No—not now. Canada’s former iZEV rebate program paused in January 2025 after a warning that its funding was running low and a surge in claims. Transport Canada later reported that the bulk submissions it reviewed were compliant and eligible, and that the claims were paid in June 2025. The iZEV program ended on March 31, 2025. A separate federal program now offers incentives for eligible vehicles, including one specific 2026 Tesla Model Y configuration.
Why did Canada pause the iZEV rebates?
On January 10, 2025, Transport Canada advised stakeholders that the Incentives for Zero-Emission Vehicles (iZEV) program might pause before its planned March 31 end because the remaining funds were low. An unprecedented surge in claims followed, and the program paused on January 12. The pause was a response to program funding pressure; it was distinct from the later review of bulk claims. Transport Canada’s account describes the sequence.
What did the review find?
On March 21, 2025, Transport Canada was directed to review all bulk submissions and examine individual claims before payment. The department’s July 2025 briefing states: “Upon completion of the requested review, it was confirmed that all individual submissions were compliant and eligible.” Transport Canada says the reviewed claims were paid in June 2025. The official material available here reports the review outcome, but does not provide a Tesla-specific, claim-by-claim disposition or establish a formal finding of fraud. It would therefore be inaccurate to present suspected fraud as proven misconduct.
Did the unpaid iZEV claims remain frozen?
No general Tesla-specific freeze is established by the later administrative process. Transport Canada said a temporary process for outstanding claims resumed on July 11, 2025. Eligible claims could be submitted at a rate of up to 25 per day for vehicles delivered from April 1, 2024 through January 12, 2025, when an incentive had been provided. Existing iZEV criteria still applied. This was a process for historical unpaid claims, not a restart of the program for new purchases.

Is the iZEV rebate still available?
No. The iZEV program, which offered point-of-sale incentives of up to $5,000 for eligible vehicles, ended March 31, 2025. It is not the federal incentive program to use when checking eligibility for a current purchase. Transport Canada’s iZEV information covers the former program.
Can a Tesla qualify for a current federal incentive?
Canada’s current federal program is the Electric Vehicle Affordability Program (EVAP), separate from iZEV. Canada.ca describes incentives of up to $5,000 in 2026 for eligible light-duty vehicles, subject to vehicle and transaction rules. Transport Canada’s current vehicle list includes a 2026 Tesla Model Y RWD-B configuration with listed incentive amounts. That entry does not establish eligibility for other Model Y versions, other Tesla models, or later model years. How large was the iZEV program?
Transport Canada’s June 2026 evaluation reports 620,300 iZEV claims submitted, approximately $2.6 billion paid, and 563,312 vehicles incentivized. These are program-wide totals, not a Tesla-specific tally. The same evaluation says zero-emission vehicles’ market share rose from 3.1% in 2019 to 15.4% by the end of 2024. It reports a different period for 2025: 9.8% during the first three quarters, compared with 15.4% in 2024. Transport Canada’s evaluation also identifies income testing as one possible way to target future incentives, suggesting it could improve uptake among lower-income people, promote affordability, and reduce free-ridership; that is an evaluator’s proposed lesson, not proof of a measured causal effect.
A separate Transport Canada 2024–25 results report gives nearly 560,000 claims and $2.63 billion in claims by March 31, 2025. Those figures are described as claims, whereas the later evaluation reports amounts paid; the labels and reporting dates differ and should not be treated as interchangeable.
