Canada Fast-Tracks Review of Proposed Pacific Link Oil Pipeline—not Construction

Canada has fast-tracked federal review of the proposed Pacific Link pipeline and Delta-area tanker terminal, but route, conditions, financing and a decision to build remain unresolved.

Canada has fast-tracked the federal review of a proposed West Coast oil pipeline and marine terminal, announced as Pacific Link. It has not approved construction: the route, environmental conditions, financing and final investment decision remain unresolved. The federal conditions document is targeted for September 1, 2027.

What has been fast-tracked?

On October 1, 2026, the Governor in Council added the project—formally named the West Coast Oil Pipeline Project in the legal order—to Schedule 1 of the Building Canada Act as a project of national interest. Prime Minister Mark Carney announced it as Pacific Link. The listing enables a single federal regulatory review intended to inform a conditions document; it is a step toward assessment, not permission to begin building. The order and explanatory note and the Major Projects Office project page describe the proposal and process.

The Major Projects Office, supported by the Canada Energy Regulator, is to lead the federal review and consultations. The government has targeted September 1, 2027 for the federal conditions. Even after those conditions are developed, the project’s proponents would still need to resolve whether and how to proceed; the listing itself is not a final construction approval.

What is proposed?

The government’s 2026 project description outlines a pipeline carrying approximately 1 million barrels of Canadian crude per day from a receipt terminal in Bruderheim, Alberta, to a deepwater port near Delta, British Columbia. The proposal includes a pipeline up to approximately 1,250 kilometres long, approximately 11 pump stations, a delivery tank terminal and an offshore marine loading facility. These are proposed specifications, not a completed design or built facilities. The Major Projects Office description and the federal order set out the current concept.

The proposed terminal and ships

The order describes two berths designed to support Very Large Crude Carriers (VLCCs). The government says VLCCs typically have a capacity of 2 million barrels. That is a description of vessel capacity, not a forecast of how often ships would load or a confirmed cargo schedule. The available project description does not establish a final tanker count or shipping timetable.

What route is being described—and what is not settled?

The project description says the proposed corridor largely follows disturbed land and existing Trans Mountain infrastructure. The October 1 announcement describes a southern route intended to protect British Columbia’s North Coast and avoid the Great Bear Sea. But the precise alignment has not been determined: the Major Projects Office says it will be developed through further process stages with stakeholder and Indigenous input. It should be understood as a route concept, not a surveyed, final route. The project page explains that qualification.

Federal officials say the stated route would not require an adjustment to the Oil Tanker Moratorium Act. That statement does not mean the proposal has no marine impacts or that its other regulatory and environmental questions have been settled.

What could the project mean for tanker traffic and the Salish Sea?

The federal order anticipates additional tanker traffic in the Salish Sea. It says loaded vessels would use existing navigation lanes after leaving the Delta area and travel toward the 12-nautical-mile limit at the western entrance to the Strait of Juan de Fuca. The order does not provide a final number of sailings or a shipping schedule.

The order also identifies incremental underwater noise and other potential impacts on sensitive ecosystems and species as matters for further regulatory assessment and continuing Indigenous consultation. It specifically raises fish and fish habitat, Southern Resident Killer Whales (SRKW) and other marine life in the Salish Sea. The order describes underwater noise as a serious threat to SRKW; the scale of any project-specific effects and the measures needed to address them remain for the review to assess. The order’s explanatory note records these issues.

What have Indigenous communities said, and what is the ownership offer?

Indigenous concerns are part of the decision, not a question settled by the project’s listing. The order records concerns about environmental effects and impacts on species and ecosystems important for cultural and socioeconomic reasons. The Prime Minister’s October announcement says the Major Projects Office consulted more than 130 Indigenous communities near or along potential routes; that is a government-reported consultation count, not evidence that communities agreed to the project.

The Associated Press reported on October 1, 2026 that the government said most Indigenous communities consulted were not prepared to support listing the project, citing concerns including the route, environmental effects, marine shipping and treaty rights. Consultation and any future project conditions therefore should not be mistaken for community consent. AP’s October 1 report describes the stated concerns.

The federal government says communities will be offered a minimum 10 percent ownership interest, with financing support available through Indigenous loan guarantee programs. The terms are to be settled before construction. This is a stated offer, not completed ownership or proof of consent. The October 1 announcement sets out the government’s commitment.

What economic benefits does the government project?

The figures below are projections published by the Government of Canada in 2026, not realized results. Their scope matters: in particular, the larger employment and emissions figures announced in July concerned a combined pipeline-and-Pathways proposal, not pipeline operation alone.

The two sets of job figures describe different scopes and should not be combined or treated as interchangeable. The July announcement also links the emissions-reduction figure to Pathways, rather than claiming that the pipeline itself reduces emissions. The government’s October announcement gives the 140,000, GDP and revenue projections; its July 2 announcement describes the broader pipeline-and-Pathways estimates.

Who is expected to own and develop the project—and what remains unknown?

The Major Projects Office says Trans Mountain Corporation is expected to lead design, development, permitting, construction and operation. Its project page describes a proposed ownership structure in which Pembina Pipeline Corporation would hold a 10 percent economic interest through construction, while Trans Mountain and the Alberta Petroleum Marketing Commission would own equal shares of the balance of a new project company. Pembina could acquire up to an additional 10 percent after commercial operation. The Indigenous ownership interest is separately described as an offer of at least 10 percent, with terms still to be settled. These are stated arrangements and expectations, not evidence that the project is fully financed or operating.

Financing and costs are not settled. AP reported that Pembina had not committed its share of construction costs and that the governments were contributing roughly C$2.8 billion before Pembina’s investment decision. That contemporaneous figure is AP’s reporting, not a finalized total project budget or a completed financing plan. Engineering, project costs and environmental conditions also remained unresolved in AP’s October 1 account. AP’s report and the Major Projects Office page describe the current project status.

What to watch in the federal review

The review must turn a broad proposal into decisions about conditions and impacts. The key unresolved questions include:

  • How the route will be refined, including the effects of any final corridor and associated infrastructure.
  • How added vessel traffic, underwater noise, fish habitat and potential effects on SRKW and other marine life will be assessed and managed.
  • What Indigenous consultation will establish about rights, concerns, participation and the proposed equity terms.
  • What the final engineering, costs, financing and ownership arrangements will be, and whether proponents make a final decision to proceed.
  • Whether the government’s projected economic benefits are borne out if the project advances.

Those are matters for the process now underway, not settled features of an approved construction project.
