  • Brakes and equipment: Compare the listed braking equipment and ask how it suits your intended use. Features vary by model.
  • Storage and passenger needs: Check the actual storage and passenger provisions rather than assuming every small scooter can carry the same load.

Ruckus: compare its listed seat height and equipment in person

Honda lists the Ruckus with a 49cc liquid-cooled single-cylinder engine, automatic transmission, and a 28.8-inch seat height. Use that seat-height specification as a starting point, then sit on the scooter and assess secure footing and control reach. Honda’s description of its engine as reliable is manufacturer language, not independent evidence of long-term reliability.

PCX: a higher-displacement alternative, not a 49cc substitute

The 2026 PCX is listed at 157cc and includes features such as front-wheel ABS and under-seat storage. Its listed total MSRP is higher than the 49cc examples, and its displacement can affect licensing and other legal requirements. Consider it only after checking the rules for the exact vehicle where you live.

How much does a 49cc scooter cost?

In Honda’s U.S. listings, the 49cc Metropolitan has a $2,649 base MSRP plus a stated $300 destination charge, for $2,949 total MSRP. The Ruckus has a $2,899 base MSRP plus a stated $300 destination charge, for $3,199 total MSRP. These figures are manufacturer listings, not a nationwide estimate of what a buyer will spend.

Ask the dealer for a written out-the-door price that itemizes the vehicle, freight or destination, setup, taxes, title, registration, and any other charges. Separately account for insurance, a properly fitted compliant helmet and other protective gear, maintenance, and any costs of reaching a service provider. The available sources do not establish a national total-cost figure.

Is a scooter the same as a moped?

No—not as a legal category in every state. “Scooter” commonly describes a style of powered two-wheeler, while legal definitions of moped, motorized bicycle, and motorized scooter vary by jurisdiction and may depend on details such as engine or motor type and maximum speed. Do not treat an advertised 49cc scooter as legally a moped without checking your state’s definition.

California illustrates why the distinction matters: the California DMV defines a moped as a motorized bicycle that meets its statutory conditions and treats motorized scooters as a separate category. California requires a moped rider to hold an M1 or M2 license, be at least 16, and wear a helmet. These are California-specific rules, not national guidance. Check your own state’s motor-vehicle agency for the classification and requirements that apply to the exact model.

Do you need a motorcycle license for a moped?

It depends on your state and the vehicle’s legal classification. A low displacement by itself does not establish that a vehicle is exempt from licensing or that an ordinary driver’s license is enough. Verify the required license or endorsement, minimum age, registration and title process, insurance, helmet rules, and where the vehicle may be ridden with your state motor-vehicle agency before paying a deposit.

For California, the DMV says moped riders need an M1 or M2 license, must be at least 16, and must wear a helmet. The California Highway Patrol’s California Motorcyclist Safety Program includes a 15-hour classroom and on-cycle Basic Rider Course; the DMV describes it as mandatory for riders under 21 seeking the specified motorcycle licensing pathway and recommended to older applicants. What beginners should know about low-speed two-wheeler safety

NHTSA says state definitions and regulations for low-powered two-wheelers vary, and crash data for these emerging vehicle types are not readily available. The agency also notes that most states classify low-powered cycles by maximum speed, generally 20 to 30 mph; the applicable definition still varies by state. This makes local classification and route suitability especially important, and it means motorcycle-wide statistics should not be presented as moped-specific rates.

NHTSA reported 6,228 motorcycle rider deaths in 2024, and motorcyclists accounted for 16% of all traffic crash fatalities that year. The agency also reported that, per vehicle miles traveled, motorcyclists were about 27 times as likely to die and five times as likely to be injured as passenger-vehicle occupants. These figures concern motorcyclists broadly, not a moped-specific risk rate. NHTSA also reported that 40% of motorcycle riders killed in single-vehicle crashes in 2024 were alcohol-impaired; this, too, is motorcycle-wide context. Choose a properly fitted helmet that meets applicable requirements, and verify your state’s helmet law. NHTSA reported that 74% of motorcyclists killed in 2023 involved helmets meeting DOT requirements; the statistic is not specific to moped riders and is not a substitute for checking current local law or helmet fit.

Beginner buying checklist

  1. Identify the exact vehicle. Write down its make, model, year, engine displacement, and any speed or equipment specifications the state agency needs to classify it.
  2. Confirm legality before purchase. Ask your state motor-vehicle agency about classification, licensing or endorsement, minimum age, title and registration, insurance, helmet rules, and permitted roads.
  3. Match it to your route. Consider the speed of surrounding traffic and the roads where riding is allowed; do not assume a low-powered vehicle is suitable for every commute.
  4. Check fit and controls. Sit on the scooter, test your footing and reach, and ask the dealer how to assess it safely. Compare the listed brakes, storage, and passenger provisions with your actual needs.
  5. Get a written local quote. Ask for the out-the-door price and clarify what it includes. Add insurance, gear, maintenance, and service access to your budget.
  6. Ask about support before committing. Confirm that a nearby authorized shop can service the model, and request its warranty coverage and maintenance intervals in writing.
  7. Plan for training and protective gear. Check local course options and helmet requirements, and budget for properly fitted protective equipment.
