What counts as a dedicated right-turn lane?
In the California DMV’s description, it is a lane that does not merge into another lane. The handbook says a driver in this lane may turn right without stopping while the signal for vehicles going straight is red. Which signal or sign controls the turn?
Look for a signal or sign that applies specifically to the right-turn lane, including one at the right curb. The California DMV says drivers must obey that control. A lane-specific sign can prohibit turns on red from a designated lane; the federal MUTCD includes a “NO TURN ON RED FROM THIS LANE” sign with a downward arrow. Federal MUTCD
If the dedicated lane has its own red signal or a sign prohibiting the turn, do not proceed just because the signal for through traffic is red.

Yield to pedestrians and check local law

The title alone does not identify a state or country, and the federal MUTCD sets sign standards rather than granting a nationwide right to make this turn. For example, Kansas law describes a right turn on a steady red after stopping unless a sign prohibits it; that different statutory formulation does not settle how every jurisdiction treats a nonmerging slip lane. For a specific intersection, use the driver handbook or law for your jurisdiction and follow the signal or sign controlling the turn lane. If it is unclear which control applies, wait rather than assume the through-traffic light governs your lane.
