Yes. On February 11, 2025, Chrystia Freeland said she had proposed a 100% Canadian tariff on all Teslas if the United States imposed tariffs on Canada. It was a conditional campaign proposal, not an enacted tariff established by the sources reviewed here. Freeland described it as targeted retaliation and said she wanted to avoid a trade fight.
What did Freeland propose?
In a February 11, 2025 CNN interview, Freeland said, “I have proposed a 100 percent tariff on all Teslas.” The condition was that the United States impose tariffs on Canada. She also said, “Our retaliation is going to be a lot more surgical than that,” framing the idea as a way to put pressure on U.S. stakeholders with influence in Washington rather than as a preferred outcome. The Tesla idea formed part of a wider campaign-era retaliation pitch. On January 27, 2025, the Associated Press reported that Freeland advocated a proposed list worth C$200 billion, with targeted, dollar-for-dollar countermeasures. That was the value of a proposed list—not tariff revenue collected, nor a final government schedule. Associated Press, January 27, 2025.
Was the Tesla tariff enacted?
The official Canadian materials cited here do not establish that Freeland’s blanket Tesla-specific proposal took effect. They describe other measures: a 2024 surtax on electric vehicles made in China and later Canadian counter-tariffs and auto-sector actions responding to U.S. trade measures. Those policies should not be treated as confirmation that Canada imposed a tariff on every Tesla.

Canada’s Department of Finance described the Chinese-made EV measure in its August 26, 2024 announcement. Its scope turns on where a vehicle is made, not whether it carries the Tesla brand. The two 100% figures therefore refer to different policies: one was Freeland’s conditional proposal covering all Teslas; the other was an official surtax defined by Chinese manufacture.
What did Canada say about later auto tariffs?
The Government of Canada’s Spring Economic Update 2026 said more than 90% of Canadian-made vehicles and 60% of Canadian-made auto parts were exported to the United States at the time described in the update. It said Canada would maintain reciprocal counter-tariffs in response to U.S. tariffs on Canadian vehicle exports. These are figures and policy context for the broader auto trade relationship, not evidence that the Tesla-specific proposal was enacted. Spring Economic Update 2026, Chapter 5.

In a July 20, 2026 statement, Prime Minister Mark Carney said the U.S. administration had announced its intention to impose a 50% tariff on a significant number of Canadian goods—not all Canadian exports—and that Canada had matched measures affecting the Canadian auto sector. The proposal alone does not establish that Tesla prices in Canada rose, that vehicle sales changed, or that buyers faced a new tariff. The cited sources provide no verified estimate of consumer-price effects or Tesla sales effects. The practical distinction is its status: Freeland publicly proposed a conditional measure, while the official materials describe separate policies with different scopes and triggers.
