That contrast captures the state of Elon Musk’s autonomy project in 2026: Tesla has a real, paid robotaxi service, but it is still a tightly constrained pilot rather than the rapidly scalable nationwide network Musk has repeatedly forecast.
The service currently operates in limited areas of Austin, Dallas and Houston, Texas, and Miami, Orlando and Tampa, Florida. Tesla has crossed the line from demonstration to commercial operation. It has not yet demonstrated the fleet size, utilization, economics or geographic reach required for the larger promise.
What Tesla has actually launched
Tesla’s first Robotaxi service began in Austin in June 2025 with a safety rider. Tesla said the initial service would expand gradually and eventually operate without that rider in some circumstances. Its current support information describes limited-area service in six metro areas: Austin, Dallas, Houston, Miami, Orlando and Tampa. Operating hours vary by area, and the Robotaxi app shows an estimated fare before a rider confirms a trip. Tesla’s support page does not establish universal availability across those entire metropolitan areas.
Tesla also uses three terms that should not be treated as synonyms:

- FSD (Supervised): A consumer driver-assistance system. Tesla says the driver must remain actively attentive and responsible; it is not autonomous driving.
- Robotaxi: Tesla’s commercial ride service, deployed in selected areas with operating restrictions and varying supervision arrangements.
- Cybercab: A purpose-built vehicle intended for autonomous service, separate from the Model Y-based cars used in the initial network.
By early 2026, Tesla said it had begun testing driverless Robotaxis in Austin and was removing the safety monitor from some customer rides. “Driverless” in that context still describes a restricted operating design, not an unrestricted car that can handle every road, weather condition or unusual event without a broader support operation.
The promise moved faster than the rollout
Tesla’s own filings show a retreat from confident expansion language to staged preparation. A January 2026 filing listed 11 state-and-metro combinations, including Austin, Dallas, Houston, Phoenix, Miami, Orlando, Tampa and Las Vegas. In its April 2026 materials, Austin, Dallas and Houston were described as ramping, while Phoenix, Miami, Orlando, Tampa and Las Vegas remained in “preparations underway.” Tesla’s January filing and April filing document that shift.
The issue is not simply that one forecast slipped. Musk’s public predictions have repeatedly blurred testing, supervised driver assistance, paid rides, safety-monitor removal and mass deployment. Those are separate milestones. A city can have a limited commercial pilot without having a driverless service available throughout its metro area.
Scale is the missing proof point
The clearest public fleet figure is a regional snapshot, not a national count. The Los Angeles Times reported in May 2026 that Tesla had 42 robotaxi vehicles operating in Texas, based on information submitted to the Texas motor-vehicle department under new state rules. That figure should not be presented as Tesla’s complete U.S. or global fleet.

Las Vegas supplies an even sharper test of ambition versus deployable capacity. According to Axios, Tesla sought authorization for up to 5,000 vehicles but received a permit capped at 10, with additional restrictions. A permit is not proof that all 10 vehicles are operating, but the gap makes the practical problem measurable: a requested mass deployment became a small, controlled authorization.
Tesla’s app presence can also mislead consumers. An app may be downloadable outside a service zone, while rides remain unavailable or limited to particular streets, times and conditions. A driverless vehicle may also depend on remote assistance, a dispatch team and procedures for recovering a disabled car.
Waymo is the operational benchmark
Waymo is not a perfect or risk-free operator, but it provides the most relevant comparison because it already offers fully autonomous rides in multiple U.S. markets. Waymo lists service in Los Angeles, the Phoenix area, Miami, Nashville, Orlando and San Francisco. Dallas, Houston and San Antonio are welcoming riders or expanding access, while Austin and Atlanta have Waymo rides through Uber. Availability depends on the exact service area and booking channel. Waymo’s FAQ and its Uber integration page describe those routes.

Waymo says its vehicles have accumulated more than 200 million real-world miles. That is a Waymo claim, not an independently audited industry comparison, but it illustrates the operational experience Tesla must match. More mileage alone does not prove profitability: public sources do not establish that Waymo is profitable.

Why autonomy is only one regulatory hurdle
A car completing a route is one component of a taxi business. Tesla must also secure commercial authorization, vehicle and fleet compliance, insurance and liability arrangements, emergency-response procedures, remote-assistance capability, local operating permissions and a recovery process for vehicles that cannot finish a trip.
Las Vegas shows how regulators can permit a service while limiting its scale. Federal policy is also changing. On July 30, 2026, the National Highway Traffic Safety Administration announced steps to accelerate automated-vehicle standards and described a regulatory exemption allowing Zoox to deploy robotaxis commercially. NHTSA’s announcement does not approve Tesla. It may make market access more permissive while making safety and compliance failures more visible.
What Tesla’s safety figures do—and do not—prove
Tesla’s Vehicle Safety Report says vehicles using FSD (Supervised) recorded fewer collisions per mile than Tesla vehicles without that feature. Tesla reports more than 11.3 billion miles driven with FSD (Supervised). Those are company-reported figures using Tesla’s methodology and comparisons with several NHTSA datasets.
They do not settle the safety question for an empty, unsupervised Robotaxi. The operating conditions differ, the human driver remains responsible in supervised FSD, and collision rates vary with road type, weather, geography, time of day, vehicle mix and reporting definitions. Early robotaxi fleets may also be limited to easier, geofenced environments.

Tesla’s 2025 Form 10-K acknowledges continuing claims and regulatory scrutiny involving Autopilot, FSD and Robotaxi functionality. Separately, the Associated Press reported that a Houston-area crash involving a Tesla using technology central to the company’s autonomy strategy prompted a special NHTSA investigation in June 2026. The available account does not establish that the vehicle was a Robotaxi, so it should not be described as one.

Robotaxi feasibility has four separate tests:
- Technical feasibility: Can a vehicle complete rides?
- Operational scalability: Can thousands of vehicles run with acceptable uptime and human support?
- Unit economics: Does each vehicle generate more than its financing or depreciation, charging, maintenance, cleaning, insurance, support and remote-operations costs?
- Corporate impact: Can the service materially offset cyclicality or weakness in Tesla’s vehicle business?
Tesla does not separately report Robotaxi revenue, paid miles, utilization, per-vehicle contribution margin or fleet operating costs in the cited public materials. That makes the business impossible to evaluate using ordinary revenue-per-vehicle or profitability measures.
Tesla’s second-quarter 2026 production and delivery figures—451,758 vehicles produced and 480,126 delivered—are company-wide numbers, not evidence of Robotaxi economics. Tesla’s production release provides no standalone Robotaxi income statement.
The central risk is capital intensity disguised as software scalability. Software may be reusable, but a taxi network still needs vehicles, charging, cleaning, maintenance, insurance, customer support, fleet dispatch, remote assistance and regulatory compliance.

Cybercab is a scaling plan, not proof of scale
Reporting on Tesla’s second-quarter results said production of the driverless Cybercab began during the quarter. That is an important manufacturing milestone, but the available reporting does not disclose a commercially significant production rate, a broad deployment fleet or a public per-vehicle economic model. Axios reported the production start alongside Tesla’s cautious Robotaxi rollout.
Cybercab still has to clear the practical gates that apply to any autonomous service: regulatory permissions, validation, charging and maintenance operations, emergency procedures, service-area expansion and sufficient utilization. Production beginning is not mass deployment, and mass deployment is not profitability.
What would change the verdict?
Tesla’s thesis would look substantially stronger if it provided verifiable evidence in several areas:
- A large, clearly defined active fleet count rather than isolated regional snapshots.
- Several new markets moving from preparation to broad, driverless paid service.
- Rapid growth in paid miles and utilization over multiple quarters.
- Meaningful Robotaxi revenue or vehicle-level contribution economics.
- Cybercab production at a commercially significant rate.
- Regulatory approvals expanding rather than remaining tightly capped.
- Independent safety evidence covering unsupervised operation.
The thesis would weaken further if planned cities remain in preparation, fleet counts stay opaque, permits continue to constrain requested volumes, paid mileage grows slowly and Tesla’s forecasts move without measurable operating milestones.
Verdict: a real pilot, not the promised transportation revolution
Tesla has achieved something meaningful: paid Robotaxi rides now operate in multiple U.S. metros, and some Austin rides have begun without an onboard safety monitor. Calling the project imaginary would be wrong.
But the evidence supports a narrower conclusion. Tesla has demonstrated a controlled commercial pilot, not the rapidly scalable, largely unsupervised nationwide fleet Musk described. The 42-vehicle Texas snapshot, the 5,000-to-10 Las Vegas permit gap, the preparation status of announced markets, the absence of standalone economics and the limits of Tesla’s supervised-FSD safety data all point in the same direction.
Musk’s robotaxi fantasy is starting to unravel not because Tesla has no autonomous service, but because the service is not scaling with the speed, breadth or transparency needed to validate the original promise.
