Clearway Energy Group says it has closed financing and begun construction on the 650-megawatt Swan Energy Center in Bates County, Missouri. Announced October 6, 2026, the project is expected to begin commercial operations in 2028 and has a 20-year power purchase agreement with Google. The company describes the energy center as a $1.5 billion project, but has not disclosed individual lender commitments or detailed financing terms.
What Clearway is building
Swan is a utility-scale solar project on portions of formerly strip-mined land in Bates County, northwestern Missouri. Clearway says the 650 MW facility is its first project in Missouri. The company announced the financing close and start of construction on October 6, 2026. Clearway’s announcement describes the project as a $1.5 billion energy center.
Clearway expects the project to generate enough electricity in a year to equal the use of approximately 200,000 average U.S. homes. That is the company’s equivalency estimate, not an independently measured generation result. The project is expected to enter commercial operation in 2028. Clearway’s project page provides additional project information.
How the financing is described
Clearway says the financing consortium is led by Canadian Imperial Bank of Commerce (CIBC), DNB Bank ASA, and National Australia Bank Limited. The October announcement gives the overall project financing amount as $1.5 billion, but does not state how much each bank committed, the debt structure, interest rate, maturity, or covenants. The amount therefore should not be read as a disclosed loan from any one lender.

What Google’s power purchase agreement means
Google is the project’s named buyer under a 20-year power purchase agreement (PPA), but that does not mean Swan will send electricity directly to a Google data center. Clearway’s FAQ says the PPA is a financial contract settling costs and renewable energy credits; the electricity itself will enter the existing local transmission system and serve regional load. Once injected into the grid, it mixes with electricity from other sources. Clearway’s Swan FAQ explains the distinction between the contract and physical delivery.
Swan is one of three Google PPA projects Clearway announced on January 15, 2026. The company said those projects together represent 1.17 GW; that combined figure is portfolio context, not Swan’s capacity. Clearway’s January announcement names the projects and counterparty.

Construction schedule and workforce
Clearway’s FAQ had projected mobilization at the end of June 2026 and construction beginning in July, continuing until mid-2028. The October announcement subsequently confirmed that construction had begun. Clearway and construction partner Blattner Energy estimated 450 to 500 workers on site from early 2027 through spring 2028, with local hiring prioritized where possible. The announcement separately describes up to 500 construction jobs at peak; these are company estimates, not a guarantee of a particular number of local hires.
Local revenue and community commitments
Clearway says a 30-year payment in lieu of taxes (PILOT) arrangement is expected to generate more than $80 million in local revenue for Bates County. It also announced additional, distinct community commitments:

- Max Battery Voltage: 32V
- $1 million for emergency equipment in Bates County.
- $288,000 annually during the first ten operating years for road and bridge departments serving 24 townships and road districts.
- $200,000 for public-safety equipment improvements in Amoret and Amsterdam.
These figures are commitments and projections reported by Clearway; they are not independent assessments of realized county revenue or future community outcomes. Clearway also anticipates several long-term technician positions once the facility is operating.

Clearway says it plans to retain native grasses and floral resources to support pollinators, including monarch butterflies, and to aid soil drainage and health. Its FAQ also says the project will avoid jurisdictional wetlands, preserve woodlots, and use erosion and sediment controls, including a construction stormwater plan and permit. These are developer-reported plans.

The equipment details are more specific than a broad description of the project as American-made: Clearway says most solar modules will come from U.S. manufacturer First Solar, while additional modules from JA Solar will be manufactured in Vietnam. The project will use a NextPower tracking system, which follows the sun to adjust panel orientation. The sourcing information does not support describing every panel as American-made.
