What is known about the alleged promise?
There is no verified statement from Korbach in the sources available here, and no reliable report connecting him or Gemballa to a crypto ATM project. The underlying wording and the circumstances of the alleged promise are also unknown. That means it cannot be established whether a promise was made, what it would have involved, or when it might have happened.
The title’s wording is a question, not a quotation from Korbach. Without an attributable original source, it would be misleading to present the claim as a confirmed announcement.
What does the Gemballa record establish?
A report published by Das Verbraucherschutzforum on 27 May 2020 reproduced financial statement material for GEMBALLA GmbH’s 2017 fiscal year and identified Steffen Korbach as the company’s managing director for that year. The reproduced material does not mention crypto ATMs or an ATM project: Das Verbraucherschutzforum’s 2020 report.

The report said the balance sheet shown covered the year ending 31 December 2017 and that the 2018 accounts were not then available in the company register. That describes what the report said in May 2020; it does not establish the company’s current filing status or provide evidence of an ATM promise.
What are crypto ATM machines?
A federal court filing reproduced by heise.de describes Bitcoin ATMs, also called BTMs or cryptoATMs, as ATM-like devices or electronic terminals through which users can exchange cash and virtual currency: heise.de’s report and reproduced court statement. That definition explains the term, but it does not connect the devices to Korbach or Gemballa.

What does scam reporting say—and what does it not say?
SEC testimony describes scammers directing victims to crypto ATMs to convert cash into cryptocurrency. It also notes that consumers may be confused about whether money can be recovered or whether a machine is affiliated with a bank or other financial institution: SEC testimony on crypto ATM scams. This is general consumer context only. It neither confirms an ATM project nor provides evidence that Korbach or Gemballa was involved in one.

What evidence would confirm the claim?
A reliable answer would require a source that directly ties the alleged commitment to Korbach and identifies what was promised. Useful evidence would include:
- An original, attributable statement, recording, or document from Korbach.
- A contemporaneous report that quotes him or links to the original announcement.
- Project details such as the operator, intended locations, machine type, jurisdiction, and announced timeline.
Until such evidence is available, the careful conclusion is that the alleged promise has not been verified—not that it definitely was or was not made.
