Bucharest is set to receive €87.44 million in non-repayable Modernisation Fund support for a planned purchase of 40 battery-electric buses, 45 trolleybuses and 10 trams, according to an AGERPRES report published on 7 October 2026. Mayor Ciprian Ciucu announced the funding, and the report says the European Investment Bank confirmed the project as a priority investment. The report describes a planned procurement; it does not say that tenders have been launched, suppliers selected or vehicles delivered.
What Bucharest’s €87.44 million package includes
The reported fleet renewal combines three vehicle types. The 40 battery-electric buses are split evenly between two lengths; the source does not provide comparable technical specifications or a funding allocation for each category.

Is the funding a grant, and what does the figure mean?
AGERPRES reports that the €87.44 million comes as non-repayable Modernisation Fund support. Ciucu said: “Banii sunt nerambursabili, suportăm doar TVA-ul” (“The money is non-repayable; we cover only the VAT”). That is the mayor’s characterization of the funding; the report does not include the full project decision or documentation needed to detail the final financing terms.

Will the 40 new electric buses have charging stations?
The available report does not establish that charging provision for these 40 buses is already funded or in place. Ciucu described charging infrastructure as the next essential step for efficient operation from day one: “Pentru autobuzele electrice, următorul pas esențial este asigurarea infrastructurii de încărcare, astfel încât noile vehicule să poată fi exploatate eficient încă din prima zi.”
Separate charging works should not be treated as confirmation for this package. In July 2026, Bucharest City Hall described construction of 122 charging stations at the Berceni, Bujoreni and Bucureștii Noi depots for an earlier project involving 100 electric buses. That announcement set a December 2026 completion deadline and said €52.2 million in non-repayable funds could be lost if the condition were missed. How this package differs from Bucharest’s other electric-vehicle projects
Several other projects involve electric public transport vehicles, but their quantities and funding should not be added to the new package.

The 7 October report establishes the announced grant amount, vehicle mix, intended replacement targets and the mayor’s statement that charging infrastructure is needed for the new buses. It does not establish the next procurement milestones or when the vehicles will enter service.
