Compare the written warranty and the specific car’s condition—not just the label. Read the FTC Buyers Guide for the vehicle, verify who stands behind any certification or coverage, check the vehicle’s history and recalls, and arrange an independent mechanical inspection, including for a CPO car.
What CPO and independent-dealer used mean
In this comparison, CPO means a used vehicle offered through a manufacturer-backed certification program. The manufacturer program, the particular vehicle’s eligibility, and the written terms determine what that certification means. A dealer’s use of the word “certified” by itself does not establish that a manufacturer backs the car or that a particular warranty applies.
As an Amazon Associate I earn from qualifying purchases.
An independent dealer is a type of seller, not a warranty description. An independent dealer may sell a vehicle as-is, include a written warranty, or offer a service contract. Those arrangements can differ in who pays for covered repairs, which parts are covered, how long coverage lasts, and where repairs can be done. The dealership category alone cannot answer those questions.
For either kind of purchase, treat the paperwork and the vehicle as separate things to evaluate. A written warranty describes a possible remedy for certain failures; it does not establish that the car is in good condition now. Conversely, an inspection can reveal condition issues but does not create warranty coverage. The Federal Trade Commission’s used-car buying guidance addresses the Buyers Guide, vehicle-history reports, recall checks, and independent inspections.

Compare the actual deal, not the sales label
| Buyer question | Manufacturer-backed CPO vehicle | Independent-dealer vehicle | What to verify |
|---|---|---|---|
| Who certifies the vehicle? | Identify the manufacturer program and confirm in writing that this VIN or vehicle is enrolled and eligible. | The dealer may use “certified” language, but the certifying party may not be the manufacturer. | Certification paperwork, the named program, and the party responsible for any promised coverage. |
| Who pays after a covered failure? | Coverage may be a manufacturer used-vehicle warranty or an extension or continuation of another warranty; terms vary. | Coverage may be dealer-provided, manufacturer-backed, or through a third-party service contract—or there may be no warranty. | The written warranty or contract, claims process, repair network, exclusions, deductible, term, and mileage limit. |
| What condition evidence is available? | Ask for the program inspection checklist or report and repair records where available; arrange your own inspection. | Ask for service and reconditioning records; arrange your own inspection. | Evidence for this vehicle, not a general promise about a dealer’s inspection process. |
| What is the car’s record? | Get a vehicle-history report and check for open recalls. | Do the same. | History reports and recall status are useful checks, not a diagnosis of current condition. |
| Is the price justified? | Compare the price and financing with similar non-CPO cars; put a value on documented benefits that matter to you. | Compare the price and any written protection with similar vehicles and likely near-term maintenance needs. | Similar market, model, age, mileage, trim, and condition. There is no established universal CPO premium or warranty-value figure. |
| Can a scan settle the question? | An OBD-II scan may offer clues about diagnostic trouble codes and readiness status. | The same limited use applies. | A scan is preliminary; it does not assess every mechanical, structural, title, or maintenance issue. |
Read the FTC Buyers Guide for the exact vehicle
The FTC says dealers must display a Buyers Guide on a used vehicle and provide the buyer with the Guide at sale. The Guide indicates whether the vehicle is being sold as-is or with a warranty and contains key warranty information. Read the Guide attached to the specific car rather than relying on what a salesperson says about the dealership’s usual policy. The FTC explains the rule in its Dealer’s Guide to the Used Car Rule and its Used Car Rule.
Use this check before agreeing to buy:
- Match the Guide to the car. Confirm you are reading the Buyers Guide for the vehicle you intend to purchase, not another car on the lot.
- Check whether it says “as is” or describes a warranty. If a warranty is indicated, examine its actual written terms and confirm that the sales contract does not contradict your understanding.
- Read the coverage details. Identify the systems or parts covered, the duration and mileage limit, any deductible, and the dealer’s stated share of repair costs where applicable.
- Identify the provider. Determine whether the promise comes from the manufacturer, the dealer, or a third-party service-contract provider. Do not assume “certified” names the party that will handle a claim.
- Keep a copy. Retain the Guide and compare it with the warranty or service contract and the final contract before signing.
A verbal assurance such as “you’re covered” does not tell you what failures qualify, where repairs must be made, or who decides whether a claim is covered. Ask for the written documents and resolve discrepancies before purchase.
What to verify in a CPO warranty or service contract
“CPO warranty” is not a single standardized set of protections. For the exact vehicle, ask whether the coverage is a manufacturer used-vehicle warranty or a continuation or extension of another warranty. Then read the term and mileage limit, including when the clock starts and whether the limit is whichever comes first. Do not infer the details from the badge, the inspection claim, or the vehicle’s remaining factory coverage.

Check the following terms in the written coverage:
- Covered systems and exclusions: Find out which components qualify and which are excluded. “Warranty” does not mean every repair is covered.
- Duration and mileage: Record the calendar term and mileage cap, and check how each is calculated for this vehicle.
- Deductible and repair costs: Determine whether you pay a deductible or a share of the bill, and how those amounts apply to each repair.
- Repair locations: Confirm where authorized work can be done and whether the coverage restricts you to a particular repair network.
- Claims steps: Look for required approvals, documentation, or other steps before a repair. Ask how to proceed if a problem occurs away from the selling dealer.
- Maintenance conditions: Check whether the contract sets maintenance or record-keeping requirements that affect a claim.
Apply the same scrutiny to an independent dealer’s warranty or service contract. A dealer-provided warranty and a third-party service contract are not the same thing, and neither is equivalent by default to manufacturer-backed coverage. Identify the provider on the document and ask who handles authorization and payment. If the vehicle is sold as-is, do not treat an optional contract or a salesperson’s statement as part of the deal unless the protection is actually documented.
Why an independent inspection still matters on a CPO car
The FTC advises buyers to get a mechanical inspection even when a car has been certified, inspected by the dealer, and is being sold with a warranty or service contract. Its consumer guidance puts it plainly: “A mechanical inspection is a good idea even if the car has been “certified” and inspected by the dealer, and is being sold with a warranty or service contract.” The recommendation applies to the CPO-versus-independent comparison because certification and warranty terms do not independently establish the car’s present mechanical condition.
Ask permission to have the vehicle inspected by a mechanic you choose, and arrange to review the findings before signing. For a CPO car, request the program inspection checklist or report and available repair records as additional evidence; for an independent-dealer car, request service and reconditioning records. These documents can help you ask more informed questions, but the independent mechanic is assessing the car for you rather than relying solely on the seller’s account.

If the seller will not allow a reasonable independent inspection or will not give you time to review its findings before you commit, treat that refusal as a decision point. The inspection is an opportunity to learn about the particular vehicle, not a guarantee that every possible future problem will be found. Ask the mechanic to explain any findings and which require immediate attention, and use that information when deciding whether the car and its total cost make sense to you.
Check vehicle history and recalls separately
Get a vehicle-history report and check whether the car has an open safety recall. The FTC recommends both kinds of checks for used-car shoppers. A history report can contribute information about a vehicle’s record; a recall check can identify an open recall. Neither one is a substitute for examining the vehicle’s current mechanical condition, and neither should be treated as proof that the car is problem-free.
These checks are useful for both CPO and independent-dealer vehicles. Certification does not remove the need to review the car’s history or recall status, and a clean-looking report does not replace an inspection. Treat each as a distinct piece of information and ask the seller about any item you do not understand before deciding.

Use an OBD-II reader only as a limited check
An OBD-II reader can display diagnostic trouble codes and readiness status on compatible vehicles. Those results may give you clues to investigate, but a scan does not examine every important mechanical, body, title, or maintenance issue. It is not a replacement for a professional pre-purchase inspection, and a clean scan cannot establish that the vehicle is in good overall condition.
Official Delaware DMV inspection information describes diagnostic trouble codes and readiness checks in the context of that state’s inspection program. The state’s OBD-II FAQ also explains that recently cleared codes or a disconnected battery can leave monitors unready. Delaware’s inspection context is not a universal rule for every state, vehicle, or purchase; local inspection requirements vary.

Pick the symptom - the matching free tool is one click away.
If you use a reader, ask what the displayed codes and readiness status mean rather than treating them as a pass/fail verdict on the car. An unready monitor is a reason to ask questions and investigate, not on its own proof of a specific defect. If a professional inspection includes an appropriate scan, a separate consumer reader is optional.

Compare the total cost with the protection you can document
There is no reliable universal current figure for how much more a CPO car costs, how much its warranty is worth, or whether CPO vehicles as a category have a particular reliability advantage or claim rate. Those figures are not established across makes and markets here. Avoid applying a percentage from one make, model, or transaction to every CPO car.
Instead, compare the actual vehicles and written terms. Look for non-CPO alternatives with the same model, similar age, mileage, trim, and condition in the same market. Compare asking prices and financing, then account for the warranty or service-contract terms and any included benefits that are documented for the specific CPO car. For an independent-dealer vehicle, include its written warranty, if any, and the maintenance the inspection suggests it may need soon. Do not count a benefit you cannot verify in writing or use a generic estimate in place of the actual terms.
Price is only one part of the deal. A lower asking price may come with no written warranty or with condition issues that change the near-term cost; a higher CPO price may or may not be justified by coverage that matters to your needs. Compare the financing and fees alongside the protection, and make the decision using the complete deal rather than the badge alone.

- Clarify the claim. Ask whether the vehicle is enrolled in a named manufacturer CPO program or is simply being described as “certified.” Ask who certifies it, request the program inspection sheet, and obtain the written warranty.
- Read the vehicle’s Buyers Guide. Check whether it is as-is or has a warranty, compare it with the contract, and keep a copy. Resolve any mismatch between a verbal promise and the paperwork before signing.
- Review history and recalls. Get a vehicle-history report and check for open safety recalls. Treat these as record checks, not as an inspection of current condition.
- Arrange an independent mechanical inspection. Ask permission, choose a mechanic, and review the findings before committing. Do this even if the car is CPO or comes with a warranty.
- Read coverage and claims terms. Confirm the provider, covered systems, duration, mileage cap, deductible, exclusions, repair locations, and any required maintenance or claim steps.
- Compare the complete deal. Weigh price, financing, fees, documented benefits, written protection, and likely near-term maintenance against similar vehicles.
- Use any OBD-II scan as supporting information only. Investigate codes or unready monitors; do not use a scan alone to approve the car.
The federal Used Car Rule took effect in 1985, but the age of the rule is not evidence about the value of any current CPO or independent-dealer offer. What matters to your purchase is the Buyers Guide and the written terms for the vehicle in front of you, alongside independent evidence about its condition.
