Europol said seven suspects had been arrested earlier and two more in the months before a CyberScoop report published on 22 July 2020. Investigators also seized several thousand vehicle parts.
What police say happened
The case concerned vehicles fitted with electronic “Keyless Go” systems. These systems allow a car to unlock and start when its key is nearby, without the driver pressing a traditional button. The public account says the suspects used unspecified “technical equipment” to compromise that process.

The reported scale
- At least 34 vehicles were allegedly stolen.
- The vehicles were valued at approximately $1.6 million, according to CyberScoop’s 2020 report based on Europol information.
- Seven suspected members had been arrested previously, with two more arrests reported in the preceding months.
- Authorities seized several thousand car parts.
How keyless-car theft works at a high level
The available reporting describes electronic access rather than a conventional forced entry. In a typical relay-style attack, criminals use equipment to capture or extend the radio communication between a key and a vehicle. The car can then incorrectly determine that its authorised key is close enough to unlock the doors and permit starting.

That description explains the security weakness without identifying an exploit that could be used against a particular vehicle. The public case record does not say whether the Polish network used relay equipment, another form of signal interception, a programming attack, or a combination of methods. It only confirms that investigators referred to technical equipment used against Keyless Go systems.
Why a keyless system can be exposed
A conventional key generally requires a deliberate physical action. A passive keyless system is continually prepared to respond when the vehicle detects its credential nearby. If criminals can make the vehicle and key appear closer to each other than they really are, the normal authentication exchange may be abused. The risk varies by vehicle design, key generation, software and the attack equipment available at the time.

A related Europol case from 2019
Europol separately reported on 7 November 2019 that Polish Border Guard and Swedish police, supported by Europol, dismantled an organised group involved in moving stolen luxury cars from Sweden into Poland. That investigation should not be treated as the same case as the 2020 CyberScoop report.

Were the cars dismantled or resold?
The evidence points to both possibilities in the broader vehicle-theft business, but it does not establish the final destination of every car in the 2020 case. The seizure of several thousand parts is consistent with dismantling vehicles for components. Europol’s organised-property-crime overview also warns that stolen vehicles may be given new identities for registration or export and that cannibalised parts are increasingly sold through online marketplaces.
In the separate 2019 investigation, police seized complete stolen cars as well as spare parts, false VIN stickers and foreign plates. Those items indicate a criminal process that can include cross-border movement, identity changes, resale and parts trafficking rather than a single theft method.

How owners can reduce keyless-car risk
No accessory blocks every form of vehicle theft, but owners can reduce exposure to one documented threat: interception or extension of the key’s radio signal.
- Store passive keys away from doors and windows. Greater distance makes it harder for an attacker outside the property to interact with the key.
- Use a tested signal-blocking pouch or container. Place every relevant key, including a spare, inside it and verify that the vehicle does not unlock or start when the key is enclosed. Replace the pouch if its shielding degrades.
- Check the owner’s manual for a passive-entry setting. Some vehicles let owners disable hands-free unlocking or switch off the key’s wireless function when it is not needed. The exact procedure is manufacturer- and model-specific.
- Use physical layers at home. A locked garage, steering-wheel lock, driveway lighting, a correctly positioned second vehicle or a monitored alarm can make theft slower and more visible.
- Keep software and recalls current. Ask an authorised dealer whether security updates or campaigns apply to the vehicle and its keys.
- Protect both keys and documents. Do not leave registration papers, spare keys or identifying information in the vehicle; these can assist later fraud even when the electronic entry attack is unsuccessful.
A signal-blocking pouch addresses relay-style key interception only. It does not stop forced entry, key theft, vehicle-network attacks, forged documents or the use of a stolen vehicle’s parts. Layered protection is therefore more reliable than relying on one product.

What the seizures reveal about organised car theft
The two investigations show why modern vehicle theft is not simply a matter of breaking a door lock. Europol says organised groups increasingly combine high-tech access tools with document fraud, cross-border logistics and online sales. Electronic devices can obtain access; false VIN stickers and plates can obscure identity; jammers and other tools can support the operation; and complete cars or dismantled components can be moved through different markets.
The reported arrests and seizures are allegations and investigative findings, not a judicial conclusion that every suspect committed every theft. They do, however, demonstrate that keyless-vehicle security is one part of a wider criminal supply chain.
