They exceeded 20 million, up 20% from the previous year, according to the International Energy Agency (IEA). That is slower growth than 2024’s more-than-25% increase—but it is not a global sales decline. The distinction matters: a market can keep expanding even as its growth rate eases.
What the global numbers show
The IEA reported more than 17 million electric-car sales in 2024, representing more than 25% growth and over 20% of new cars sold worldwide. Its 2026 report puts 2025 sales above 20 million, up 20%, with electric cars accounting for one-quarter of new-car sales globally. In other words, both annual sales and market share rose, while the rate of growth moderated.
These are IEA electric-car figures, which cover battery-electric and plug-in hybrid cars in this report series; they should not be read as battery-electric-only totals. The 2025 figure is a realized result reported in the IEA’s 2026 outlook. The agency’s 2025 outlook had projected more than 20 million sales for that year, but that earlier projection is a forecast, not an observed result.

Why reports of an EV slowdown can still be true
“Slowdown” can describe a lower growth rate, not necessarily fewer sales. Global growth eased from more than 25% in 2024 to 20% in 2025, but the number of electric cars sold increased by several million. A headline about slowing growth may be accurate; a claim that global EV sales collapsed in 2025 is not supported by these totals.
The IEA’s 2025 outlook described electric cars as remaining on a strong global growth trajectory despite significant uncertainties. That was the agency’s assessment when it published the outlook. The later 2026 report provides the realized 2025 figures and is the more appropriate source for what happened during that year.

Regional results were not alike
A global total can hide very different national and regional patterns. The IEA’s 2025 results show continued expansion in Europe, a still-dominant but slightly slower-growing China, and comparatively stable U.S. sales.

The IEA linked part of Europe’s 2025 increase to tighter EU CO₂ standards. In the United States, it noted that the end of tax credits coincided with a year-end sales decline. Those are relevant policy contexts, but timing or association alone does not show that either policy explains every change in sales. The figures cited here do not break regional results down into the effects of prices, model availability, charging access, economic conditions, or consumer preferences.

How to read the next EV-sales headline
- Check whether it describes growth or sales volume. A lower percentage increase does not mean fewer vehicles were sold.
- Check the geography. A country’s decline or stagnation does not establish a global decline.
- Check the vehicle category. IEA electric-car totals include battery-electric and plug-in hybrid cars; they are not interchangeable with battery-electric-only counts.
- Separate forecasts from results. An outlook published before a year ends is a projection; a later report may revise the picture with realized annual data.
- Treat explanations cautiously. Policy changes can be important context without proving the cause of every regional movement.
