China’s April 2025 rare-earth export controls caused reported production-line and factory interruptions for some automakers and suppliers, but they were a licensing regime—not a blanket export ban—and the evidence does not show that the global auto industry stopped. The disruptions varied by company and inventory position; exports later recovered after licenses were granted. As of October 8, 2026, the temporary suspension of China’s separate October 2025 expansion is due to run until November 10, 2026. That suspension does not establish that the April controls were repealed.
What China changed in April 2025
On April 4, 2025, China’s Ministry of Commerce and General Administration of Customs issued Announcement No. 18. It placed specified rare-earth products, including certain samarium-cobalt magnet materials, under an export-licensing requirement effective on the date of issuance. Exporters had to apply for a license; the announcement was not a blanket ban on all rare-earth exports. The measure mattered to car production because the supply chain is concentrated well beyond mining. The International Energy Agency (IEA) reports that in 2024 China accounted for 60% of mined magnet rare-earth production, 91% of refined output, and 94% of sintered permanent-magnet production. Refining and magnet-making are especially concentrated, leaving manufacturers with fewer alternatives if exports are delayed.
Why a licensing delay can interrupt car production
Permanent magnets are important inputs in automotive components used in both combustion-engine and electric vehicles. When export licenses are uncertain or delayed, suppliers may struggle to secure the specified magnets even if no formal ban is in place. Automakers and parts suppliers can draw on inventories for a time, but a shortage at a critical component supplier can constrain a production line before a vehicle maker itself runs out of every affected material.

The IEA reports that exports of the controlled rare-earth elements and magnets fell sharply in April and May 2025. Automakers in the United States, Europe and elsewhere had difficulty sourcing permanent magnets, and some reduced utilization or temporarily shut production. The impacts were uneven: firms had different inventories, sourcing arrangements and exposure to the affected inputs.
What production interruptions were reported
Europe: supplier lines and plants
On June 4, 2025, the European automotive supplier association CLEPA said the restrictions had led to shutdowns at several production lines and plants across Europe. It identified affected components in both combustion-engine and electric vehicles. CLEPA Secretary General Benjamin Krieger said, “With a deeply intertwined global supply chain, China’s export restrictions are already shutting down production in Europe’s supplier sector,” and called for transparent and proportionate licensing.

CLEPA’s statement is evidence of reported disruption, not a complete, independently audited list of affected companies. It did not establish which named automakers or vehicle models were affected, and the available evidence does not support a reliable company-by-company list of firms still experiencing shortages in October 2026.
How broad were the effects?
The European Central Bank (ECB) later assessed that the April restrictions reduced exports and raised prices for targeted rare earths. It said some carmakers reportedly cut utilization or temporarily closed factories. The ECB characterized broader supply-chain pressure as contained in part because the restrictions applied for only two months before exports recovered.

The IEA reports that licenses were subsequently granted and export volumes recovered in following months. However, magnets manufactured outside China continued to carry a premium. Recovery in export volumes therefore did not mean the supply risk or cost pressure had disappeared.

The USD 6.5 trillion figure describes downstream production potentially exposed in an IEA scenario if controls were fully implemented. It is not a forecast that this amount would be lost, nor a measure of the damage caused by the two-month period of reduced exports.

How the October 2025 expansion differs from the April controls
In October 2025, China announced an expansion that covered additional elements and certain internationally made parts containing Chinese-sourced rare earths or produced using Chinese technologies, according to the IEA. In November 2025, the October measures were suspended for a year. A State Council Information Office report dated April 10, 2026, said the October 9 measures were suspended until November 10, 2026, and quoted China’s commerce ministry as saying qualified civilian export applications would be approved.
That suspension applies to the October 2025 expansion. It does not show that the April 2025 licensing requirements were revoked, or that every individual export application is being approved. The two measures should not be treated as one continuous ban or one repeal.

What happened after the initial disruption
In early 2026, separate restrictions on dual-use exports to Japan reportedly caused localized rare-earth price spikes and temporary production pauses for major automakers, according to the ECB. The ECB did not describe this as broader, persistent disruption. This episode is distinct from the April 2025 measures and illustrates why a localized interruption should not be presented as a shutdown of the global auto industry.
What would make the supply chain less vulnerable?
Alternative supply is not just a matter of opening more mines. Manufacturers also need refining capacity and facilities to make the magnets used in automotive components. The IEA says planned capacity outside China remains especially inadequate in refining and magnet manufacturing, while demand for magnet rare earths outside China is projected to rise 50% by 2035 under its current policy scenario.
The ECB identifies trade rerouting, innovation-led substitution and policy responses as ways to mitigate disruption. Each has limits: rerouting can change where material is shipped without adding overall capacity; substitution depends on whether a component can meet technical requirements with less or different rare-earth material; and recycling requires recoverable material and processing capacity. These approaches can reduce exposure, but they do not quickly replace concentrated refining and magnet-making supply.
