmbH.

Why proponents want roads that charge vehicles

Charging while moving could reduce the amount of energy a vehicle needs to carry in its battery. If a route supplies a meaningful share of a truck’s energy, a fleet might use smaller batteries or spend less time stopped to charge. The IEA also identifies the possibility of spreading electricity demand more evenly through the day. Those are potential system benefits, not established outcomes for every route or vehicle.

The strongest prospective use case is a busy, predictable corridor with frequent use by compatible vehicles, such as a freight route serving fleets. Repeated use can make investment in specialized road equipment more plausible than it would be on a lightly travelled or irregular route. This depends on enough vehicles using the equipped segment and on road and vehicle systems working together.

Why we may not need them everywhere

ERS adds infrastructure across the road network, not just at a few stops. Roads need power equipment, grid connections, operations and maintenance; vehicles need compatible receivers, collectors, or pantographs. Governments, road operators, utilities, vehicle makers, and fleet owners would need to coordinate investment and standards. A successful pilot shows that a system can operate under particular conditions; it does not by itself establish that the same system is economical, interoperable, or worthwhile at network scale.

The European Commission’s 2025 review of Regulation (EU) 2023/1804 says the EU’s TEN-T road network exceeds 100,000 km and that planning and construction times mean ERS could cover only a very small part of it in the short or medium term. Its review says pilots in Germany, France, Italy, and Sweden had demonstrated the technology, but broad use was not expected in the short term. Germany had no concrete plans to expand its pilots, and Sweden had stopped its planned procurement programme after judging the technology, investment, operation, and maintenance risks too high. Cost figures require similar caution. A 2019 European Commission CORDIS report on the FABRIC project estimated installation at €2–4 million per kilometre and maintenance at 2.5–4 times the cost of maintaining a regular road. These are project analysis estimates, not current market prices or universal costs across ERS technologies. The FABRIC project reporting does not establish what a new system would cost today in a different place or under different conditions.

Where electric-road projects stand

Germany: A5 pilot ended

Autobahn GmbH says the A5 eHighway installation was shut down as planned at the end of 2024. The agency describes the project as demonstrating the technical and operational feasibility of planning, building, and operating a motorway catenary system under real conditions. It was a completed pilot, not an ongoing public charging service.

Sweden: procurement programme stopped

The IEA’s 2024 outlook described Sweden’s earlier commitment to electrify a highway. The later European Commission review reports that the planned procurement programme was stopped, citing perceived risks around technology, investment, operation, and maintenance. The later status should take precedence over the earlier commitment.

France: individual proposal status is unclear

The IEA’s 2024 account described a proposed 2 km motorway proof of concept southwest of Paris. The European Commission’s later review records French pilots in the broader landscape, but does not establish whether that specific proposed segment was completed or is operating. The available evidence therefore does not support treating that proposal as a current charging route.

Europe overall: pilots are not a network

The Commission’s 2025 assessment is the clearest overview: demonstrations exist, but broad short-term deployment is not expected. The distinction matters for drivers. A pilot can prove that equipment works on a particular stretch without creating a route that ordinary motorists can rely on.

Electric roads versus fixed charging

For most drivers, the practical comparison is not electric roads versus having no way to charge. It is a specialized, equipped road versus charging at fixed sites along a route. The IEA’s Global EV Outlook 2025 uses 150 kW and above as the ultra-fast charging category in its highway comparison.

A portable EV charger can be useful for compatible vehicles and suitable electrical supplies, but it is not a substitute for highway fast charging. Its compatibility and safe use depend on the vehicle, connector, power source, and applicable requirements.

What would make electric roads worth building?

The key question is whether the energy and time saved for vehicles justify the cost and complexity of the road system. A credible case would need evidence that:

  • enough vehicles use the same equipped routes often enough to support the investment;
  • vehicle equipment and road infrastructure interoperate across operators and borders;
  • the system can be maintained and operated reliably over time;
  • the benefits exceed those of adding or improving fixed charging hubs on the same routes; and
  • the infrastructure can be built without diverting resources from more useful charging options.

Those conditions may be easier to meet for a concentrated fleet on a predictable corridor than for private cars travelling varied routes. The European pilots establish technical demonstration, but they do not settle the economic and network-wide questions.
