For many Indian commuters, an electric scooter can cost less to own and run than a petrol scooter—but the answer for your commute depends on local energy prices, how far you ride, and the full cost of ownership. The Council on Energy, Environment and Water (CEEW) estimated total ownership costs of INR 1.48 per kilometre for electric two-wheelers and INR 2.46 per kilometre for petrol two-wheelers in its 2024 analysis. Those are national-average study estimates, not guaranteed savings or current quotes for a particular scooter, city, or buyer.

To decide which is cheaper for you, compare both scooters over the same distance and ownership period. Include purchase and financing costs, electricity or petrol, maintenance, insurance, and expected resale or salvage value. Then check whether charging, range, service access, and model availability fit your daily routine.

What the available cost comparison says

CEEW’s 2024 national-average total-cost analysis estimates electric two-wheelers at INR 1.48/km and petrol two-wheelers at INR 2.46/km. On those estimates, the electric option costs INR 0.98 less per kilometre, or about 40% less than the petrol estimate. That arithmetic describes the difference between the two study figures; it is not a promise that an individual rider will save that amount.

Total cost of ownership (TCO) is broader than the money spent on energy. It accounts for the costs of owning and using a vehicle, including purchase and financing, energy or fuel, maintenance, insurance, and resale or salvage assumptions. Results can therefore change with the scooters being compared, how long they are kept, how far they travel, and the prices and assumptions used.

The Bureau of Energy Efficiency (BEE) offers a different, model-specific illustration in its 2023 India EV Digest: a Honda Activa petrol scooter at an assumed 50 km/l and an Ather 450X electric scooter at an assumed 4 kWh/100 km. These are inputs to BEE’s comparison, not results from a stated real-world test. The digest also presents a distance-dependent break-even graph. Its crossover applies to the assumptions in that example, not automatically to every scooter or commuter.

Evidence What it reports How to interpret it
CEEW, 2024 INR 1.48/km for electric two-wheelers; INR 2.46/km for petrol two-wheelers National-average TCO estimates, not a local quote or guaranteed personal saving.
BEE, India EV Digest, 2023 Honda Activa: 50 km/l; Ather 450X: 4 kWh/100 km Comparison assumptions for the named examples, not observed real-world test results.

The two figures answer different questions. CEEW’s per-kilometre estimates summarize a broader ownership-cost comparison, while BEE’s Activa and Ather figures are consumption assumptions used in an example. Neither gives a current on-road price for a scooter in your city. Use them to understand the comparison, then replace the inputs with current figures for the models you are actually considering.

Why your daily distance changes the answer

Distance affects both the total running cost and the amount of time available to offset a higher purchase cost. If an electric scooter costs more to buy or finance than the petrol alternative, lower running expenses may gradually make up some or all of that difference. A commuter who rides more kilometres has more opportunity to benefit from a lower per-kilometre operating cost. Someone who rides only short distances should check carefully whether the purchase-cost difference can be recovered during the period they expect to own the scooter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CEEW also notes that lower distance raises per-kilometre ownership costs. Costs that do not rise in direct proportion to kilometres travelled—such as the purchase price—are spread across fewer kilometres when a vehicle is used less. That is why a daily-distance break-even graph, like the one in BEE’s 2023 digest, should be treated as a scenario rather than a universal threshold.

Do not infer your payback period from daily distance alone. The result also depends on the two vehicles’ current on-road prices, financing, local energy prices, maintenance, insurance, ownership length, and resale assumptions. The available figures do not establish current prices or incentives for your city, so they cannot provide an individual break-even date.

For a practical estimate, turn your routine into a total distance over the period you expect to own the scooter. For example, enter your typical commute and other regular trips, then estimate the number of days per week and weeks per year you actually ride. Multiply the resulting annual kilometres by the number of years in your comparison. This avoids assuming that every calendar day is a riding day, and it makes the denominator in your per-kilometre calculation explicit.

A higher annual distance can make low running costs more valuable, but it does not guarantee that an EV wins: the upfront difference and other ownership costs still matter. Conversely, a short commute does not automatically make petrol cheaper. It means you should pay particular attention to how the purchase cost is spread over your planned kilometres and how much weight you give to non-cost factors such as charging access.

Calculate running energy costs with your own prices

Start by estimating the cost of electricity or petrol for each kilometre. Use the scooter’s realistic energy consumption and the price you actually pay, rather than comparing a quoted range or a generic national price. For charging, BEE says home-charging cost varies by state tariff and battery capacity. Its general formula is battery capacity in kWh multiplied by the applicable charging tariff in INR/kWh.

BEE’s institutional guidance puts the local nature of charging costs plainly: “The cost for a single charge (home charge) shall vary State to State as per notified State EV tariff and battery capacity.” The statement explains why a single national charging-cost figure is not a reliable personal estimate. Check the tariff that applies to your charging arrangement rather than assuming a particular rate.

Electric scooter: electricity per kilometre

Use this formula when you know the scooter’s energy consumption per kilometre:

EV energy cost per kilometre = consumption (kWh/km) × charging tariff (INR/kWh)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the consumption figure is stated per 100 km, divide it by 100 before multiplying by the tariff. For example, BEE’s 4 kWh/100 km assumption for the Ather 450X is 0.04 kWh/km. Applying your own tariff to that assumption gives a basic energy-cost estimate, not a complete ownership cost or a prediction of your actual consumption.

Keep the units visible as you calculate. A consumption value of 4 kWh/100 km is not 4 kWh/km; dividing by 100 converts it to 0.04 kWh/km. Multiplying that value by the applicable INR/kWh tariff gives INR/km. If you use a different scooter’s specification or consumption estimate, use that figure consistently and identify whether it is a stated assumption or a value based on your own usage.

Battery capacity can be used for BEE’s single-charge formula: battery capacity (kWh) × charging tariff (INR/kWh). This estimates the charge cost under the stated inputs; it does not, by itself, tell you the scooter’s cost per kilometre. For that, you also need a suitable consumption figure.

Do not mix the cost of one full charge with the cost of an average commute. The first formula describes a charge using the stated battery capacity and tariff; the per-kilometre formula estimates energy expense for distance travelled. To estimate the cost of a trip, multiply its kilometres by your estimated energy cost per kilometre. To estimate a year, multiply by the kilometres you expect to ride in that year.

Petrol scooter: fuel per kilometre

Use:

Petrol cost per kilometre = petrol price per litre ÷ kilometres travelled per litre

For a consistent comparison, use a realistic fuel-economy estimate for the petrol scooter and a local petrol price. BEE’s 2023 Activa comparison assumes 50 km/l. Using that assumption can help reproduce the digest’s example, but it should not be treated as a measured figure for your own riding conditions.

Once you have an estimated petrol cost per kilometre, multiply it by the same planned trip, annual, or ownership-period distance used for the electric scooter. This lets you compare like with like. If your local fuel price changes or your fuel-economy assumption is uncertain, recalculate with another plausible input instead of presenting a single figure as exact.

Compare equivalent use

Use the same route distance, ownership period, and approach to energy prices for both scooters. Avoid comparing one scooter’s best-case consumption with the other’s everyday use. If you do not know the exact consumption for the models you are considering, label the estimate accordingly and check how the result changes when you use more than one plausible assumption.

As a simple worksheet, put the electric scooter’s consumption and tariff in one column and the petrol scooter’s fuel economy and petrol price in another. Calculate each cost per kilometre, then multiply both by the same total kilometres. The result compares energy expense only. Add the rest of the ownership costs separately before deciding which scooter is cheaper overall.

Build a like-for-like ownership comparison

Energy cost is only one part of the decision. Make a two-scooter estimate for the same expected ownership period and total kilometres. For each scooter, account for its purchase and financing costs, energy or fuel, maintenance, insurance, and expected resale or salvage value. CEEW’s TCO framing includes these broader ownership dimensions.

  1. Set the comparison period. Estimate how long you expect to keep each scooter and how many kilometres you will ride in total. If you commute on different schedules or expect your travel to change, use a realistic range rather than assuming every day is identical.
  2. Gather current purchase figures. Compare on-road prices for the specific models and variants available to you. Include financing costs if you will borrow, and count an incentive only if you are eligible and it is actually available at the time of purchase.
  3. Estimate energy or fuel expense. Use the formulas above with your applicable charging tariff and petrol price. Use consumption assumptions that match the models and be clear about their source and limitations.
  4. Add maintenance and insurance. Use comparable estimates for the period you selected. Do not omit a category simply because one scooter’s cost is unknown; seek a quote or mark the input as uncertain so the comparison does not imply false precision.
  5. Estimate resale or salvage value. Apply an assumption to each scooter at the end of the same ownership period. Resale values are estimates, not guaranteed future proceeds.
  6. Calculate total and per-kilometre cost. Add purchase and financing, energy or fuel, maintenance, and insurance, then account for expected resale or salvage consistently. Divide the resulting ownership cost by the total kilometres used in the comparison.
  7. Test the uncertain inputs. Recalculate with different annual distances, energy prices, ownership lengths, or resale estimates. If a small change reverses the result, treat the comparison as close rather than relying on a single precise-looking number.

In practice, keep the assumptions for both scooters side by side. For each one, record the price you were quoted, the expected financing cost, the energy or fuel estimate, maintenance and insurance estimates, and an end-of-period resale assumption. This makes it easier to see which input is driving the result. It also prevents a common mistake: giving one vehicle a detailed estimate while leaving uncertain costs out of the other vehicle’s total.

Be consistent about how you treat resale. If you subtract expected resale value from one scooter’s ownership costs, do the same for the other. If you cannot make a defensible resale estimate, show the comparison without one and explain that the result is incomplete, or test a range of values rather than choosing a number that favors one option. The same principle applies to financing: compare the cost of the financing you would actually use, not just the sticker prices, when borrowing is part of the purchase.

The NITI Aayog e-AMRIT Journey Cost Calculator can be a starting point for entering a journey and price assumptions. Treat any result as an estimate: confirm local tariffs and fuel prices, and obtain current dealer and financing figures before making a purchase decision. A calculator can help organize inputs, but it cannot verify whether a tariff applies to your household, whether you qualify for an incentive, or what a dealer will quote for a particular model and variant.

Charging access can matter as much as the spreadsheet

The lowest estimated cost is not necessarily the most practical choice if the way you travel does not fit the vehicle. For an electric scooter, assess where you can charge, how charging fits into your schedule, and whether your usual routes are workable with the vehicle’s range. BEE notes that home-charging costs vary by state tariff and battery capacity; a household’s applicable tariff is therefore a relevant input, not a detail to assume.

CEEW identifies charging accessibility, reliability concerns, upfront cost, and relatively limited EV model choice as constraints relevant to buyers. Consider how each affects your commute: whether you can charge at home or work, what alternatives are available if a usual charging arrangement is unavailable, and whether a model meets your practical needs. Check service availability for the specific scooter as well.

Think through your charging routine before treating a tariff-based estimate as a complete answer. If you have a suitable home or workplace charging arrangement, identify the tariff that applies there and use it in the calculation. If access is uncertain or inconvenient, include that as a practical drawback even if the modeled energy cost is attractive. Cost is not the only criterion: a daily commute has to be feasible with the charging arrangement you can actually use.

For a petrol scooter, include the fuel cost based on your local price and realistic fuel economy, and consider how refuelling fits your routes. The cost calculation is only useful when the option is workable for the routine you actually have.

How to interpret the result

  • The EV estimate is lower across your scenarios: The numbers support an electric scooter on cost, provided charging, service, model choice, and purchase financing also fit your needs.
  • The petrol estimate is lower at your expected distance: The purchase-cost difference or your local inputs may outweigh the modeled energy savings over your ownership period. Recheck the assumptions before deciding.
  • The result changes with small input adjustments: The options are close under your assumptions. Use verified local prices and quotes, and give practical fit more weight than a narrow estimated difference.

Do not treat a national-average TCO figure or an example model’s break-even graph as a personal recommendation. The most useful comparison is the one built from current local prices and the vehicles you can actually buy.

BEE’s general explanation says an EV has a higher upfront procurement cost than its internal-combustion counterpart, while charging, maintenance, and operating costs are lower in its general framing. That is broad guidance, not a guarantee about a particular model or a warranty of future expenses. A higher initial price and lower modeled running cost can point in different directions; the ownership-period calculation is what shows how those trade-offs interact for your use.

There is no single daily-distance threshold that can be applied to every Indian commuter from the figures here. BEE’s 2023 graph illustrates a crossover under its own comparison assumptions, while CEEW’s 2024 national estimates provide a broader average. Your result requires your own distance, price, financing, maintenance, insurance, and resale inputs. If you cannot verify a figure, mark it as uncertain rather than disguising it as a precise quote.

Frequently Asked Questions

Is an electric scooter cheaper than a petrol scooter for daily commuting in India?

CEEW’s 2024 national-average TCO estimates are INR 1.48/km for electric two-wheelers and INR 2.46/km for petrol two-wheelers. That favors electric in the cited analysis, but it does not guarantee a personal saving. Your purchase and financing costs, local electricity and petrol prices, distance, maintenance, insurance, resale assumptions, and charging access all affect the result.

How do I work out my electric scooter’s electricity cost per kilometre?

Multiply the scooter’s consumption in kWh/km by your applicable charging tariff in INR/kWh. If consumption is stated per 100 km, divide it by 100 first. BEE’s 2023 Ather 450X example assumes 4 kWh/100 km, or 0.04 kWh/km, but that is a comparison input rather than a real-world result for every rider.

How do I estimate the cost of one home charge?

BEE’s general formula is battery capacity in kWh multiplied by the applicable charging tariff in INR/kWh. The result estimates a charge using those inputs; it does not give the cost per kilometre unless you also know the scooter’s energy consumption. BEE notes that home-charging cost varies by state tariff and battery capacity.

What petrol mileage should I use in a comparison?

Use a realistic figure for the petrol scooter and your riding, together with your local petrol price. BEE’s India EV Digest 2023 uses 50 km/l for its Honda Activa example. That is an assumption in the example, not a measured guarantee for your scooter or commute.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I estimate when an electric scooter pays for itself?

Compare the scooters’ total costs over the same expected ownership period and total kilometres. Include current on-road prices, financing, electricity or petrol, maintenance, insurance, and resale or salvage assumptions. A daily-distance graph alone is not enough to give your payback date, and BEE’s example crossover is not a universal threshold.

What costs should I include besides electricity or petrol?

Include purchase price and financing, energy or fuel, maintenance, insurance, and expected resale or salvage value for both scooters. Use the same ownership period and distance, and apply the same method to each vehicle. If an input is uncertain, seek a quote or test multiple assumptions instead of leaving the cost out.

What if I cannot charge at home?

Charging access is a practical part of the decision. Check whether you can charge at work or another suitable location, how charging fits your schedule, and whether your routes work for the scooter. CEEW identifies charging accessibility as a relevant constraint; an attractive energy-cost estimate may not make an EV practical if charging does not fit your routine.

The Bottom Line

Bottom line: CEEW’s 2024 national-average estimates favor electric two-wheelers on total cost—INR 1.48/km versus INR 2.46/km for petrol—but they are not personal quotes. Calculate both options over the same ownership period and distance using current local prices, financing, energy or fuel costs, maintenance, insurance, and resale assumptions. Then make sure charging, service, and model availability work for your commute.
