Best SUVs Under 25k: Used Picks for Every Buyer

The best SUVs under 25k include the 2021 Honda CR-V, 2023 Subaru Crosstrek, 2023 Nissan Murano, and 2020 Ford Explorer—but the right choice depends on size, drivetrain, condition, and total ownership cost.

The best SUVs under 25k are used models chosen by need: the 2021 Honda CR-V is the compact starting point, the 2023 Subaru Crosstrek the subcompact choice, the 2023 Nissan Murano the midsize pick, and the 2020 Ford Explorer the three-row candidate. The $25,000 limit covers advertised vehicle price, not taxes, fees, registration, or ownership costs.

This is a U.S.-market guide to used SUVs advertised below $25,000. Local prices depend on ZIP code, mileage, trim, drivetrain, title history, condition, dealer fees, and inventory, so treat every model recommendation as a search starting point rather than a promise of nationwide availability.

Key takeaways

  • The best compact starting point is the 2021 Honda CR-V, which iSeeCars gives an 8.5 quality score in its 2026 under-$25,000 small and compact SUV ranking.
  • The 2023 Subaru Crosstrek is iSeeCars’ 2026 subcompact leader with an 8.1 quality score and suits buyers who prioritize maneuverability, snow capability, and light-trail use.
  • The 2023 Nissan Murano is iSeeCars’ 2026 midsize leader with an 8.2 quality score, while the 2020 Ford Explorer leads its three-row category with an 8.2 score.
  • A $25,000 advertised price normally excludes taxes, registration, dealer fees, financing costs, insurance, fuel, maintenance, and repairs.
  • A vehicle-history report, VIN recall search, independent mechanical inspection, and written out-the-door price are all necessary parts of a used-SUV purchase.

What does “under $25,000” mean when shopping for an SUV?

For this U.S.-market guide, “under $25,000” means an advertised purchase price below $25,000 for a used SUV. The figure is not a promise that every example of a listed model is available nationwide at that price on every date.

Actual asking prices vary by ZIP code, mileage, trim, drivetrain, title history, accident and maintenance records, condition, dealer fees, and local inventory. A vehicle listed at $24,900 can cost substantially more at signing after taxes, registration, documentation charges, add-ons, financing costs, and other transaction expenses.

Use the recommendations below as model-and-buyer starting points. The best local SUV is usually the cleanest, best-maintained example that fits the buyer’s space and driving needs—not necessarily the model with the highest national ranking.

Which used SUVs under $25k are the best starting points?

The four strongest category starting points are the 2021 Honda CR-V for compact-crossover shoppers, the 2023 Subaru Crosstrek for subcompact buyers, the 2023 Nissan Murano for midsize comfort, and the 2020 Ford Explorer for three-row capacity.

iSeeCars’ 2026 used-SUV analysis ranks those vehicles first in their respective categories. iSeeCars gives the 2021 Honda CR-V an 8.5 quality score among small and compact SUVs under $25,000, the 2023 Subaru Crosstrek an 8.1 score among subcompact SUVs, the 2023 Nissan Murano an 8.2 score among midsize SUVs, and the 2020 Ford Explorer an 8.2 score among three-row SUVs.

Model and year Category Best fit Evidence or useful feature Main trade-off
2021 Honda CR-V Compact crossover Commuting, family use, and general-purpose driving iSeeCars 2026 category leader; 8.5 quality score; Kelley Blue Book also includes it on its list It is a two-row compact, so buyers needing frequent third-row seating need a larger SUV
2023 Subaru Crosstrek Subcompact SUV Urban driving, snow, and light trails iSeeCars 2026 subcompact leader; 8.1 quality score; smaller, maneuverable format Less passenger and cargo space than a compact or midsize SUV
2023 Nissan Murano Midsize SUV Comfort-oriented two-row travel iSeeCars 2026 midsize leader; 8.2 quality score A model-level ranking does not replace an inspection of the particular vehicle
2020 Ford Explorer Three-row SUV Family hauling and passenger capacity iSeeCars 2026 three-row leader; 8.2 quality score Three-row ownership can mean higher fuel, tire, insurance, and maintenance costs
2021 Toyota RAV4 Compact crossover Utility, resale strength, and available all-wheel drive IIHS lists the 2021 RAV4 as a Top Safety Pick subject to specified headlights Safety results depend on model year, trim, and equipment; inspect the individual SUV

Why is the 2021 Honda CR-V the best compact SUV starting point?

The 2021 Honda CR-V is the best compact SUV starting point for many shoppers who want a practical, efficient all-around vehicle under the advertised $25,000 threshold. iSeeCars ranks the 2021 CR-V first among used small and compact SUVs under $25,000 with an 8.5 quality score in 2026, and Kelley Blue Book describes the CR-V as a practical, efficient all-around choice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The recommendation is a starting point rather than a guarantee. Compare local CR-V examples by mileage, trim, drivetrain, service records, accident history, title status, and asking price. A lower-ranked SUV with a clean history and documented maintenance can be a better purchase than a highly ranked CR-V with poor repairs or an unfavorable title.

Is the 2021 Toyota RAV4 a better choice than the CR-V?

The 2021 Toyota RAV4 is a strong compact-crossover alternative when resale strength, utility, and available all-wheel-drive configurations matter more than following one ranking. The 2020 RAV4 also appears on Kelley Blue Book’s March 24, 2025 used-SUV list, so shoppers may encounter both model years in the market.

  • Adheres to the current 2023 As Is Buyers Guide standard in the English language.
  • Measuring 7-1/3" W x 11-5/8" H, the actual form is 7-1/3" W x 11" H, complemented by a 5/8" tab at the top for comprehensive coverage.
  • Auto dealerships utilize this form to detail warranty coverage and duration for specific vehicles, with designated lines for listing covered systems and warranty periods.
  • Proudly manufactured in the United States.

For safety screening, the IIHS 2021 Toyota RAV4 rating lists the vehicle as a Top Safety Pick subject to specified headlights. The IIHS page also reports Good results in several crashworthiness tests and Superior standard front-crash-prevention performance. Those results apply to the tested model year and stated equipment conditions; they do not certify every trim or used example.

Choose between a CR-V and RAV4 by comparing the actual local vehicles. Verify the exact trim, headlights, drivetrain, tire condition, service history, recall status, and out-the-door price instead of treating either model as an automatic winner.

Why choose the 2022 Subaru Forester?

The 2022 Subaru Forester is a good fit for buyers who value standard all-wheel drive, upright visibility, cargo usability, and ground clearance. Kelley Blue Book includes the 2022 Forester in its under-$25,000 editorial list and highlights its standard all-wheel drive and 8.7 inches of ground clearance.

The Forester makes sense for snow-prone areas and buyers who prefer a tall, easy-to-see-out-of cabin. Confirm the actual vehicle’s tire condition, underbody condition, maintenance history, and price. Ground clearance and all-wheel drive do not eliminate the need for suitable tires or careful winter driving.

Why choose the 2023 Subaru Crosstrek?

The 2023 Subaru Crosstrek is the better subcompact choice when maneuverability and outdoors-oriented use matter more than maximum passenger and cargo room. iSeeCars ranks it first among subcompact SUVs under $25,000 with an 8.1 quality score in its 2026 analysis.

The Crosstrek can be a sensible snow or light-trail candidate, but the smaller body is the central compromise. Compare the rear-seat room, cargo needs, child-seat fit, and highway comfort against a compact SUV before choosing it for family duty.

Is the 2023 Nissan Murano the most reliable midsize SUV under $25k?

The 2023 Nissan Murano is iSeeCars’ 2026 midsize category leader under $25,000, with an 8.2 quality score, and it is best positioned as a comfort-oriented two-row candidate. The score makes the Murano worth investigating; it does not make the Murano a universal reliability champion or guarantee the condition of a particular used vehicle.

Inspect the Murano’s maintenance records, warning lights, transmission behavior, cooling-system behavior, tires, electronics, and HVAC operation. A model-level score cannot reveal deferred maintenance, flood damage, poor repairs, odometer concerns, or a neglected previous ownership history.

Is the 2020 Ford Explorer the best three-row SUV under $25k?

The 2020 Ford Explorer is the strongest three-row starting point in the supplied iSeeCars ranking, with an 8.2 quality score in the 2026 three-row category. It is appropriate for buyers who genuinely need passenger capacity and midsize-SUV space.

Three-row capability comes with a larger ownership footprint than a compact crossover. Budget for potentially higher fuel use, larger or more expensive tires, insurance, maintenance, and repairs. Test the third row with the people or child seats who will actually use it, and check whether cargo space remains adequate with all seating positions occupied.

What other SUVs should you consider under $25,000?

Kelley Blue Book’s March 24, 2025 editorial shortlist adds credible alternatives. Kelley Blue Book’s list is an editorial selection, while iSeeCars uses data-driven analysis; neither source proves that one SUV is best for every buyer or that every listed example currently sells below $25,000.

Model and year Useful category Why it belongs on the shortlist What to verify
2018 Toyota Highlander Three-row family SUV Passenger and family-hauling space Third-row condition, maintenance history, mileage, and total ownership cost
2020 Honda Pilot Three-row family SUV Family-oriented passenger capacity Actual seating and cargo needs, service records, title, and inspection results
2021 Honda CR-V Compact crossover Practical, efficient all-around use Trim, mileage, drivetrain, history, and out-the-door price
2020 Toyota RAV4 Compact crossover Compact utility and available all-wheel-drive configurations Exact drivetrain, equipment, maintenance, and local price
2022 Subaru Forester Compact outdoor-oriented SUV Standard all-wheel drive, upright visibility, and 8.7 inches of ground clearance Tires, underbody condition, service records, and the specific listing’s price
2022 Mazda CX-5 Compact SUV Driving enjoyment and a more premium-oriented feel Condition, trim, maintenance, tire wear, and cargo requirements
2020 Kia Telluride Three-row family SUV Family space and a modern three-row alternative Vehicle history, warranty terms, maintenance, and insurance cost
2022 Subaru Crosstrek Subcompact outdoor-oriented SUV Smaller size with snow and light-trail appeal Rear-seat and cargo fit, tires, drivetrain, and local availability
2022 Hyundai Kona Electric Subcompact electric SUV Electric driving for buyers with suitable charging access Battery condition, charging access, remaining coverage, and actual range needs
2021 Buick Enclave Three-row SUV Value and a more premium-oriented family option Repair exposure, service records, title history, and total cost

How should you choose between a subcompact, compact, midsize, and three-row SUV?

Choose the smallest SUV that satisfies your seating, cargo, climate, terrain, and drivetrain requirements because size affects maneuverability, fuel use, tires, insurance, and maintenance exposure.

  • Choose a subcompact SUV if easy parking, lower space requirements, and maneuverability are priorities. The 2023 Crosstrek and 2022 Kona Electric are the relevant shortlist examples, with the Kona requiring a realistic charging plan and battery evaluation.
  • Choose a compact SUV if you want the broadest balance of passenger space, cargo room, daily usability, and operating cost. The 2021 CR-V, 2021 RAV4, 2022 Forester, and 2022 Mazda CX-5 fit this decision point.
  • Choose a midsize two-row SUV if ride comfort and a larger cabin matter more than compact maneuverability. The 2023 Murano is the supplied midsize starting point.
  • Choose a three-row SUV only when the third row is a real requirement. The 2020 Explorer, 2018 Highlander, 2020 Pilot, 2020 Telluride, and 2021 Enclave offer the relevant family-hauling alternatives, but larger SUVs can cost more to operate.

Do you need all-wheel drive?

You do not automatically need all-wheel drive to buy a good SUV under $25,000. Front-wheel drive can be adequate for many commuters and family drivers, while all-wheel drive is more relevant for buyers who regularly encounter snow, unpaved roads, or light trails.

The 2022 Subaru Forester is positioned around standard all-wheel drive, and the 2021 Toyota RAV4 offers all-wheel-drive configurations. The Crosstrek is the smaller outdoors-oriented option. Compare the added purchase price, fuel economy, tire requirements, and maintenance history of the actual drivetrain rather than paying for AWD that your normal routes do not require.

How should you interpret SUV reliability rankings?

Use rankings to narrow the search, then use the specific vehicle’s records and inspection to make the purchase decision. iSeeCars’ scores are model-level screening tools, not guarantees of reliability for an individual used SUV.

According to iSeeCars (2026), its broader used-SUV analysis uses data from more than 330 million vehicles. According to iSeeCars (2026), its reliability analysis uses more than 312 million vehicles. iSeeCars’ reliability methodology considers useful lifespan and the likelihood of reaching 200,000 miles or more, but a model average cannot account for every vehicle’s maintenance, collision repairs, rust, title history, or previous use.

Kelley Blue Book’s list serves a different purpose: it is an editorial shortlist rather than the same type of data-driven quality and reliability analysis. Treat the two sources as ways to identify candidates, not as objective proof that one model is universally best.

What should you check before buying a used SUV?

A used-SUV inspection should combine a VIN-based history report, a recall search, an independent mechanical inspection, a careful test drive, and a written out-the-door price.

  1. Define the requirement first. Write down the required number of seats, cargo space, child-seat fit, climate, terrain, expected annual driving, fuel or charging needs, and whether AWD is genuinely necessary.
  2. Compare several local listings. Record each SUV’s year, mileage, trim, drivetrain, asking price, maintenance documentation, accident history, title status, tires, and dealer fees. A highly ranked model is not useful if local examples have excessive mileage, poor history, or inflated pricing.
  3. Request the VIN and order a vehicle-history report. The FTC identifies vehiclehistory.gov and NMVTIS-approved providers as starting points for used-car history research. Depending on the provider, a report can show title, ownership, salvage, insurance-loss, accident, and repair information. A clean report does not prove mechanical soundness.
  4. Check for open recalls by VIN. Use the NHTSA recall lookup immediately before purchase because recall status can change and the result is specific to the vehicle identification number.
  5. Read the dealer’s Buyers Guide. Confirm whether the SUV is sold as is or with a warranty. Get every dealer promise, repair commitment, warranty term, and included item in writing.
  6. Arrange an independent mechanical inspection. Use a mechanic or inspection service that is independent of the seller, even if the dealer says the SUV has already been inspected, certified, or covered by a warranty. The Federal Trade Commission says, “That’s why it’s always a good idea to pay for an independent mechanic to conduct a mechanical inspection of a used car.”
  7. Test-drive on different roads and at different speeds. Check warning lights, braking, steering, transmission behavior, cooling-system behavior, tire condition, body-panel alignment, rust, glass, electronics, and HVAC operation. Test the third row and cargo area if the SUV is intended for family use.
  8. Use an OBD2 scanner only as a supplement. An OBD2 scanner can read stored diagnostic information on compatible vehicles and may reveal trouble codes or readiness issues that deserve further investigation. AAA explains that onboard diagnostics store codes used by repair professionals to help pinpoint underlying problems, and Consumer Reports identifies an OBD-II scanner and software as tools shoppers can use for certain tests on a used EV. An OBD2 scanner cannot prove that an SUV is reliable, detect every mechanical fault, or replace a professional pre-purchase inspection.
  9. Request a written out-the-door price. Ask for the vehicle price, dealer fees, add-ons, taxes, registration, and financing assumptions in writing. Do not negotiate from the monthly payment alone.
  10. Leave a repair reserve. Do not spend the entire $25,000 on the advertised vehicle price. Keep money available for immediate maintenance, tires, registration, insurance, and unexpected repairs.

Is a vehicle-history report enough?

No. A vehicle-history report is useful for identifying title problems, ownership history, reported accidents, salvage or insurance-loss records, and some repairs, but a vehicle-history report is not a mechanical inspection.

The FTC states, “A vehicle history report is not a substitute for an independent vehicle inspection.” Read the report for branded titles, inconsistent mileage, gaps in ownership, repeated damage, and signs of major repairs, then pay for an independent inspection before committing to the SUV.

How should you budget the full purchase?

Start with the total transaction and ownership cost rather than treating $25,000 as the complete budget.

Budget item How to handle it Why it matters
Advertised vehicle price Keep the listing below your actual maximum, not merely below $25,000 Taxes, fees, add-ons, and registration are usually separate
Taxes and registration Request the exact amount in the written out-the-door quote These costs vary by state, locality, and transaction
Dealer fees and add-ons Require every charge to be itemized and remove unwanted products A low advertised price can be offset by fees or optional add-ons
Financing Compare APR, finance charge, number of payments, and total amount paid A low monthly payment can conceal a longer term and higher total cost
Ownership reserve Hold back funds for tires, maintenance, insurance, fuel or charging, and repairs Used SUVs can need immediate service even when the purchase appears affordable

When financing, compare the APR, finance charge, payment count, and total amount paid—not just the monthly payment. The FTC’s used-car guidance supports comparing the complete cost and reviewing the Buyers Guide before purchase.

Which SUV should you buy?

Buy the best inspected local example for your actual use. Start with the 2021 Honda CR-V for a balanced compact crossover, the 2023 Subaru Crosstrek for a smaller snow-and-trail-oriented SUV, the 2022 Subaru Forester when standard AWD and upright utility matter, the 2023 Nissan Murano for midsize comfort, or the 2020 Ford Explorer when three-row capacity is essential.

Then compare those candidates with the 2021 Toyota RAV4, 2022 Mazda CX-5, 2018 Toyota Highlander, 2020 Honda Pilot, 2020 Kia Telluride, 2022 Hyundai Kona Electric, and 2021 Buick Enclave when their specific strengths match your needs. Reject any SUV whose history, inspection, recall status, ownership cost, or out-the-door price fails your requirements, regardless of how highly a ranking places the model.

The Bottom Line

The best SUVs under 25k are not one universal model: the 2021 Honda CR-V is the strongest compact starting point, the 2023 Subaru Crosstrek suits smaller outdoors-oriented needs, the 2023 Nissan Murano targets midsize comfort, and the 2020 Ford Explorer provides a three-row starting point. Choose among them only after checking the VIN, history, inspection, recalls, total price, and repair reserve.
