No public evidence in the cited reporting establishes that Elon Musk gave Ramzan Kadyrov a Cybertruck. Kadyrov said the vehicle came from Musk; Musk denied donating it. Video and contemporaneous coverage showed Kadyrov with a Cybertruck carrying a mounted machine gun, but they did not establish who supplied it or how it changed hands.
What did Kadyrov and Musk say?
On August 17, 2024, Ramzan Kadyrov, head of the Chechen Republic, posted video of himself in a Tesla Cybertruck in Grozny. A machine gun was mounted on the vehicle. In a Telegram post translated by Futurism, Kadyrov claimed, “We received a Tesla Cybertruck from the respected Elon Musk.” He also said the vehicle would be useful to soldiers and that he intended to send it to Ukraine for Russia’s war, as reported by Le Monde.
On August 18, Musk denied making the donation. He responded on X, “Are you seriously so retarded that you think I donated a Cybertruck to a Russian general?” The statement contains an ableist slur, which is not necessary to repeat to understand his position. In a later reply reproduced by Futurism, Musk wrote, “This is completely false. He is trolling.” The original X post may not display its text in every reader.
What is established—and what is not?
The video and contemporaneous reporting support that Kadyrov displayed a gun-equipped Cybertruck. They do not independently verify his claim that Musk supplied it. Nor do they identify a seller or intermediary, establish a direct transfer, or settle the vehicle’s ownership history.

Le Monde noted that the truck could have been bought in Dubai, but its report did not document that as the actual route. The evidence therefore supports neither Kadyrov’s stated provenance as fact nor the conclusion that Musk’s denial explains how the vehicle was obtained.
Did the Cybertruck reach the war in Ukraine?
Kadyrov said he planned to send the truck to Russian forces in Ukraine. That statement establishes his stated intention, not that the vehicle reached the battlefield. In September 2024, WIRED reported that Kadyrov claimed the first Cybertruck had been remotely disabled by Musk and showed footage of two other armed Cybertrucks that he said were sent to fight with Russian forces. WIRED noted Tesla had not immediately responded to a request for comment. The cited reporting does not independently verify that Musk or Tesla disabled the first vehicle, or independently establish the other trucks’ deployment.

Why sanctions are part of the context
The U.S. Treasury Department said it designated Kadyrov under Global Magnitsky authorities in 2020, describing him as a leader of an organization whose members engaged in serious human-rights abuses. Treasury’s December 10, 2020 release also summarizes the general blocking and transaction restrictions applicable to designated persons. That background does not establish who provided this particular truck or determine whether a specific transaction violated sanctions.
