There isn’t enough comparable current pricing here to name the five cheapest 250cc motorcycles. The available U.S. manufacturer listings cover two nearby—but not 250cc—new bikes: the 296cc Kawasaki Ninja 300 ABS and the 286cc Honda Rebel 300 E-Clutch. Honda’s 249cc Rebel 250 price is for Japan. Here are the figures, what they do and don’t establish, and how to compare bikes without mistaking a low sticker price for a beginner recommendation.
Why this isn’t a ranked list of five 250cc motorcycles
A meaningful “cheapest” ranking needs five motorcycles sold in the same market, with prices stated on the same basis—such as base MSRP or MSRP plus destination. The available current U.S. price evidence supports only two nearby-displacement models, neither of which is an exact 250cc motorcycle. The 249cc Honda Rebel 250 price is for Japan, so it cannot be fairly ranked against U.S. prices without a dated currency conversion and a market caveat.
The prices below are manufacturer-published figures, not dealer out-the-door quotes. They do not include taxes, registration, insurance, dealer fees, or any adjustments for used condition. They are useful anchors, not a universal ranking of the cheapest motorcycles for a new rider.

The Rebel 250’s yen prices are for its stated Japanese-market update. They are not directly comparable with the U.S. dollar listings above, and the sources do not establish a current U.S. Rebel 250 price.

What the two U.S. options are like on paper
Kawasaki Ninja 300 ABS: sport-style riding
The Ninja is the sport-style option among these U.S. price anchors. Its 296cc parallel twin and listed ABS are the concrete specification details available here; Kawasaki positions it as approachable, but that description is not an independent finding that it suits every new rider. The 2026 page specifies ABS for this model listing, so don’t assume the same equipment is present on every model year or trim.
Honda Rebel 300 E-Clutch: low-seat cruiser
The Rebel is a cruiser-style alternative, with a 27.2-inch seat and a single-cylinder 286cc engine. Honda says the low seat may make flat-footing easier for some riders—not that it will fit everyone. Its E-Clutch assists with clutch control while retaining a manual lever, according to Honda’s product listing. Consider riding posture and fit in person; published seat height alone cannot establish comfort or suitability.

How to compare a beginner bike’s real cost and fit
- Set the market and price basis. Decide whether you are comparing base MSRP, MSRP plus destination, dealer out-the-door quotes, or used asking prices. Keep the geography, model year, and condition consistent.
- Check displacement rather than relying on a class label. A 286cc or 296cc model is near 250cc, not an exact 250cc motorcycle. Keep those categories distinct when comparing options.
- Assess fit and riding style. Compare seat height and riding position, then sit on the bike if possible. A low seat can help some riders reach the ground, but it does not guarantee a good fit.
- Verify the equipment on the exact year and trim. Check whether ABS and any clutch-assistance system are listed for the motorcycle you are considering; don’t carry specifications over from another year or market.
- Budget for gear separately. Kawasaki’s new-rider guidance advises buyers to get proper attire and accessories before buying a motorcycle. It does not evaluate a specific gear product, so confirm local requirements and fit when choosing protective equipment.
Check local licensing eligibility
Approved novice-rider lists are jurisdiction-specific. The NSW Government’s approved motorcycle list includes Kawasaki Ninja 250/250R entries and Honda CRF250-family entries, as well as Ninja 300/ABS model years 2012–18. That list concerns eligibility in New South Wales; it is not a U.S. recommendation and does not establish that a listed motorcycle is safe or suitable for every beginner.
