Canada has replaced its 100% surtax on China-origin electric vehicles with a capped import arrangement. During the first quota year, up to 49,000 eligible vehicles can enter Canada under shipment-specific permits and pay the 6.1% most-favoured-nation (MFN) tariff. That does not give those cars permission to enter the United States: U.S. officials said the authorized vehicles are going to Canada, not the U.S.
What Canada changed
Canada’s current policy is a quota, not unlimited low-tariff access. The former 100% surtax was repealed for vehicles admitted under the quota established in the Canada Gazette regulation. Permitted imports are assessed the 6.1% MFN tariff listed by Global Affairs Canada.

How the quota works in practice
Quota year and allocation
The quota year runs from March 1 through the following February 28 or 29. The second period of the first quota year runs September 1, 2026, through February 28, 2027. Global Affairs Canada’s August 29, 2026 Importer Notice 1168 describes an access quantity of 24,500 vehicles for that second period, plus any unused amount from the first period.

China origin is based on substantial manufacture
The controls apply according to origin, not simply the location from which a vehicle is shipped. The importer notice says a complete knock-down kit substantially manufactured in China remains China-origin even if it is exported for assembly in Canada or another country. Electric tricycles and certain non-passenger vehicles are outside the quota controls described in that notice.
Current utilization snapshot
The official quota utilization report, updated September 25, 2026 at 15:00 Eastern Time, recorded 15,763 vehicles used and 33,237 remaining against the 49,000 first-year maximum. It listed 15,603 vehicles in the first period and 160 in the second. Those figures are a dated snapshot, not a promise that the same quantity will remain available when an importer applies.

How large could the opening become?
The government says the quota is scheduled to grow by 6.5% annually. The arrangement also sets a staged share for qualifying lower-priced EVs: the reserved portion begins at 10% in year two and rises over five years toward 50%. The government’s backgrounder describes a target of 50% of the quota for vehicles priced at CAD 35,000 or less by 2030. That is a future allocation target, not a claim that half of the first-year quota is already reserved.
Canada’s regulatory analysis says the first-year 49,000-vehicle ceiling represents less than 3% of the Canadian new-vehicle market. Officials present the opening as a way to add lower-cost choices while limiting the pace of imports.

Why Canada made the deal
The EV measure was part of a preliminary arrangement announced January 16, 2026, alongside expected Chinese tariff changes on Canadian goods. Canada said China would lower the combined tariff on canola seed to about 15% and suspend certain anti-discrimination tariffs on canola meal, lobster, crab and peas for a specified period in 2026. The Bank of Canada’s January 2026 tariff assumptions incorporated the arrangement. These were negotiated commitments and expectations; the cited documents do not establish that every promised change has been completed.
Canada also says controlled access to Chinese EVs could encourage Chinese joint ventures with Canadian partners, manufacturing jobs and domestic supply-chain development. Those are stated policy objectives, not evidence that a named factory or consumer brand has already been established in Canada.

Can these Chinese EVs reach the United States?
Not under this Canadian quota. The legal effect is permission to import qualifying vehicles into Canada. Reuters reported that U.S. Transportation Secretary Sean Duffy criticized the decision and U.S. Trade Representative Jamieson Greer said, “Those cars are going to Canada — they’re not coming here.” The Reuters report also cited U.S. tariffs and connected-vehicle rules as barriers.

Canada’s policy can still matter strategically because Canada and the United States share a regional market and supply chains. Axios described Chinese brands as moving closer geographically and raised future factory investment as an open question. A company deciding to build in North America could eventually change the conversation, but the quota itself does not create U.S. market access, and the available sources do not establish that such investment has occurred.

What the policy means for Canadian buyers and automakers
Potential benefits
- More manufacturers may be able to offer vehicles in Canada at the 6.1% MFN rate instead of facing the former 100% surtax.
- A larger supply of lower-priced models is a stated government objective, especially as the lower-price allocation expands in later quota years.
- Competition could pressure established automakers, although no measured consumer-price reduction is documented in the available sources.
Limits and uncertainties
- The 49,000-vehicle ceiling constrains total volume, and permits can be exhausted before the quota year ends.
- Importers must meet origin rules and obtain shipment-specific permits; a vehicle’s assembly location alone does not determine eligibility.
- The policy does not provide a vehicle-by-vehicle list of prices, range, charging performance or Canadian retail availability.
- Future investment and job creation remain expectations rather than confirmed outcomes.
Bottom line for the North American market
Canada has lowered the tariff barrier for a limited number of China-origin EVs, replacing a 100% surtax with a 49,000-vehicle first-year quota and a 6.1% MFN tariff for permitted imports. That makes Chinese EVs more present in Canada and potentially closer to U.S. consumers in geographic and strategic terms. It does not let those vehicles cross into the United States, where separate tariffs, connected-vehicle rules and other requirements still apply.
