What is the story behind China’s abandoned electric-car graveyard?
The “graveyard” label is a vivid description, not a technical classification. In the image trail examined by AFP Fact Check on 12 July 2021, similar photographs were traced to a car-sharing lot in Hangzhou, China. The vehicles were associated with Microcity. That finding identifies the provenance of those photographs; it does not prove that every image circulated online shows the same site, owner, or fleet.
Former Microcity manager Lou Gaofeng told AFP that the cars “were the first generation electric vehicles which had been produced in 2013 and even earlier and should be replaced due to technological progress.” His account points to fleet turnover and aging vehicles, rather than establishing why any particular car was left at a lot or what ultimately happened to it.
For broader context, Bloomberg’s 25 August 2023 reporting also discussed the Hangzhou accumulation alongside changes in car-sharing economics and the fate of older EVs. It should not be read as evidence that all images called an EV graveyard depict that accumulation.

Are these new electric cars or old car-sharing vehicles?
For the Hangzhou site investigated in a viral claim, the reporting supports older used vehicles—not the claim that the location held 10,000 new Neta cars. In 2023, the media project Inside China Auto visited the location identified in a viral video. The Paper’s fact-check, published 23 August 2023, reported that it found hundreds of cars, many five or six years old and showing signs of use.
This correction applies to that particular video claim and investigated location. It is not a verified count of every vehicle stored in China, nor a basis for identifying every online photograph as Microcity’s fleet.

Were the cars left there because their batteries were too expensive to replace?
The available reporting does not establish battery replacement cost as the cause for the specific Hangzhou vehicles. The former manager’s explanation was that the first-generation cars were due to be replaced as technology advanced. That does not rule out battery expense as a possible consideration in some fleet decisions; it means the cited evidence does not demonstrate that it explains these cars’ presence.
Likewise, a vehicle parked or stored in a lot is not, by that fact alone, proof of its final disposal route. The available reports do not establish the fate of every vehicle shown.

What do China’s policies establish about battery end-of-life concerns?
Official notices show that China has addressed illegal dismantling, pollution risks, and retired power-battery handling as broader enforcement concerns. They do not document contamination at the photographed Hangzhou lots.
Illegal dismantling and pollution reporting
On 29 June 2024, China’s Ministry of Ecology and Environment announced that it was collecting reports about illegal dismantling and pollution involving six categories of waste, including scrapped vehicles and EV power batteries. This establishes a general regulatory concern, not a finding about any pictured car lot. Read the ministry notice.

Retired-battery recovery and reuse enforcement
On 27 April 2026, five Chinese ministries announced a nationwide enforcement action focused on recovering and reusing retired power batteries. The notice identifies concerns including irregular transfers of used batteries, illegal dismantling and pollution, unlicensed operations, and gaps in traceability. It does not say the action investigated or remedied the Hangzhou sites shown in circulating images. Read the ministry notice.
Neither notice supplies a site-specific environmental measurement or a verified count of contaminated batteries at the photographed lots. The policies therefore support concern about end-of-life battery management in general, but not a conclusion that these particular vehicles caused pollution.

What does the EV recall figure tell us?
China’s State Administration for Market Regulation reported 89 new-energy-vehicle recalls involving 4.491 million vehicles in 2024, in information published on 7 April 2025. This is a recall total: it is not a count of abandoned EVs, a recycling rate, or a measurement of environmental harm. See the administration’s report.
