Phone restrictions can reduce observed handheld use, and one US study found comprehensive handheld bans associated with fewer driver deaths. But a systematic review judged the overall evidence weak and somewhat inconsistent, and the US study found no association between those bans and lower total deaths. A change in phone use is not the same as a proven reduction in crashes or fatalities.
What the studies say about bans and deaths
The overall evidence is suggestive, not conclusive
A 2020 systematic review by Olsson and colleagues included 32 studies evaluating penalties for phone use while driving. It judged the evidence on the effects of penalties to be “weak, and somewhat inconsistent.” Some findings suggested that all-driver, primary-enforcement handheld bans and texting bans could reduce phone use or fatalities, but the studies were too heterogeneous to produce one pooled estimate of a universal effect. A US study found different results for different bans and outcomes
A 2021 state-level study compared US fatality rates across 50 states from 1999 through 2016, excluding Washington, DC. Its dataset covered 616,289 people who died in passenger-vehicle crashes, including 344,003 drivers; those counts describe the dataset, not deaths caused by phones or prevented by bans. The adjusted rate ratios below compare states and periods with each type of ban against those with no ban. Read the study and its methods.

For comprehensive handheld bans, the same study found no corresponding association with lower non-driver fatalities (rate ratio 1.01, 95% CI 0.95–1.07) or total fatalities (0.98, 95% CI 0.94–1.01). These are observational associations, not proof that the bans caused the change. They apply to the study’s US states, years, outcomes, and statistical model—not automatically to other countries, later laws, or current traffic conditions.

Why studies can point in different directions
“A phone ban” can mean different things: a law may prohibit calling, texting, or nearly all handheld use; it may cover all drivers or only some groups; and enforcement may be primary or secondary. Those differences affect both how much behavior a law can change and which drivers can be stopped for a violation.
Studies also measure different outcomes. A roadside count of handheld use, a self-reported behavior, an insurance claim, a crash, and a death count are not interchangeable. A short-term decline in observed use may be too small, too temporary, or too difficult to connect reliably to a change in population-level crash or fatality rates.

Attribution is another challenge. Phone involvement may go unrecorded after a crash, and police-assigned contributory factors do not capture every relevant behavior. A narrow restriction could also shift some use to hands-free calling or concealed handling rather than eliminate distraction; these are possible explanations, not settled findings. NHTSA similarly notes that crash-outcome evidence is mixed even where evaluations found reduced handheld use.
Do bans reduce phone use?
There is evidence that some laws change observed behavior, especially soon after they take effect. The US National Highway Traffic Safety Administration (NHTSA) summarizes evaluations in New York, Connecticut, Washington, DC, and other countries that commonly found about a 50% short-term reduction in observed handheld use after a law took effect. That figure describes findings across those evaluations; it is not a guaranteed or lasting reduction for every law or place. See NHTSA’s evidence synthesis.

NHTSA also describes a California analysis that reported a 66% reduction in crashes attributed to handheld phone use after a 2008 ban, alongside a slight increase in crashes involving hands-free phones. NHTSA cautions that phone-related crashes made up a tiny fraction of crashes in that dataset and were likely underreported, so the result should not be treated as a general estimate of lives saved by bans.
Hands-free does not mean distraction-free
A hands-free setup removes the need to hold the phone, but it does not necessarily remove the mental demands of a conversation. NHTSA’s Countermeasures That Work states: “Finally, studies have found that hands-free phones offer little or no safety advantage over handheld phones.” That statement is about the safety advantage of hands-free phones; it does not mean every phone task has identical risk.

NHTSA summarizes naturalistic-driving evidence in which talking on a phone doubled the odds of crash involvement, while reaching, texting, and dialing were associated with larger elevations. These are task-specific results from naturalistic-driving research, not one risk multiplier for all phone use. NHTSA also cautions that simulator and test-track performance measures do not, on their own, measure crash risk.

The UK Department for Transport reported that 0.3% of vehicle drivers observed on weekdays in England were using a mobile phone in autumn 2023. The survey’s method differed from earlier observations, making direct trend comparisons inadvisable; it also did not measure hands-free use. The figure is a snapshot of observed use, not an estimate of how many crashes or deaths a ban prevented. See the England 2023 survey and its limitations.

For Great Britain in 2022, police assigned mobile-phone use as a contributory factor in collisions that resulted in 22 deaths and 652 injuries. The Department for Transport warns that police may not identify every factor, so these counts may understate phone involvement; they are not a complete causal count of phone-related casualties. The department’s release includes the casualty figures and caveat.
What drivers should do
Whatever a local law permits, the evidence does not establish that a dashboard mount or hands-free device removes distraction. Before setting off, silence notifications and put the phone out of reach so that checking or handling it is less convenient. A phone lock box or pouch can help with that routine, but it is a convenience aid—not a proven crash-prevention intervention.
