BEVs accounted for 14.6% of registrations, versus 13.6% for diesel. That is a comparison of two powertrains’ shares of new EU registrations—not evidence that electric cars outsold every other type, or that all electric categories combined beat diesel.
Did electric cars outsell diesel in Europe in 2023?
In the European Union, BEVs took a larger share of new-car registrations than diesel cars in 2023: 14.6% versus 13.6%, according to the European Automobile Manufacturers’ Association (ACEA). The comparison is about annual market share, not the number of all electric vehicles versus all combustion cars. ACEA described battery-electric models as the third-most-popular choice, behind petrol and hybrid-electric cars.
ACEA’s figures cover the EU, not every country in geographical Europe. Its January 18, 2024 release reports 2023 registrations and says its aggregate data are based on national automobile associations, ACEA members, and S&P Global Mobility. ACEA’s full-year release sets out the headline comparison.
How the EU’s 2023 new-car mix compared
ACEA’s shares show that BEVs passed diesel, but remained well behind the two largest categories. The figures below are shares of EU new-car registrations in 2023, as reported by ACEA.

These categories should not be collapsed into a single “electric” figure when answering the BEV-versus-diesel question. In particular, ACEA lists hybrid-electric and plug-in hybrid separately from battery-electric cars.
Annual BEV growth was strong, but December declined
ACEA reported more than 1.5 million new BEVs registered in the EU during 2023, up 37% from 2022. The annual rise does not mean registrations increased in every month: in December 2023, BEV registrations fell 16.9% year over year to 160,700. ACEA said this was the first monthly decline since April 2020. The December result is a one-month comparison, not a reversal of the full-year increase. ACEA’s full-year 2023 registration release includes the annual and December figures.

Why published totals and powertrain shares differ
Other European data publishers report different totals and shares. Those numbers are not necessarily contradictory: the series can differ in geography, definitions, data vintage, and methodology. Keep the publisher and scope attached to each figure rather than combining them into one estimate.
- ACEA: Its headline series is EU new-car registrations. ACEA reported growth of 13.9%, more than 10.5 million registrations, and BEV and diesel shares of 14.6% and 13.6% respectively. Its release describes aggregate data based on national automobile associations, ACEA members, and S&P Global Mobility. ACEA’s release PDF provides the full-year breakdown.
- Eurostat: Its December 2024 article reports 10.7 million EU passenger-car registrations for 2023, with battery-only electric at 14.5% and pure diesel at 14.3%. Eurostat cites its passenger-car dataset, road_eqr_carpda. These are Eurostat figures and should not be substituted for ACEA’s series without explaining the source and measure.
- European Environment Agency (EEA): Its 2024 account uses provisional data for new cars across EU Member States, Iceland, and Norway. It reports 10.7 million registrations, a 13.2% increase, and a 15.5% fully electric share; EEA said the data remained provisional pending manufacturer review. This wider geography and provisional series are not a direct replacement for ACEA’s EU-only headline. EEA’s explanation gives its scope and status.
When two published figures do not match, check whether they cover the same countries, count the same kind of registration, use the same powertrain definitions, and reflect the same data vintage and methodology. “Battery-only electric” and “fully electric,” for example, are labels used within particular publishers’ datasets; do not assume that every series groups or processes categories identically.

What the crossover does—and does not—show
The 2023 result marks a shift in the composition of new EU registrations: BEVs had a larger annual share than diesel cars in ACEA’s series. It does not establish that the same crossover occurred in every European country, that BEVs outsold petrol or hybrid-electric cars, or that the total number of BEVs on European roads exceeded the diesel fleet. The statistic concerns new registrations during one year, not the vehicles already in use.
ACEA’s 2023 Economic and Market Report also says global car production reached 76 million, up 10.2%. That is global production context, a different measure and geography from EU new-car registrations, so it does not explain or alter the BEV–diesel share comparison.
