No evidence in the available official record shows that Elon Musk ordered a formal shutdown of the government office that financed Tesla. The Department of Energy says the former Loan Programs Office continues under a new name, the Office of Energy Dominance Financing. Tesla did receive a $465 million federal loan in 2010 to support electric-vehicle production and manufacturing—and repaid it in 2013.
What the headline gets right—and what it overstates
The federal office associated with Tesla’s loan has undergone changes, and a 2025 report described significant staff attrition. But DOE’s January 2026 description says the office continues as the Office of Energy Dominance Financing, previously known as the Loan Programs Office (LPO). DOE also announced loan closings during 2025. Those facts do not support describing the office as formally shut down.
Nor does the available record establish that Elon Musk personally ordered or carried out a closure. The evidence supports a narrower account: the office that helped finance Tesla has been reorganized and renamed, while a news report described many staff members seeking deferred resignation.
How the government loan supported Tesla
DOE says it issued Tesla a $465 million loan in January 2010 through the Advanced Technology Vehicles Manufacturing (ATVM) program. The loan supported specially designed all-electric vehicles and a Fremont, California, facility producing battery packs, electric motors, and other powertrain components. It was a repayable loan, not a grant. DOE’s Tesla project summary describes the amount, issuance date, and project purpose.

The ATVM program dates to the Energy Independence and Security Act of 2007. DOE’s program history says Congress appropriated $7.5 billion in fiscal year 2009 to support up to $25 billion in loans. Those figures describe the program’s funding and intended lending capacity, not money awarded to Tesla. DOE’s ATVM history provides the program background.
Approval came before the loan was issued
Tesla announced DOE loan approval on June 23, 2009. In the company’s announcement, CEO Elon Musk said the funds would provide capital to build sustainable transport. DOE lists the loan’s issuance in January 2010, so the approval announcement and the issuance were separate milestones. Tesla’s June 2009 announcement records the company’s account of the approval.

Did Tesla repay the loan?
Yes. Tesla announced repayment in May 2013, describing it as nine years ahead of scheduled maturity. Its SEC-filed disclosure reports a $451.8 million payment to settle outstanding loan amounts. That settlement figure is distinct from DOE’s $465 million original loan amount. Tesla’s repayment announcement and SEC-filed disclosure document the company’s statement and reported payment.
Repayment means the loan was settled; it does not establish that the loan alone caused Tesla’s later success or prove what would have happened without it. The documented claim is that the federal financing supported vehicle production and manufacturing during Tesla’s early growth.

What is happening to the Loan Programs Office?
DOE’s January 22, 2026 announcement identifies the office as the Office of Energy Dominance Financing, “Previously known as the Loan Programs Office (LPO),” and says it “continues to reform the office.” DOE also announced an LPO loan guarantee closing on October 16, 2025, evidence that loan activity continued under the LPO name at that time. The official record therefore describes a renamed and reformed office, not a completed closure. DOE’s January 2026 announcement gives its current name and description; DOE’s October 2025 announcement documents the earlier loan closing.
What the reported staff figure does—and does not—mean
The Washington Examiner reported on April 17, 2025, that nearly 60% of LPO staff had sought to opt into a deferred resignation program. That is an attributed report about employees seeking the option, not a verified final count of departures. It does not, by itself, show that the office closed. The Washington Examiner’s report is the source for that staff figure.
