Some agencies allow renewal after expiration, while others require a new application or a test. Check the rules of the agency that issued your permit before applying, and do not drive on an expired permit unless that agency confirms it is still valid.
What to check before you apply
Start with the licensing agency that issued the permit; another state’s deadline or testing rule does not apply to yours. Look up your exact permit category and check:
- Whether your permit can be renewed or requires a new application.
- How long it has been expired and whether that affects testing.
- Whether you must visit an office or can apply online.
- Which documents, tests and fees are required.
- Whether time held on the previous permit counts toward a waiting period.
If your permit is suspended, your circumstances have changed, or the agency’s instructions are unclear, contact the agency directly before applying.
How rules differ: official U.S. examples
These state-specific examples show why there is no single nationwide answer. They apply to the permit types named below, not necessarily to other permits in the same state.

Renewal may not be the same as a new application
California’s provisional instruction permit illustrates a different path: rather than simply renewing an expired permit, applicants must make a new application and visit an office. The California DMV checklist also calls for testing and says prior holding time receives cumulative credit. These instructions are specific to California’s provisional instruction permit; do not assume the same process applies elsewhere.
