How to use a blanket safely with a child’s car seat
Keep bulky material out from under the harness. NHTSA advises dressing a child in lightweight layers, fitting the harness snugly, then placing a blanket over the child for added warmth. Where to store a car blanket

A blanket is only one part of winter breakdown preparation
NHTSA includes blankets among vehicle emergency supplies. In wintry weather, its advice is to stay with the vehicle when stalled, make it visible and avoid overexertion. If you run the engine to stay warm, do so only sporadically; clear snow from the exhaust pipe, and do not run the vehicle for long periods with the windows up or in an enclosed space. The CDC also advises carrying extra warm clothing and blankets when traveling in winter conditions. If stranded, its guidance says to wrap the body, including the head, in extra clothing, blankets or newspapers (CDC winter-storm safety guidance).
