Yes—Baidu’s Apollo Go has already moved beyond mainland China. As of August 18, 2026, the robotaxi service had reported fully autonomous ride-hailing operations in Dubai and Abu Dhabi, while separate programs in South Korea, Switzerland, the United Kingdom and Hong Kong remained at different stages of market entry, testing or pilot preparation.
That makes the original idea of Baidu “expanding” Apollo Go outside China accurate but incomplete. Apollo Go is no longer China-only, yet it is not a single, globally available robotaxi network either. Its international footprint is a patchwork of commercial service, restricted testing and partnerships with local authorities, taxi operators and ride-hailing companies.

Where can you actually use Apollo Go?
| Market | Status as of August 18, 2026 |
|---|---|
| Dubai, UAE | Fully driverless commercial ride-hailing reported in defined operating zones. Apollo Go has a local app and partnerships involving Dubai authorities, Dubai Taxi Company and Uber. |
| Abu Dhabi, UAE | Fully autonomous ride-hailing launched on Yas Island with K2’s AutoGo, with phased expansion announced. |
| South Korea | Market entry beginning around the Seoul metropolitan area. The available disclosure does not establish the fleet size, fare-charging status or whether all operations are fully driverless. |
| Switzerland | Testing and partnership activity, including work in St. Gallen and a Swiss PostBus-related AmiGo project. No broad public commercial Apollo Go taxi service is established by the available evidence. |
| London, UK | Pilot preparation with Uber and Lyft. Baidu said testing was expected to begin, but the available material does not prove that a fully driverless, fare-paying service was operating by the cutoff date. |
| Hong Kong | Permitted open-road testing and expansion into additional districts. Hong Kong is operationally distinct from mainland China but should not automatically be described as a full overseas commercial launch. |
The distinction matters. A testing permit does not equal approval for unrestricted passenger service, and a partnership announcement does not prove that customers can summon a robotaxi. Even a commercial launch may be limited to specific roads, hours, zones or passenger groups.

The initial plan called for autonomous-taxi trials in 2025, with an early target of 100 vehicles and a longer-term objective of at least 1,000 vehicles by 2028. Dubai’s RTA also described an initial experimental operation involving 50 vehicles and a public launch target for 2026. Those figures describe successive phases rather than necessarily conflicting fleet commitments.
Baidu later secured Dubai’s first fully driverless testing permit and opened Apollo Go Park in January 2026. The facility was described as the company’s first overseas Apollo Go operations and management hub. According to Baidu and Dubai authorities, fully driverless commercial ride-hailing began in March 2026.
Customers could request rides through a local Apollo Go app. A separate arrangement with the Dubai Taxi Company supports the local operating model, while Uber integration is intended to give customers another route to the service. The precise zone coverage, availability and passenger conditions can change, so having an Uber account or downloading the Apollo Go app does not guarantee access to an autonomous vehicle everywhere in Dubai.

This is a localized deployment, not evidence that Baidu independently owns and operates Abu Dhabi’s entire taxi network. AutoGo and local authorities can provide market access, permits and operational infrastructure while Baidu supplies Apollo Go’s autonomous-driving technology and vehicles. The exact division of fleet ownership, revenue and operating responsibility is not fully detailed in the cited public materials.
South Korea, Switzerland and London are at earlier stages
South Korea
Baidu said Apollo Go entered South Korea, initially around the Seoul metropolitan area. The company’s disclosure does not establish an exact public-service launch date, vehicle count, local operating partner, fare structure or whether the vehicles were fully driverless from the first day.
The careful description is therefore “market entry” or “rollout,” rather than a confirmed large-scale commercial robotaxi service.
Switzerland
Baidu said it initiated testing in St. Gallen and was on track to begin open-road testing in Switzerland. Its March 2026 materials also referred to a partnership with Swiss PostBus involving AmiGo.
That makes Switzerland a testing and partnership market, not a confirmed broad Apollo Go taxi launch. Moving from a controlled test to public service would require separate approval covering the vehicle, operating area, supervision, insurance, passenger access and data handling.

The available evidence does not establish that a fully driverless, fare-paying London service was already operating by August 18, 2026. London is strategically important because it combines right-hand-drive roads with complex UK regulation, dense traffic and varied road conditions. A successful pilot there would be more meaningful than simply exporting vehicles to a controlled, geofenced environment—but it would still not prove unrestricted citywide service.
Hong Kong is a separate test case
Hong Kong should be reported separately from both mainland China and the international launches in the UAE and Europe. Apollo Go has conducted permitted open-road testing and expanded into additional districts.
Hong Kong is especially relevant for testing right-hand-drive operation and a distinct regulatory environment. However, success in Hong Kong does not automatically transfer to Dubai, London or another right-hand-drive market: road markings, traffic behavior, weather, mapping, insurance rules and remote-supervision requirements differ by jurisdiction.
Why Uber and Lyft matter
Baidu’s international strategy is not based entirely on asking customers to use a standalone Apollo Go app. In July 2025, Baidu and Uber announced a multiyear partnership intended to deploy thousands of Apollo Go autonomous vehicles on Uber’s platform across international markets outside the United States and mainland China. Initial deployments were planned for Asia and the Middle East.

In February 2026, the companies announced a Dubai deployment involving Uber and Dubai’s RTA. In this structure, Uber can provide customer distribution and ride-hailing technology; Baidu provides the autonomous-driving system and vehicles; and local authorities and operators contribute permits, fleet operations and market knowledge.
Baidu also announced a strategic partnership with Lyft in August 2025 to deploy Apollo Go vehicles in European markets, beginning with Germany and the UK and potentially scaling across Europe. The partnership confirms the intended route to market, but not a broad commercial rollout in those countries.
Taken together, the arrangements suggest an ecosystem strategy: Baidu supplies the technology while local partners handle some combination of regulatory access, dispatch, maintenance, customer acquisition, payments and day-to-day fleet operations. That interpretation is an inference from the disclosed partnerships, not a published breakdown of every company’s responsibilities.

Baidu has reported rapid growth, but its figures should be read as company-reported operating metrics rather than independently audited international performance.
| Date | Baidu-reported milestone |
|---|---|
| Q2 2025 | More than 2.2 million fully driverless rides during the quarter; a global footprint of 16 cities as of June. |
| Q4 2025 | 3.4 million fully driverless operational rides during the quarter; weekly rides peaked above 300,000. |
| February 2026 | More than 20 million cumulative public rides; a footprint of 26 cities. |
| Q1 2026 | 3.2 million fully driverless operational rides; weekly rides peaked above 350,000 in March. |
| April 2026 | More than 22 million cumulative public rides. |
| May 2026 | 27 cities globally and more than 330 million autonomous kilometers, including more than 220 million fully driverless kilometers. |
Baidu’s financial materials state that certain operating data are derived from internal management accounts and records and are not audited. The city count may also include markets at different stages of testing, partnership development and passenger service. Ride totals should not automatically be compared with competitors’ numbers unless terms such as “public ride,” “paid ride,” “fully driverless ride” and “operational ride” are defined in the same way.

“Fully driverless” does not mean unsupervised
These terms describe different stages:
- Autonomous-vehicle testing: may include a safety driver, restricted routes, remote supervision or limited passenger access.
- Fully driverless operation: means there is no human safety driver in the vehicle. It does not necessarily mean there is no remote assistance or fleet supervision.
- Commercial ride-hailing: means passengers can request the vehicle as a service, but coverage may remain tightly geofenced.
- Pilot: usually means a limited technical or regulatory deployment, potentially restricted by road, operating hours, passenger group or vehicle count.
Baidu uses “fully driverless” for some UAE operations but describes other markets as testing or pilots. Those labels should not be generalized across the whole Apollo Go network.
Why Baidu is expanding internationally
Baidu has several reasons to take Apollo Go abroad:
- Reuse of operating experience: a large mainland base gives Baidu technology and fleet-management experience to adapt elsewhere.
- Access to markets: taxi companies, ride-hailing platforms and regulators can provide relationships and infrastructure that a foreign technology company would struggle to build alone.
- Technology validation: international deployments expose the system to different languages, traffic rules, road designs, weather and driving behavior.
- Flexible expansion: partnerships may let Baidu grow without owning and managing every vehicle or customer relationship itself.
- Competitive positioning: international operations place Apollo Go alongside Waymo, WeRide, Pony.ai and local mobility providers.
But scale is not the same as economics. Public disclosures do not establish Apollo Go’s international profitability, cost per vehicle or mile, revenue split, remote-supervision cost, or whether local partners are subsidizing deployment. A large ride total demonstrates usage and operational scale; it does not by itself prove a profitable business.

The obstacles to a genuinely global robotaxi network
Regulation
Every market needs its own permissions for testing, passenger service, vehicle type, remote operations, insurance, safety validation, data handling and cybersecurity. A Dubai permit does not establish approval in London, Seoul or Switzerland.
Local operations
A robotaxi service needs much more than an autonomous-driving stack. It requires charging, maintenance, cleaning, roadside recovery, mapping, localization, remote operations, customer support, insurance and payment integration. This is why partnerships with agencies such as Dubai’s RTA, operators such as AutoGo and Dubai Taxi Company, and platforms such as Uber and Lyft are central to the rollout.
Data and geopolitics
A Chinese autonomous-driving company operating abroad may face scrutiny over mapping and location data, passenger information, vehicle telemetry, cybersecurity, software updates and supply-chain controls. The cited Baidu releases do not resolve those questions, so they remain important issues to watch rather than settled conclusions.
Safety evidence
Baidu describes Apollo Go as having an outstanding safety record. That is a company claim. The available material does not provide a standardized, independently audited, cross-market safety comparison. Safety conclusions should therefore be tied to regulator data, incident reporting and comparable exposure measures rather than marketing language alone.
