In the 2024 U.S. presidential campaign, the Democratic platform backed EV incentives and federal investment in charging, manufacturing, and clean energy. Kamala Harris generally favored continuity with the Biden administration’s approach, but did not announce a major new EV or clean-energy plan of her own. The Republican platform promised to cancel what it called the “EV mandate,” cut regulation, and expand energy production; Donald Trump campaigned against Biden-era EV and emissions policies.
These are campaign-period positions, not a guide to what later took effect or to current program eligibility.

How did the candidates differ on EV policy?
The central divide was over the federal government’s role. The 2024 Democratic platform supported incentives and public investment to encourage EV adoption. The Republican platform called for cancelling the “EV mandate” and cutting regulation. Campaign reporting described Harris as supportive of continuing federal EV investment, while Trump criticized Biden-era incentives and rules. The available reporting did not identify a major, separate EV policy plan from Harris.

The Republican platform’s exact pledge was: “CANCEL THE ELECTRIC VEHICLE MANDATE AND CUT COSTLY AND BURDENSOME REGULATIONS.” That is the platform’s political wording. CBS reported that the Biden administration had not required consumers to buy EVs: it offered incentives for eligible purchases and set a goal for half of new vehicle sales to be zero-emission by 2030. What did they propose for charging and domestic manufacturing?
The Democratic platform supported investment in EV and battery manufacturing and a domestic clean-energy supply chain. Campaign reporting also described federal investment in charging infrastructure. Together, those measures reflect an approach that used public investment and incentives to support EV adoption and domestic production.

The Republican platform emphasized deregulation and energy production across sources, but the cited platform did not set out a comparable EV-charging or EV-manufacturing program. That difference in the documents is not evidence that every Republican opposed every EV-related investment; it describes what the national platform did and did not commit to.

The Democratic platform described stronger vehicle-efficiency standards and clean-energy investment as part of the Biden administration’s policy agenda. These are platform descriptions of administration policy, not a detailed new set of Harris campaign proposals.

The Republican platform called for cutting regulation and cancelling the EV mandate. Campaign reporting described Trump as pledging to undo Biden-era emissions and fuel-efficiency rules. The contrast was therefore not simply over whether people should drive electric cars: it also concerned federal standards and how much regulation should shape the vehicle market.

The Democratic platform supported clean-energy investment, including wind and solar, as well as energy-efficiency and household measures. Its approach paired support for cleaner electricity with federal investment and incentives.

The Republican platform called for expanding energy production from all sources, including nuclear, and ending restrictions on oil, natural gas, and coal. It declared: “We will DRILL, BABY, DRILL and we will become Energy Independent, and even Dominant again.” Campaign reporting described Trump as favoring fossil-energy production and opposing Biden-era clean-energy initiatives.
Harris’s position was not an outright rejection of fossil fuels. CBS reported that she said she would not ban fracking, while describing her as favoring a clean-energy economy without completely rejecting oil and gas. That campaign-period statement does not support a claim that she proposed ending all oil and gas production.
What does “EV mandate” mean in this debate?
“EV mandate” was campaign shorthand, not a neutral description of the federal policy cited in contemporaneous coverage. CBS said the Biden administration had not issued a consumer purchase mandate; it had offered incentives for eligible vehicles and set a zero-emission sales goal for 2030. The distinction matters: an incentive encourages a purchase, a sales target describes a policy goal, and a consumer mandate would require a purchase.
For market context, the International Energy Agency reported that EVs accounted for around 9.5% of total U.S. light-duty vehicle sales in 2023. The IEA also reported that U.S. energy-combustion CO₂ emissions fell 4% while the economy grew 2.5% in 2023. These are retrospective figures, not campaign promises. The IEA described the U.S. government target as zero-emission vehicles making up 50% of new passenger-car and light-truck sales by 2030; that target should not be read as a requirement for consumers to buy EVs.
