Consumer Reports’ 2026 Buying Guide lists several small cars at as-tested prices below or near $25,000, but it does not establish a consistent current price ceiling or a verified list of ten models. These seven options are therefore a grounded shortlist—not a claim that all cost less than $25,000 today.
How to read these budget-car prices
Consumer Reports’ 2026 Buying Guide reports as-tested prices, not guaranteed current starting prices or dealer transaction prices. The figures below are useful for comparing the cars as represented in that guide; they are not quotes. Check a current local offer for the exact model year, trim and powertrain, and confirm whether destination charges, taxes or incentives are included. The guide’s figures do not establish those details as a uniform comparison.
The buying guide covers multiple dimensions, including fuel economy, road-test performance and predicted reliability. The source material available here does not provide comparable scores or full specifications for every listed model, so the table does not imply that a missing rating is poor—or that a lower price makes one car the better choice.
| Model and configuration in the guide | 2026 guide as-tested price | What the available evidence says |
|---|---|---|
| Hyundai Elantra 2.0L | $23,000 | Consumer Reports lists fuel economy, handling, braking and controls as strengths; engine noise, ride and cabin access as weaknesses. |
| Nissan Versa 1.6L | $21,630 | Consumer Reports lists fuel economy, controls and standard active-safety features for its price as strengths; ride, noise and seat comfort as weaknesses. |
| Kia K4 2.0L | $24,320 | The guide lists this small-car configuration below $25,000 as tested; comparable strengths and weaknesses are not established in the available source details. |
| Chevrolet Trax 1.3T | $24,680 | The guide lists this small-car configuration below $25,000 as tested; comparable strengths and weaknesses are not established in the available source details. |
| Volkswagen Jetta 1.5T | $23,325 | The guide lists this small-car configuration below $25,000 as tested; comparable strengths and weaknesses are not established in the available source details. |
| Toyota Corolla Hatchback 2.0L | $24,263 | The guide lists an overall mpg figure and road-test score, but the values are not stated in the available source details. |
| Honda Civic 2.0L | $24,095 | The guide lists an overall mpg figure and road-test score, but the values are not stated in the available source details. |
All prices and the descriptions of guide strengths and weaknesses in this table are from the Consumer Reports 2026 Buying Guide. Its as-tested prices should not be read as current dealer offers. The guide also lists the Corolla Hatchback and Civic at those figures, but an as-tested price may not align with a current base MSRP.

Which of these cars may suit your priorities?
For a low guide price and strong fuel-economy notes: Nissan Versa
The Versa has the lowest listed as-tested price in this group. Consumer Reports also identifies fuel economy, controls and standard active-safety features for its price as strengths. Its reported weaknesses—ride, noise and seat comfort—are especially relevant if you regularly drive long distances or spend time on rough roads. The price advantage is worth weighing against those daily-use trade-offs.
For handling and braking strengths: Hyundai Elantra
The Elantra’s guide notes point to handling, braking, fuel economy and controls. Those are meaningful everyday attributes, but the guide also flags engine noise, ride and cabin access. Try the exact trim and powertrain you are considering, especially if comfort or ease of entry matters to you.

For a hatchback body style: Toyota Corolla Hatchback
The Corolla Hatchback is a distinct alternative to a sedan, but its guide price is not a current base-price guarantee. The source material identifies an overall mpg figure and a road-test score without giving their values here, so compare the current EPA label and a complete road-test evaluation before treating it as more economical or better-performing than another pick.
For other small-car alternatives: Kia K4, Chevrolet Trax, Volkswagen Jetta and Honda Civic
The guide’s listed as-tested prices put the K4, Trax, Jetta and Civic below or near $25,000. Their body styles and configurations are not interchangeable, and the available evidence does not support ranking them against one another on reliability, owner satisfaction or practical space. Use the guide and current model-specific information to assess those trade-offs rather than treating the price list as a quality ranking.

Safety awards are useful, but not a complete comparison
For 2025 model-year vehicles, the Insurance Institute for Highway Safety (IIHS) lists Honda Civic, Hyundai Elantra and Kia K4 small-car body styles among its Top Safety Pick or Top Safety Pick+ winners. Award eligibility can depend on body style and production date, so verify the exact vehicle’s model year, body style and build date against the IIHS 2025 Top Safety Picks list rather than assuming every version qualifies.
IIHS says: “IIHS tests evaluate two aspects of safety: crashworthiness — how well a vehicle protects its occupants in a crash — and crash avoidance and mitigation — technology that can prevent a crash or lessen its severity.” An award is not a size-independent promise of protection: IIHS cautions that a smaller award-winning vehicle may protect occupants less than a larger vehicle without an award. See its explanation of vehicle ratings, and compare the exact car you are shopping for.

When a budget car costs more than the headline price suggests
Consumer Reports, citing Kelley Blue Book, reported that the average new-vehicle transaction price was above $49,000 in February 2026. That is a market-wide average—not the price of these models—and it makes a low as-tested figure worth investigating, not assuming. Your actual out-the-door cost depends on the current vehicle and offer, including destination, taxes, fees and any incentives that apply.
Fuel economy and reliability also affect value after purchase. The guide includes measures of these factors, but the comparable values needed to rank all seven models are not stated in the details available here. For a real shortlist, compare the exact powertrain and trim, check current EPA fuel-economy information, and consider your driving pattern, expected ownership period and space needs. A compact sedan, a hatchback and a small SUV solve different problems; the cheapest one is not automatically the best fit.

Why this is a shortlist, not ten proven sub-$25,000 winners
The title’s ten-car framing would suggest a complete, like-for-like comparison under one clearly defined ceiling. The available 2026 guide figures identify seven relevant configurations, but they are as-tested prices rather than a consistent set of current official starting prices, and the evidence does not establish a complete ten-model selection with comparable fuel economy, reliability, owner satisfaction, safety and practical-use data. Expanding the list to ten or labeling all seven current sub-$25,000 deals would overstate what is known.
For broader context, an Associated Press report summarizing Edmunds’ 2026 affordable-car selections includes the Honda Civic, Toyota Camry, Hyundai Kona, Kia Sportage Hybrid and Hyundai Palisade across different classes. It lists a $25,790 starting price for the 2026 Civic and $30,195 for the Camry, and gives EPA-estimated economy ranges for several models. That wider selection uses a broader meaning of “affordable,” not one shared sub-$25,000 cap; see the AP report on Edmunds’ 2026 selections.
