Changan’s Rayong factory in Thailand is no longer a planned project: it opened on 16 May 2025 and is producing vehicles. Changan announced first-phase capacity of 100,000 vehicles a year, with a possible expansion to 200,000; the company later reported 20,000 vehicles produced in the plant’s first year. BYD’s Rayong factory opened earlier, in July 2024, and has a separately announced annual capacity of 150,000. Those figures describe different milestones—not proof that either factory has reached its announced capacity.
Where is Changan’s Thailand factory, and when did it open?
The factory is in Rayong, Thailand. Changan inaugurated it on 16 May 2025, describing it as its first comprehensive overseas new-energy-vehicle production base and a hub for ASEAN and global right-hand-drive markets. The site is operating: in June 2026, Changan said it had produced 20,000 vehicles there during its first year, including the DEEPAL S05 and NEVO Q05. Changan’s inauguration announcement and its first-year production update provide the company’s account of those milestones.
The ownership description needs a date qualification. China’s State-owned Assets Supervision and Administration Commission (SASAC) announced on 29 July 2025 that China Changan Automobile Group had been established, with SASAC exercising investor responsibilities on behalf of the State Council. That announcement followed the Thai investment-promotion application in 2023 and the factory opening in May 2025; it should not be read as evidence that the later group structure was already in place when the application was made. SASAC’s announcement describes the group’s establishment.
How much did the factory cost, and how much can it make?
Changan’s investment figures vary by date and source, so they are best read as separately reported amounts rather than a single reconciled total. Thailand’s Board of Investment (BOI) said on 15 August 2023 that Changan had applied for investment promotion for an 8.8 billion baht (USD 250 million) factory. At the 2025 inauguration, Changan stated investment of 10,000 million baht. In July 2026, the group described the plant’s investment as approximately 9 billion baht. The available announcements do not explain the difference in scope or accounting behind the figures.

The same distinction applies to capacity and output. The BOI’s 2023 report and Changan’s 2025 announcements describe planned or announced capacity; the 20,000 figure is company-reported first-year production.

The BOI’s 2023 announcement records the application; Changan’s May 2025 announcement, inauguration release and 2026 production update give the company’s later figures. Announced capacity is not the same as verified production, and the cited production update establishes a first-year total, not a sustained annual rate.

What is Changan planning to localize and build in Thailand?
In May 2025, Changan said it expected locally sourced parts to account for 68% in 2025, up from 60% in 2024, and set a target of 80% by 2028. It also said it worked with more than 37 Thai parts manufacturers. These are company-reported estimates and targets, not independently verified results.
The same announcement outlined plans to increase Thai employment from 611 people—80% of employees—in 2024 to about 2,000, or 90%, by 2026. Changan also announced plans for a regional research and development center focused on right-hand-drive vehicle engineering, new-energy technology and artificial intelligence, as well as an international business center. The cited announcements do not verify that the employment targets or centers were achieved. Changan chairman Zhu Huarong said the company selected Thailand because it had “ready infrastructure, clear electric vehicle support policies, and good relations with China,” according to the company’s 15 May 2025 release; that is the company-published rationale, not an independent assessment.

How does Changan’s Rayong factory compare with BYD’s?
BYD’s Rayong plant opened on 4 July 2024, before Changan’s May 2025 inauguration. BYD said its factory had annual capacity of 150,000 vehicles and included stamping, painting, welding and final assembly. Changan announced first-phase capacity of 100,000 vehicles a year, with a possible expansion to 200,000. The sources establish a difference in announced figures and opening dates, but not equivalent factory utilization or achieved capacity.

BYD’s 4 July 2024 opening announcement supports the BYD figures and process list. Changan’s May 2025 capacity announcement, inauguration release and 2026 production update support the Changan entries. The documented overlap is that both companies positioned Thai factories within international manufacturing footprints. The comparison does not establish that Changan copied BYD’s approach, or that the plants have equivalent production or export performance.

What does Changan’s export-hub claim mean?
At opening, Changan described Rayong as a base serving ASEAN and global right-hand-drive markets. In July 2026, Global CHANGAN said exports had reached 18 countries and named Indonesia, Singapore and Australia among them. That is a company-reported export figure; the cited update does not provide a shipment breakdown or independently audited total.
