Yes. India’s Ministry of Power 2024 guidelines expressly provide for residents of group housing societies to install private EV charging points in their designated parking spaces. You may be able to use your existing electricity meter or a separate sub-meter; a separate metered connection can also be requested. The arrangement depends on the parking, building, society process and local distribution company (DISCOM), so the national guidance does not mean every proposed cable route or installation is automatically approved.
What India’s national guidance allows
The Ministry of Power issued the Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure-2024 on 17 September 2024, superseding earlier versions. It addresses both charging at an individual residence and charging in group housing societies. For apartment residents, its key provision is that private charging points can be installed in designated parking spaces. The Ministry restated the home and group-housing provisions in a Rajya Sabha answer on 3 February 2025.

This is a national framework for charging infrastructure and electricity arrangements, not a detailed building-by-building installation code. It supports private charging in designated parking and outlines metering and load procedures, but does not set one universal approval workflow for every RWA, resolve every common-area dispute, or establish that any chosen location is suitable. Read the Ministry of Power’s 2024 guidelines alongside the specific requirements of your society and local utility.
Which charging arrangement can you use?
The guidelines provide several possible electricity and access arrangements. They are alternatives to discuss with your society and DISCOM, not a promise that each arrangement is available in every building.

| Arrangement | How it works | Who it suits |
|---|---|---|
| Private charger using your existing meter | The charger draws electricity through the resident’s existing connection. Home charging is subject to domestic electricity rates under the 2024 guideline. | A resident whose existing connection, sanctioned load and practical cable route can support the installation. |
| Private charger with a separate sub-meter | A sub-meter can be used to measure the electricity supplied to the private charging point. The resident’s choice of meter or sub-meter is contemplated for a private charger in designated parking. | A resident and society that want charging consumption measured separately from other household use. |
| Separate metered connection | An individual can request a separate connection from the distribution licensee. For group housing, the RWA or society can request one for a dedicated EV charging tariff. | A resident or society seeking a distinct connection; the DISCOM must confirm the applicable process, tariff and site requirements. |
| Society-operated community charger | The society can establish charging stations in consultation with the distribution licensee. Residents can decide the types and number of community chargers; authorized visitors may also use them. | Buildings that prefer shared infrastructure or cannot readily provide individual charging points. |
For community charging, the society determines user fees within the applicable electricity tariff and service ceiling limits. That is different from a private charger billed through a resident’s own meter. Ask how energy use, service charges, access and payment will be handled before choosing a shared arrangement.
Does your housing society have to allow a charger?
The national guideline supports a resident installing a private charger in their designated parking space. It does not, by itself, settle every disagreement about society approvals, common-area wiring, basement layouts, fire measures or building-specific conditions. In practice, distinguish the principle that private charging in designated parking is contemplated from the practical question of whether a particular installation plan is safe and feasible in your building.
Start by establishing that the parking space is designated for your use and identifying the proposed charger location and cable route. Ask the RWA or society for its installation procedure and any technical, access or safety requirements. If the society raises an objection, request the specific concern in writing and ask whether a revised route, separate meter or shared charger would address it. The central guidance does not establish a universal route for resolving a dispute; consult the DISCOM and relevant local safety or building authority where the issue depends on local rules or site conditions.

- WORKS WITH EVERY NON-TESLA EV: Standard J1772 connector plugs straight into Ford, Chevrolet, Hyundai, Kia, Nissan, BMW, Volkswagen, Audi, Rivian, Lucid and every other EV or plug-in hybrid sold with a J1772 port - no adapter needed. Tesla drivers can charge too, using the J1772 adapter that comes with the car.
- PLUG IN, NO HARDWIRING: Level 2 charger delivers up to 40A to fully charge most EVs overnight. Plugs into a 240V, 4-prong NEMA 14-50 outlet (the RV/range type - NOT a dryer outlet) on a dedicated 50A circuit. The extra-long 25 ft cable easily reaches across a garage or driveway. Before ordering, check your car's port type and that you have the right outlet.
- CONTROL & SAVE FROM YOUR PHONE: A stronger built-in antenna keeps the charger online even in a garage or basement. Use the free app to start/stop charging, set speed (6-40A), get reminders, and track energy use and cost. Schedule off-peak overnight charging to cut your electric bill. Requires 2.4 GHz WiFi.
- SAFETY-CERTIFIED & WEATHERPROOF: Independently tested and certified (UL, ETL, FCC, Energy Star). A fully sealed IP66 / NEMA 4 housing stands up to rain, snow, heat and dust indoors or out, and internal steel shielding protects the electronics for years of reliable use.
- GLOW-IN-THE-DARK HOLSTER: The included high-visibility holster glows in the dark so you can find and dock the plug easily at night. Holds the connector securely when not in use.
How to arrange an apartment EV charger
- Confirm your parking and proposed location. Verify that the space is designated for your use. Identify where the EVSE (the charging equipment) would be mounted and where its cable would run. A parking allocation alone does not determine the safe or permitted cable route through common areas.
- Ask the society or RWA about its process. Explain whether you are seeking a private point or would consider a community charger. Ask which metering options it will accept, what drawings or installer details it needs, and how it handles access to electrical rooms and common areas. Put the proposed scope and conditions in writing.
- Check the connection and sanctioned load with the DISCOM. Confirm your existing sanctioned load, the charging demand the connection can support, and whether you need a load increase or separate connection. Ask the utility to confirm the current tariff, connection charges and application process for your address.
- Have compatibility and site capacity assessed. Ask the vehicle manufacturer or a qualified installer to confirm that the charger and connector are compatible with your vehicle, and assess the electrical supply, cable length and route, and installation conditions. The central guideline does not prescribe a universal charger model or cable route.
- Agree on the billing and installation scope before work begins. Record the metering method, who pays for electricity and installation, any society conditions, and what equipment and electrical work are included. For a shared charger, clarify user access and the society’s fee arrangements.
These are practical steps based on the guideline’s provisions for metering, sanctioned load and utility consultation; they are not a uniform national application checklist. Requirements can vary with the building layout, local utility and applicable state or building rules.
When do you need a load increase or separate connection?
If the charging installation requires more power than the connection’s sanctioned load, the guideline says to apply to the distribution licensee for an increase. For a community charging installation that exceeds the society’s sanctioned load, the society applies to the DISCOM for an increase. Do not assume that installing a charger on an existing connection is electrically feasible merely because the guidelines allow use of that connection: ask the utility and a qualified installer to assess the load for your proposed setup.
A separate metered connection is an option to request, not a requirement imposed on every apartment resident. The guidelines also allow an existing connection and, for a private point in designated parking, a separate sub-meter according to the consumer’s choice. The right arrangement depends on the electrical capacity, billing preference and process accepted by the utility and society. Ask the DISCOM whether a dedicated EV tariff is available for the connection you propose and what application or charges apply.

What will the installation cost, and how long will it take?
The 2024 guidelines do not publish one nationwide installation price or a guaranteed site-specific timeline. Total cost may depend on the charger selected, the distance from the power source, electrical work, whether the existing sanctioned load is sufficient, the need for a new connection, and local utility charges. Get a site-specific written estimate that separates charger and installation costs from any utility connection or load-upgrade charges.

The connection timeline is tied to the Electricity (Rights of Consumers) Rules as amended. Because the applicable timing depends on current rules and the circumstances of the connection, ask the local DISCOM for the current process and expected timeline rather than relying on a generic national number. The Ministry’s 3 February 2025 Rajya Sabha answer on EV charging infrastructure reiterates the residential framework but does not supply a universal apartment installation price or completion time.

Do not choose equipment based on a headline power rating alone. Check the car’s supported AC charging capability, the connector it uses, the supply available at the parking space, and what the sanctioned load allows. A higher-rated charger does not necessarily mean the vehicle will charge faster if the vehicle or electrical connection cannot use that output.

- Metering and billing: Decide whether use of the existing meter, a sub-meter or a separate connection fits the society and utility arrangement.
The Ministry’s guidelines recognize private charging points but do not endorse a particular product or brand. Ask the vehicle manufacturer and installer to validate equipment specifications and the proposed installation for your site.
Where to check local tariffs and EV information
Apartment residents should confirm the applicable connection and tariff directly with their DISCOM, because the central guidance does not substitute for address-specific utility details. The Bureau of Energy Efficiency’s electric-vehicle consumer information page links to state EV tariff material, state nodal agency information, EV Yatra and a tentative ownership-cost calculator for home charging. These resources can help with broader information, but the local DISCOM remains the place to verify the proposed apartment connection.
