Delhi needs fewer unnecessary car trips as well as cleaner vehicles. Electrification can cut tailpipe emissions, but it does not by itself reduce congestion, traffic or the road space cars occupy. The evidence supports treating both demand reduction and fleet transition as parts of a clean-air response—not claiming that private cars alone cause a known share of Delhi’s pollution.
How much of Delhi’s air pollution comes from cars?
The available figures describe transport or vehicular emissions, not private cars alone. They also differ in geography, season and method, so they should not be combined into a single percentage or read as shares of Delhi’s ambient PM2.5 concentration or AQI.
- Delhi-NCR, 2018: An ARAI and TERI report published in August 2018 estimated that the transport sector contributed 14% of PM2.5 emissions, 40% of carbon monoxide emissions and 63% of nitrogen oxide emissions. The Prime Minister’s Office cited these estimates. They are regional transport-sector emissions estimates, not current Delhi-only figures or a breakdown for private cars.
- Delhi NCT, winter: Delhi’s draft EV Policy 2026–2030 cites a CAQM report dated 19 January 2026 for an estimate that vehicular emissions contributed 23% of air pollution in Delhi NCT during winter. This is a draft policy’s citation to a winter estimate; it is not a private-car-only figure.
The figures are not a before-and-after comparison: one is a 2018 Delhi-NCR emissions inventory and the other is a winter estimate for Delhi NCT cited in a 2026 draft policy. Neither establishes what share of today’s pollution comes from cars.
Why focus on car trips as well as cleaner vehicles?
Fewer trips reduce traffic demand
When people can make a journey without driving, that trip no longer adds a car to traffic. Reducing car use can ease congestion and pressure on road and parking space; these are distinct benefits from lowering tailpipe emissions. The sources cited here do not quantify how a particular car-reduction measure would change Delhi’s annual AQI, so the scale of any air-quality effect should not be presented as a proven number.

Electrification changes what vehicles emit
Replacing combustion vehicles with electric ones can reduce tailpipe emissions, but it does not in itself reduce the number of vehicles or trips. Delhi’s draft EV Policy 2026–2030 proposes incentives, charging infrastructure, electrification mandates, and battery recycling and disposal systems. It remains a draft uploaded for public comments in April 2026, not settled policy.
Electrifying private cars alone would also miss other vehicle classes. The same draft says two-wheelers make up approximately 67% of Delhi’s vehicle stock and identifies high-use three-wheelers, commercial cars and N1 goods vehicles as electrification priorities. In the ARAI/TERI report’s Delhi-NCR transport inventory, trucks and buses accounted for 36% of transport PM2.5 emissions despite representing 3% of the total fleet. That older regional estimate underscores why cleaner commercial vehicles matter alongside private-car policy.

What can Delhi commuters use instead of a car?
The practical alternative depends on the trip: its distance, destination, timing, accessibility needs and whether useful services connect the origin and destination. Combining modes can be more workable than expecting one option to replace every car journey.
- Metro and bus: Use public transport where a route and schedule serve the trip. A walk, cycle or e-auto connection at either end can help bridge the gap between a station or stop and the destination.
- Walking: For short trips, walking avoids adding a motor vehicle journey. Safe, continuous footpaths and crossings matter; Delhi’s 2025 mitigation plan proposes street-design guidance to promote walking and cycling.
- Cycling: Cycling can suit short or moderate trips when routes and conditions are safe. CPCB’s Delhi-NCR control-room guidance says, “Prefer cycling and shorter commutes to improve the air we all breathe.” That is a recommendation, not a quantified evaluation of how much cycling reduces pollution.
- Metro-linked e-autos: Delhi’s 2025 mitigation plan lists metro-linked e-autos as a planned measure to support connections between public transport and nearby destinations.
- Fewer separate car journeys: Where circumstances allow, combining errands or sharing a trip can avoid multiple individual car journeys. The sources cited here do not quantify the resulting emissions reduction.
CPCB also advises, “Choose Public Transport whenever possible”. Whether that is feasible depends on access, travel time, affordability and mobility needs—not simply on a commuter’s willingness to drive less.

Which measures address car use, and which address vehicle emissions?
Delhi’s Air Pollution Mitigation Plan 2025 lists measures that act through different mechanisms. The plan records proposals and targets; the items below should not be read as proof that they have been delivered or as a ranking of their effectiveness.

The PMO also describes a Delhi-NCR scheme intended to encourage owners of BS-IV or older trucks and buses to replace them with BS-VI-or-stricter or electric vehicles. It concerns commercial-vehicle replacement, not a programme to reduce private-car numbers.

What should a sound car-reduction policy account for?
Reducing car dependence is not just a matter of telling people to drive less. Measures are more usable when people have alternatives that reach their destinations safely and reliably. When weighing a proposal, consider:
- Whether it cuts vehicle-kilometres or only tailpipe emissions: A cleaner powertrain changes vehicle emissions; a shift to transit, walking or cycling can replace some car travel. A measure may do one, both or neither.
- Which vehicles it reaches: Private cars, two-wheelers, three-wheelers, commercial cars, goods vehicles and buses are different parts of the transport system. Delhi’s draft EV policy and the older ARAI/TERI estimate point to substantial roles for vehicle classes beyond private cars.
- Whether alternatives are available to the affected commuters: Bus and metro access, safe routes for walking and cycling, and useful connections at either end of a journey all affect whether a change is practical.
- How implementation is verified: A target or proposal in a government plan is not the same as a completed service, enforced restriction or operating charging point.
What can be concluded from the evidence?
Transport is a relevant part of Delhi’s clean-air challenge, but the estimates cited here do not support a claim that private cars account for a specific current share of pollution. Nor do they establish a quantified AQI benefit from a particular car-reduction policy. A credible response should combine fewer avoidable car journeys and better alternatives with cleaner vehicles—while addressing commercial traffic and other vehicle classes rather than treating private cars as the whole problem.
