Canada Has Cut the Chinese EV Tariff—but Imports Remain Quota-Limited

Canada has replaced the 100% surtax on Chinese EVs with quota-limited imports at the 6.1% MFN rate. The initial annual quota is 49,000 vehicles, with permit and origin rules still in place.

Canada has already reduced the additional tariff on some Chinese electric vehicles, but it has not opened the market without limits. Since March 1, 2026, eligible Chinese-origin EVs can enter under an annual quota and pay the 6.1% most-favoured-nation (MFN) tariff instead of the former 100% surtax. Official sources confirm this restricted arrangement, not a later formal proposal to remove the quota or the remaining tariff.

What changed in Canada’s Chinese EV tariff?

Canada imposed a 100% surtax on Chinese electric vehicle imports from October 2024. A Canada-China arrangement announced January 16, 2026, replaced that additional charge for a limited number of eligible vehicles: the March 2026 rules allow quota imports at the 6.1% MFN tariff rate. The change took effect March 1, 2026.

That is a substantial tariff reduction for vehicles admitted under the quota, not tariff-free access. The quota, origin and classification requirements, and import-permit conditions still apply. The Prime Minister’s January announcement described access for up to 49,000 vehicles at the 6.1% rate; the March implementation details set out the quota-based arrangement.

How many Chinese EVs can enter?

The initial annual quota is 49,000 vehicles, and it is scheduled to increase by 6.5% each year. That figure is a permitted volume, not a count of vehicles actually imported or sold. Finance Canada characterized the initial allowance as less than 3% of Canada’s new-vehicle market; this is the department’s comparison of the quota’s scale, not a forecast of uptake.

The rules also set aside a growing share of quota access for lower-priced vehicles. For EVs with a free-on-board (FOB) price of CAD $35,000 or less, the allocation rises from 10% in quota year two to 50% in quota year five. Finance Canada describes the 50% allocation as a 2030 goal. Global Affairs Canada provides the quota growth and lower-priced vehicle allocation terms.

Who qualifies, and how is the quota administered?

Access depends on a vehicle’s country of origin and tariff classification; import permits and other conditions also apply. The passenger-EV quota should not be assumed to cover every electric vehicle. Official notices specify exceptions for certain classifications, including electric tricycles, golf carts, and three-wheeled mobility scooters.

Global Affairs Canada says quota access was initially allocated first-come, first-served for six months. The department sought public views from April 7 through May 1, 2026, on longer-term allocation and administration. Its import page lists a second-period notice effective September 1, 2026, showing that quota administration continues. Check the current Global Affairs Canada quota notices and the Canada Border Services Agency notice on import conditions and classifications before importing.

Is the government planning to drop the tariff entirely?

The available official announcements and current import notices establish the 2026 reduction and its operating rules; they do not establish a later formal proposal to eliminate the quota or the 6.1% MFN tariff. So “looking at dropping” overstates what is confirmed: Canada has eased the tariff for quota-eligible imports, while retaining a capped, conditional system and the ordinary MFN rate.

Why did Canada change the policy?

Prime Minister Mark Carney said the arrangement was intended to help lower costs for Canadians and support partnerships, investment, auto jobs, and Canada’s EV supply chain. In his January 16 remarks, he said: “To help deliver the full potential of these partnerships, and bring down costs for Canadians, Canada will allow up to 49,000 Chinese electric vehicles into the Canadian market, with the most-favoured-nation tariff rate of 6.1%.”

The Canada Gazette explanation of the regulatory change also described the surtax as an important irritant in the bilateral relationship. These are the government’s stated reasons; they do not establish how the change will affect vehicle prices, Canadian employment, investment, or emissions.
