Senate Bill 961 proposed a one-time audio and visual warning for certain new vehicles starting with model year 2030, but Governor Gavin Newsom vetoed it on September 28, 2024.
What California’s SB 961 would have required
SB 961 proposed passive intelligent speed assistance (ISA) in every new passenger vehicle, motor truck, and bus sold or leased in California beginning with model year 2030. The system was intended to alert the driver, not prevent the vehicle from accelerating.
How the proposed warning would work
The California Assembly Transportation Committee’s June 2024 analysis described a system that compared the vehicle’s GPS location with a database of posted speed limits. If the vehicle traveled more than 10 mph above the identified limit, it would issue a brief, one-time visual and audio signal. If the system received conflicting speed limits for the same area, the bill directed it to use the higher limit. The analysis also described provisions for emergency vehicles. Why Newsom vetoed the bill
In his September 28, 2024 veto message, Governor Gavin Newsom said federal law, as implemented by the National Highway Traffic Safety Administration (NHTSA), already governs vehicle safety standards. He argued that California-specific requirements could create a patchwork that undermines the federal framework, and pointed to NHTSA’s ongoing evaluation of ISA. That is the Governor’s stated rationale, not a court ruling that SB 961 was legally preempted. The committee analysis discussed federal preemption as legislative context; it does not establish a judicial decision on the bill.
How AB 2276 differs
A later proposal, AB 2276, addressed active ISA devices for people convicted of specified speeding-related offenses—not a standard feature in all new vehicles. The Assembly Privacy and Consumer Protection Committee analysis described a statewide pilot proposed to begin January 1, 2027, and end January 1, 2033. It described devices using sensors such as GPS or cameras to monitor speed and provide real-time feedback or intervention, and discussed privacy rules for handling and sharing collected data. The available sources do not establish AB 2276’s final official status as of October 8, 2026. A secondary bill tracker reported that it was held under submission in committee on May 14, 2026, but that is not enough to state a definitive final status. LegiScan bill tracker
