Yes—but there is no universal bench-test procedure. The right method depends on the vehicle and the exact cluster: use its built-in self-test, a compatible scan tool’s output controls, or a bench setup wired and signaled according to vehicle-specific service information. Do not apply power to an unidentified cluster by guessing at connector pins.
Choose the test method for the cluster
Before testing, identify the vehicle’s make, model, year, relevant engine or trim, and the cluster’s part number. Similar-looking clusters can use different wiring or communications, so a procedure for another model is not a safe substitute.

Try an in-vehicle self-test or scan-tool sweep first
Built-in actuator self-test
Some vehicles have a cluster test that runs from a button or ignition sequence. For example, a documented 2007 Dodge Dakota procedure begins with the ignition off; the operator holds the odometer/trip switch while turning the ignition on, then checks indicator segments and needle movement. Follow the service procedure for the exact vehicle rather than treating that sequence as universal. Dodge service procedure
Scan-tool output control
For a Saturn Ion, GM’s service procedure directs the technician to turn the ignition on and run the “IPC Gage Sweep Test” in the scan tool’s IPC Output Controls. The dials should move from minimum to maximum and return. GM Saturn Ion service procedure

Subaru training material also identifies Select Monitor III as a means of testing gauges and lights on the 2014 Forester combination meter. That is an example of a model-specific diagnostic option, not evidence that any scan tool can command any cluster. Subaru training material
What a proper bench test requires
A removed cluster may need more than battery power and ground. Depending on its documented design, it can require a permanent supply, a switched ignition feed, grounds, illumination, sensor inputs, or communication traffic. A Mercedes-Benz Model 140 diagnostic manual, for example, documents separate permanent and ignition supplies as well as illumination and gauge-specific checks. - Find the correct wiring information. Use the factory or service documentation for the vehicle and cluster part number. Confirm the connector end view, pin assignments, polarity, grounds, and any separate battery and ignition feeds.
- Identify required signals. Establish whether the cluster needs a sensor input, a scan-tool command, or messages on a vehicle network such as CAN. A cluster that does not wake on a simple power connection may be waiting for a required input—not necessarily defective.
- Use a cautious, protected supply. General bench guidance recommends current-limited, fused power, but the exact voltage and current limits must come from the applicable service information. Do not raise the current limit repeatedly to force a response.
- Apply only the documented configuration and observe the specified test. If the setup draws abnormal current, behaves unexpectedly, or does not match the wiring diagram, disconnect power and verify the setup before proceeding.
A current-limited adjustable supply or a vehicle-matched breakout harness can make a documented setup easier to connect, but neither replaces the correct pinout or required network messages. General bench-testing guidance

If a self-test or scan-tool command completes but a needle does not travel through its specified range, use the vehicle’s diagnostic procedure to isolate the cause. The sweep alone does not prove that the gauge motor is faulty: the issue may involve the cluster, its power or ground, wiring, an input, or required communications.

If the cluster is removed and the wiring or required bus messages are unknown, stop rather than trying pins at random. Obtain vehicle-specific diagnostic help or the correct service information before applying power.
