Visitors can generally drive in Germany on a valid foreign licence, but the documents you need depend on where it was issued and whether you are visiting or moving to Germany. Before setting off, check your licence, the speed rules for your route, winter conditions and whether your destination is inside a low-emission zone.
Can you drive in Germany with a foreign licence?
If you are visiting temporarily and have not established residence in Germany, ADAC says you can generally drive with a valid foreign driving licence. Requirements vary by issuing jurisdiction and licence format, so confirm the current rule for your specific licence before travelling.

When an international driving permit is useful
An international driving permit (IDP) may be used for the vehicle classes it covers, but it does not replace your national licence. Carry both documents. For non-EU/EWR licences, ADAC says a translation is generally required, with exceptions it lists for Andorra, Hong Kong, Monaco, New Zealand, San Marino, Switzerland and Senegal. Local authorities may treat English-language licences differently, so check in advance rather than assuming an exemption.
If you establish residence in Germany
Taking up residence changes the rules. ADAC describes non-EU/EWR licences as generally recognized for six months after residence is established; an extension to twelve months may be possible in specified circumstances. EU/EWR licences do not have to be exchanged solely because you take up residence. Check with the responsible German authority for the requirements that apply to your licence and situation.

What speed limits apply?
For cars, ADAC lists general limits of 50 km/h in built-up areas and 100 km/h outside built-up areas. These are subject to road conditions, vehicle-specific exceptions and signs. Follow posted limits and adjust your speed when visibility or conditions require it.
Driving on the Autobahn
ADAC says there is no general speed limit on German motorways (Autobahnen). The recommended speed for cars and motorcycles is 130 km/h, but this is not permission to disregard posted or digitally displayed limits: binding restrictions apply wherever they are shown. ADAC notes that driving above the recommended speed can affect liability in some crashes; that does not by itself establish how liability will be decided in a particular case.

What safety equipment should you carry?
ADAC says every vehicle must carry a warning vest. It specifies a red, yellow or orange vest meeting EN ISO 20471:2013 or DIN EN 471:2003+A1:2007.

When do you need winter tyres?
Germany’s winter-tyre obligation is triggered by winter road conditions, not by a fixed calendar season. Under the rule described by ADAC, tyres bearing the Alpine mountain-and-snowflake symbol are required on all wheel positions when those conditions apply. An M+S marking alone is not sufficient. Carry snow chains if your route or conditions warrant them, and fit them where signs require their use.
Do foreign cars need an environmental sticker?
Check whether your destination lies inside a low-emission zone (Umweltzone) before driving into a city. ADAC says foreign-registered cars are also covered and need the appropriate sticker where a zone restriction applies. Requirements and exemptions can differ by zone, so verify the rule for the particular streets and vehicle rather than assuming the sticker is needed—or that an exemption applies—throughout Germany.

What to check before you set off
- Confirm that your licence is valid in Germany for a temporary visit and check whether your issuing country requires a translation or other document.
- If you use an IDP, pack it together with your national licence.
- Check posted and digital speed limits along your route, including on the Autobahn.
- Carry a compliant warning vest and verify any other equipment requirements applicable to your vehicle’s registration.
- Check current road conditions and confirm that your tyres meet the Alpine-symbol rule if winter conditions arise.
- Check whether your destination is in a low-emission zone and obtain the required sticker through an appropriate issuing channel if needed.
ADAC’s guidance is practical motoring information, not a complete account of German traffic law. For a named foreign licence, a residence-related exchange, vehicle-specific equipment rules or a local zone exemption, confirm the current requirement with the responsible authority.
