What happened at Tesla’s Grünheide factory?
The confrontation took place southeast of Berlin during the “Action Days against Tesla,” a series of protests running from May 8 to May 12, 2024. Reporting by The Guardian and the Associated Press described a clash as some participants attempted to enter the factory grounds. In its May 12 account of the wider operation, Brandenburg police said officers prevented an attempted storming of Tesla’s operating premises.

That account concerns the actions of some participants, not every demonstrator. Police President Oliver Stepien said the attempted entry was prevented while “legitimate forms of protest” were also carried out. The phrase is part of his assessment of the operation, not a court finding about the conduct of each protester.
Why were protesters opposing the expansion?
Protesters objected to Tesla’s plans to expand the factory, focusing on the nearby forest and concerns about water use in a water-stressed area. The camp’s stated purpose included protecting the forest and opposing the expansion. The AP reported banners criticizing the plant’s water consumption and supporting public transport over private cars.

The factory opened in March 2022. In February 2024, Grünheide residents voted against the proposed expansion in a local vote that The Guardian described as nonbinding. The vote therefore did not, by itself, legally stop the project. The cited reporting and court records do not establish the project’s full permitting or implementation status as of October 2026.
What do the protest and police figures mean?
Published turnout figures refer to different days and sources, so they should not be treated as competing counts of the same event.

Brandenburg police reported that 18 assemblies took place from May 8 through May 12. For the operation as a whole, police recorded 76 criminal complaints, primarily involving assembly-law violations, traffic coercion, resistance, breach of the peace and property damage; 23 liberty-depriving measures; and 27 injured police officers. These are multi-day operation totals, not figures solely for the May 10 clash.

The camp litigation addressed police restrictions on the forest protest camp, not whether Tesla should expand or whether every protest action was lawful.

Potsdam Administrative Court: interim relief in March
On March 19, 2024, the Potsdam Administrative Court granted interim relief against police restrictions on the camp. In its summary review, the court said the authority’s general environmental-law and building-law concerns were insufficient for the required risk assessment and that it had not adequately considered the constitutional protection of assembly. The court’s statement concerned the restrictions then under review.
Higher Administrative Court: police appeal rejected in May
On May 16, the Higher Administrative Court Berlin-Brandenburg rejected the police appeal. It found that safety concerns about enlarging the camp area and continuing to use treehouses through May 20 had not been sufficiently substantiated, and that earlier discretionary errors had not been corrected. The court expressly left undecided whether the camp could continue beyond May 20. Its decision statement was not a blanket endorsement of all protest conduct or a ruling on the factory expansion.
