Canada’s “tariff workaround” is a conditional remission program: eligible automakers can import a limited number of qualifying U.S.-assembled vehicles without Canadian counter-tariffs if they maintain Canadian production and meet investment commitments. The White House reports that U.S. motor-vehicle imports into Canada fell by about 22% in its cited comparison, but that change in trade value does not establish that Canada’s policy caused the decline or cost U.S. automakers billions in profit.
What is Canada’s tariff workaround for automakers?
Canada imposed counter-tariffs on U.S. passenger vehicles and certain trucks in 2025. Its remission program allows eligible automakers to bring a specified, limited quantity of qualifying U.S.-assembled vehicles into Canada without paying those counter-tariffs. The vehicles must comply with the Canada–United States–Mexico Agreement (CUSMA), and companies must meet conditions tied to Canadian manufacturing and announced investment. The Canadian government renewed the program for April 9, 2026, through April 8, 2027. Canada’s 2026 announcement describes the renewal; company-specific quotas are not stated in its explanatory note.
This is not a blanket exemption for every U.S.-made vehicle or every importer. It is a conditional tariff relief mechanism for eligible manufacturers, within their allotted quantities. Canada’s original announcement said the tariff-free quantity would be reduced if a company reduced its Canadian production or investment. What trade decline does the White House report?
A July 2026 White House order says U.S. motor-vehicle imports into Canada fell about 22%, from approximately $25.9 billion to $20.3 billion, comparing April 2025–March 2026 with April 2024–March 2025. It also reports that, in an April 2025–February 2026 comparison, Canadian motor-vehicle imports from countries other than the United States increased by approximately $2.85 billion. Those figures appear in the White House order, which makes the U.S. administration’s case for additional duties.

The comparison is a change in reported trade value, not a finding that U.S. automakers lost $5.6 billion in profit or output. The order does not isolate how much of the change was caused by Canada’s remission policy rather than other factors. The figures therefore provide relevant context, but they do not prove a causal economic loss or substantiate a “billion-dollar blow” as a measured net-loss estimate.
Why the trade relationship complicates the picture
Vehicle production and sales are closely linked across the border. Canada exported $44.4 billion in finished vehicles to the United States in 2024 and imported $35.6 billion in finished vehicles from the United States, according to Canadian government figures. More than 40% of vehicles sold in Canada were assembled in the United States. The Canadian government also says 13% of U.S. vehicle imports came from Canada, with about half of their value attributable to U.S. parts. That two-way trade matters when interpreting tariffs: a vehicle assembled in one country may contain parts made in the other, and a tariff or change in sourcing can affect integrated supply chains as well as finished-vehicle shipments. The available trade-value comparisons do not quantify those effects or establish the net impact on U.S. industry.
How CUSMA eligibility differs from tariff remission
CUSMA origin compliance and Canada’s remission program are related but distinct. CUSMA rules determine whether a good qualifies for preferential treatment under the agreement; remission is Canada’s separate, limited relief from its counter-tariffs for qualifying imports under the program. Companies still need to meet applicable origin rules and make a valid origin claim. CUSMA compliance does not exempt goods from every U.S. tariff. Canada’s Trade Commissioner Service advises exporters to consult a customs broker for help with origin and customs requirements. Its CUSMA guidance provides further detail.

What Canada says it may pursue next
Canada continues to favour a zero-tariff auto regime with the United States. In February 2026, Prime Minister Mark Carney said: “Again, to be clear, Canada continues to favour a zero-tariff regime with the United States in autos – that will deliver the strongest North American auto industry.” The remarks accompanied Canada’s auto strategy.
Carney also said that if U.S. tariffs continue, Canada would explore tradeable credits that reward Canadian production and investment. That was a proposal to explore, not an implemented credit system.
