The clearest options in the available product information are Philips’ market-qualified LEDr example, an off-road-limited U.S. Philips product, and a conventional H11 halogen alternative.
What to compare before choosing an H11 bulb
Start with intended use, then verify fit and road approval. A bulb that fits the socket may still be unsuitable for the headlamp’s optics, physical space or legal requirements.

- Function: Is the bulb for a low or high beam, a fog lamp, or off-road powersports use? Product approval for one function does not automatically cover another.
- Vehicle and headlamp: Check the exact vehicle and headlamp approval information against the bulb maker’s current compatibility guidance. Philips specifically directs buyers of its LEDr product to check both.
- Country and approval: Confirm that the exact product is permitted for the intended use in your jurisdiction. Do not generalize approval stated for one market or product to all H11 LEDs.
- Installation: Confirm physical clearance and follow the product’s fitment instructions. Inspect lens condition and headlamp aim; these affect the beam reaching the road.
- Beam performance: Color temperature, advertised lumens or a “brighter” percentage alone do not establish better usable illumination or a safe beam pattern in a halogen headlamp.

Philips’ U.S. UltinonSport page lists 12/24 V, 20 W, up to 6,000 K and up to 2,000 hours for that product. These are manufacturer-stated specifications, not independent evidence that it produces better road illumination; the page’s off-road-only headlight-use restriction still applies.
Are H11 LED headlights legal?
Legality depends on the exact bulb, its intended function, the vehicle and headlamp, and the rules in the place where it will be used. Philips says its H11 LEDr bulb type achieved UNECE R37 certification and describes European road use. Its guidance also tells buyers to check compatibility and local requirements, so that statement should not be read as universal approval for every H11 LED or every country.

For the U.S. UltinonSport H11USLED, Philips states: “Headlight use only for replacement of H11 halogen bulb for off-road use only.” The same product page says fog-light use may be on- or off-road subject to local requirements. These are product-specific statements, not general rules for all LED conversions.
Philips’ December 2025 compatibility list calls the Ultinon Pro6000 Boost H11 LEDr ECE R37 approved and says buyers remain responsible for applicable local rules and checking the latest list. For the LEDr product, Philips also describes scanning the package QR code to authenticate the bulb and retrieve its certificate. Verify the current listing and instructions before purchase.

The H11 designation alone is not enough to establish fit. Confirm the vehicle and headlamp against the product maker’s compatibility information, then check the headlamp approval number where the manufacturer instructs you to. Also account for physical clearance and installation constraints. If the exact combination is not covered by current fitment information, do not assume a generic H11 listing makes it compatible.
Philips’ compatibility information is specific to its LEDr product. It is not a blanket fitment approval for other H11 LEDs. A conventional H11 halogen replacement may be the more appropriate choice when the vehicle, headlamp or local rules do not support an LED retrofit.

Why a brighter-looking bulb may not improve the beam
The headlamp is a system: the bulb works with the reflector or projector, lens and aim. Changing the light source does not by itself establish that the result will illuminate the road correctly or avoid glare. Sylvania identifies improper aim, hazy lenses and non-compliant upgrades among possible glare causes. Before replacing a bulb, inspect the lenses and have aim corrected if needed; avoid treating a higher color temperature or marketing brightness claim as proof of a better beam.
No independent side-by-side beam test or vehicle-specific installation test is established for these examples, so the product information does not support naming a universal brightest or safest H11 LED.
When to choose an H11 halogen instead
If a road-approved, compatible LED option cannot be confirmed for your exact setup, an H11 halogen replacement avoids assuming that a retrofit is suitable. Sylvania lists its H11 SilverStar as a halogen headlight bulb in a two-pack and recommends replacing bulbs in pairs to maintain matching brightness and color. Sylvania also says its products are designed to operate within NHTSA specification tolerances and meet or exceed FMVSS 108; those are Sylvania’s compliance claims.
