For a statewide overview of public roads, use Caltrans’ All Roads Network. For state-highway route segments and postmile data, use its State Highway Network (SHN) Lines layer. Truck drivers should check the official California Truck Network for access and restrictions. For a portable printed overview, a publisher-listed folded Rand McNally map is a separate option—not a source for live conditions or truck legality.

Map or service Coverage and useful details Best for Currency and limits
Caltrans All Roads Network (ARNOLD) Public roads statewide, including state highways; the service represents primary alignments and secondary alignments for divided routes. Viewing or working with statewide public-road network data. A GIS data/map service, not a retail-style printable travel atlas. The cited service description does not establish live traffic or closure status.
Caltrans State Highway Network (SHN) Lines State-highway segments in Caltrans’ linear referencing system, with route and postmile attributes. State-highway network analysis and locating segments by route and postmile. Documented geometry extraction: June 8, 2025. Route 221 has a noted update dated July 1, 2025. These are source dates, not a promise of a later refresh.
California Truck Network Official Caltrans truck-route information, with access categories and restrictions shown by color; online access through QuickMap and printable district PDFs. Checking commercial-vehicle route access and restrictions. Consult the map legend and restrictions directly. A general road map is not a truck-legality reference.
Rand McNally Easy To Read: California State Map Publisher-described folded paper map with Interstate, U.S., state, and county highways; parks, points of interest, airports, county boundaries, an index, mileage/driving-time information, and city or regional detail. Portable printed orientation and trip planning. The product listing says Copyright 2023. Check the publisher for the current edition and availability. A printed map does not provide real-time conditions.
California Road System functional-classification maps Roads classified for transportation-planning purposes; Caltrans says the FHWA stamp on each PDF makes that functional classification official. Planning and understanding functional classification, including its role in federal road-maintenance funding. Not a substitute for a consumer navigation map or truck-route access map.

Where to find all California public roads

Caltrans’ All Roads Network represents public roads across California, including state highways. It is the better fit when the question is about the statewide public-road network rather than only highways maintained or represented in the state-highway system. The service describes primary alignments and secondary alignments for divided routes.

Because ARNOLD is a GIS service, it is most useful for viewing, querying, or working with network data. It should not be mistaken for a ready-to-fold statewide travel atlas. The source describes road-network data, not a live feed of traffic, closures, or travel times.

What the State Highway Network layer shows

The SHN Lines layer focuses on state-highway route segments and is based on Caltrans’ Linear Referencing System. Its segment records include county, route, postmile prefix and suffix, and beginning and ending postmile fields. Those attributes make it useful for locating and analyzing state-highway sections, but less immediately convenient than an indexed paper map for casual trip planning.

Rand McNally Easy to Read: California State Map

  • Statewide California Coverage: Every California region on a single sheet, with detailed inset maps of Los Angeles, San Francisco Bay Area, San Diego, Sacramento and more, county boundaries, parks, schools, shopping districts, hospitals, airports and points of interest
  • Built-In Mileage & Driving Distance Chart: Mileage and driving-time matrix for major California cities — a planning companion for Pacific Coast Highway road trips, Yosemite weekends and cross-state business travel
  • Authoritative Place Names: Reflects the latest naming standards from the U.S. Board on Geographic Names and the U.S. Department of the Interior — updated by Rand McNally's in-house cartographic team in Chicago

The layer documents a geometry extraction from the Transportation System Network on June 8, 2025. Its update list is dated June 8, 2025 except for Route 221, which is dated July 1, 2025. These dates identify the documented data vintage; they do not establish that all geometry was refreshed after those dates or that the layer reflects current road conditions.

Which map should truck drivers use?

Caltrans identifies its color-coded California Truck Network as the official government source for truck-route information on state highways. Drivers can access it through QuickMap’s Commercial Vehicle Options and use printable district PDFs when offline. Check the map’s colors, legend, and restrictions for the vehicle and route in question; the colors distinguish access types and limitations.

Caltrans cautions that private truck-route guides cannot be guaranteed accurate and says to check its official network. That warning concerns truck-route information; it is not a general claim that every consumer road map is unsuitable for ordinary navigation. A standard folded map, however, does not establish commercial-vehicle legality.

What a folded California map offers

Rand McNally’s Easy To Read: California State Map is described by its publisher as a folded paper overview with Interstate, U.S., state, and county highways; parks and points of interest; airports; county boundaries; an index; and mileage and driving-time information. It also lists detailed city and regional maps, including Bakersfield, Fresno, Joshua Tree National Park, Kings Canyon and Sequoia National Parks, Lake Tahoe Region, Los Angeles, Sacramento, and San Diego.

The publisher lists SKU 0528028375 and UPC 9780528028373, with dimensions of 36 × 45 inches unfolded and 4.125 × 9 inches folded. Its page says Copyright 2023, so verify the edition and current availability on the publisher’s listing before buying. These product details describe the publisher’s map, not a live navigation service.

How to read California highway numbers and names

Caltrans explains that each State Highway System route has a unique number and is signed with a numbered Interstate, U.S., or California State route shield. The California Legislature designates state routes and assigns their numbers; the American Association of State Highway and Transportation Officials (AASHTO) has authority over Interstate and U.S. route numbering. A route can also have one or more names, and names may vary by place or context.

Caltrans’ January 2025 publication, 2024 Named Freeways, Highways, Structures, and Other Appurtenances in California, covers over 700 names for routes, structures, and other facilities. That figure counts names in the publication, not the number of routes or highways. A route shield is therefore the more reliable identifier when a map, sign, or local name uses different wording.

Why functional-classification maps are different

Caltrans’ California Road System maps show functional classification, a planning category used in determining federal funding for road maintenance. Caltrans says the FHWA stamp on each PDF makes the displayed functional classification official. These maps answer planning and classification questions; they are not designed as general highway atlases or truck-route guidance.

Practical choice

  • For statewide public-road data, start with Caltrans’ All Roads Network.
  • For state-highway segments and postmiles, use the SHN Lines layer and heed its documented dates.
  • For commercial-vehicle access, check the California Truck Network and its restrictions.
  • For portable, indexed trip-planning reference, consider a folded consumer map and confirm the edition before purchase.
  • For functional classification and planning, use the California Road System maps rather than a navigation map.

The sources identified here include Caltrans GIS services, its truck-network guidance, functional-classification maps, and the publisher’s folded map listing. They do not establish a distinct current Caltrans consumer-style statewide highway-map PDF for ordinary travelers, so a general printable atlas should not be inferred from the GIS layers.
