Amazon-owned autonomous-vehicle company Zoox opened its first major robotaxi production facility on June 18, 2025, in Hayward, California. The 220,000-square-foot Clawiter site is designed specifically to build and test Zoox’s purpose-built driverless vehicle at repeatable commercial scale.
Amazon-owned autonomous-vehicle company Zoox opened its first major robotaxi production facility on June 18, 2025, in Hayward, California. Called the Clawiter facility, the approximately 220,000-square-foot site is designed specifically for the serial production of Zoox’s purpose-built autonomous taxis—not for converting ordinary cars into self-driving vehicles.
Zoox says the facility’s installed production line can eventually support more than 10,000 robotaxis per year. That is a full-scale capacity target, not evidence that the plant was already producing 10,000 vehicles annually when it opened. The more important development is that Zoox now has a manufacturing base intended to turn its custom vehicle from a development project into a repeatable commercial fleet.
Why Zoox built a dedicated robotaxi factory
Most autonomous-vehicle developers begin with conventional cars, SUVs, or vans and add cameras, radar, lidar, computing hardware, and control systems. Zoox has pursued a different approach. Its robotaxi was designed from the start for driverless ride-hailing, with no conventional driver’s seat, steering wheel, or pedals.

That decision affects almost every part of the vehicle. The Zoox robotaxi is:
- Fully electric
- Bidirectional, allowing it to travel in either direction without turning around in the conventional way
- Equipped with four-wheel steering
- Designed to carry up to four riders
- Configured with passengers facing one another in a carriage-style cabin
- Built around cameras, radar, lidar, redundant computing and vehicle-specific safety systems
A conventional assembly line is not necessarily optimized for that architecture. The Hayward facility gives Zoox more control over how the vehicle’s unusual cabin, sensor systems, software-related hardware, battery systems, and safety equipment are integrated and tested.
The factory is therefore more than a larger workshop. It is the physical infrastructure for Zoox’s strategy of building a fleet around one purpose-built vehicle rather than relying exclusively on retrofitted cars.
What happens inside the 220,000-square-foot Clawiter facility?
Zoox says the Hayward site brings several stages of the robotaxi program together under one roof. Its functions include:
- Robotaxi engineering
- Software and hardware integration
- Component storage
- Vehicle assembly
- Shipping and receiving
- End-of-line testing before vehicles are deployed
End-of-line testing is particularly important for an autonomous vehicle. A robotaxi cannot simply leave the assembly line after its body, electric drivetrain, interior, and electrical systems have been installed. Its sensor suite, computing hardware, communications systems, redundant controls, and vehicle systems must also be checked before it becomes part of a passenger fleet.
The layout was designed to remain adaptable as Zoox changes the robotaxi. That flexibility matters because purpose-built autonomous vehicles are still developing products. The company may need to modify sensor locations, interior components, electronic systems, production tooling, or other hardware as testing and regulatory requirements evolve.
Zoox’s manufacturing model combines people, robots and suppliers
The Clawiter plant is not a lights-out factory in which robots build every vehicle without human involvement. Zoox describes a hybrid manufacturing process in which people handle most assembly work and robots perform selected tasks.
Examples of robotic work include applying adhesive during glass installation and moving vehicles along the assembly line. Human employees perform the majority of the hands-on assembly and integration work.

That means the Hayward plant is not intended to manufacture every part from raw materials. Instead, it functions as the point where supplied assemblies and components are brought together into a complete robotaxi, followed by integration and testing.
This approach is common in vehicle manufacturing and can make a new production program more manageable. It also means that Zoox’s ability to scale depends on more than the floor space and equipment at Hayward. Supplier capacity, component quality, logistics, software and hardware integration, workforce training, testing throughput, and regulatory acceptance all affect the number of vehicles that can actually enter service.
How many robotaxis can the plant build?
Zoox says the currently installed production line has the capacity to assemble more than 10,000 robotaxis per year once it reaches full scale. The company presented that figure as a capability that can be expanded in response to commercial demand—not as the immediate output at the facility’s opening.

That distinction is essential. A factory’s designed capacity is not the same as its current production rate. A newly opened line generally has to move through commissioning, worker training, process validation, supplier coordination, quality checks, and production ramp-up. Zoox has not provided independent verification of the plant’s actual production rate, and the company’s capacity claim should not be interpreted as proof that it had reached that level.
In a later 2026 update, Zoox said an updated production-intent version of its robotaxi would soon move into large-scale production at Hayward. The company said the facility could ramp to 100 vehicles per week to support expansion during 2026, subject to regulatory approval. Zoox also said vehicles produced under that expansion plan would join fleets in its markets later in 2026.
The 100-vehicle-per-week statement is a later production-intent target, not a description of the facility’s output on June 18, 2025. At that weekly rate, a plant operating continuously at the stated pace would have a simple annualized capacity of about 5,200 vehicles, although real production schedules, ramp periods, maintenance, model changes, and regulatory constraints make direct comparisons with the company’s longer-term “more than 10,000 per year” capacity claim inappropriate.
Hayward and Fremont do different jobs
The Hayward opening should not be confused with Zoox’s existing Fremont operations. Zoox’s Fremont Kato facility supports its retrofitted testing fleet, vehicle-build and development work, and sensor-pod configuration.
Hayward’s Clawiter facility is the dedicated serial-production site for the purpose-built robotaxi. In simplified terms:

The distinction shows why the Hayward announcement matters. It was not simply the expansion of a test-vehicle workshop. It marked Zoox’s move toward repeatable production of the custom vehicle intended for commercial ride-hailing.
Which cities is the factory intended to support?
When Zoox opened the facility in 2025, it identified Las Vegas as its first planned commercial market, followed by San Francisco. Austin and Miami were expected to follow in subsequent years.
Zoox’s reported deployment had expanded by 2026:
- Las Vegas: Zoox’s first commercial market.
- San Francisco: Riders from the company’s Explorers waitlist were being welcomed.
- Austin: Purpose-built robotaxis had reached roads for initial employee, family and friend access as broader service was prepared.
- Miami: Purpose-built vehicles had also begun initial access operations for employees, family and friends.
Amazon reported in its first-quarter 2026 earnings release that Zoox had begun testing its purpose-built robotaxi in Austin and Miami and had expanded services in San Francisco and Las Vegas. Amazon also said Zoox had agreed with Uber to bring Zoox robotaxis to the Uber app in Las Vegas and Los Angeles.
Those statements describe a planned or developing integration, not a guarantee that a Zoox ride was immediately available to every Uber user in either city. Availability can depend on launch timing, service areas, vehicle supply, regulatory permissions, operating hours and the status of the partnership.

Amazon also reported that Zoox had driven nearly 2 million miles and carried more than 350,000 riders as of the earnings update. Those are company-reported figures, not independently audited operational metrics.
Regulatory approval is a separate part of the ramp-up
Manufacturing more robotaxis does not automatically authorize them to carry passengers everywhere. Autonomous vehicles must satisfy applicable federal requirements, while state and local authorities can impose additional rules governing testing, deployment, passenger service, reporting and safety oversight.

On August 6, 2025, the National Highway Traffic Safety Administration announced an exemption for Zoox driverless vehicles under its expanded Automated Vehicle Exemption Program. NHTSA described it as the first exemption for American-built vehicles under that program.
The exemption addressed Zoox’s unconventional vehicle configuration within the applicable federal framework. It should not be described as blanket permission for unrestricted nationwide operation. State and local permissions, operating requirements and other regulatory conditions still matter for passenger service in each market.

This is one reason Zoox’s later production plans were described as subject to regulatory approval. A vehicle can be technically ready and assembled at Hayward but still require additional authorization before it can be deployed for a particular type of service in a particular location.
Why the factory could give Zoox an advantage
A dedicated production facility can give Zoox tighter control over several elements that are difficult to optimize when autonomous hardware is added to conventional vehicles:
Vehicle architecture
Zoox controls the cabin layout, steering configuration, sensor placement and electrical architecture from the design stage. It does not have to preserve the packaging compromises of a vehicle originally designed for a human driver.
Sensor and computing integration
The production process can be designed around the cameras, radar, lidar and redundant hardware required by Zoox’s autonomous-driving system. Consistent integration may make it easier to inspect, test and service vehicles across a fleet.

The carriage-style interior, four-rider capacity and bidirectional operation are central to Zoox’s ride-hailing concept. A factory dedicated to that vehicle can organize assembly and quality checks around passenger service rather than private ownership.
Repeatability
Commercial ride-hailing requires more than a few demonstration vehicles. Zoox needs a repeatable way to build, test, repair, update and deploy enough vehicles to cover multiple service areas. Hayward supplies the manufacturing foundation for that effort.
There are trade-offs. A purpose-built vehicle has fewer existing automotive parts, repair networks and established manufacturing processes to rely on than a conventional model. Zoox must prove that it can produce the vehicle consistently, maintain it economically and adapt the design without disrupting fleet operations.

The Clawiter facility is strong evidence that Zoox is investing in commercial-scale infrastructure. It demonstrates a path toward producing the company’s own robotaxi in larger quantities and supports the transition from vehicle development to fleet operations.
It does not, by itself, prove that Zoox has:
- Reached the stated capacity of more than 10,000 vehicles per year
- Achieved mass-market autonomous transportation
- Established profitability
- Demonstrated a particular safety performance compared with human-driven vehicles or competitors
- Obtained permission to operate unrestricted service nationwide
- Resolved the service economics of charging, cleaning, maintenance, vehicle utilization and fleet replacement
The factory solves one major problem—how to build more purpose-built vehicles—but the commercial program still depends on autonomous-driving performance, regulatory approvals, fleet operations, customer demand, supplier reliability and the cost of providing rides.

The larger significance for Amazon and the robotaxi market
For Amazon, Zoox represents a long-term bet that autonomous transportation can become a scalable service rather than merely a technology demonstration. The Hayward plant connects that software and robotics ambition to the physical economics of operating a fleet.
More vehicles could allow Zoox to serve more neighborhoods, extend operating hours, reduce wait times and enter additional cities. But those benefits appear only if the vehicles can be produced at the required rate and operated profitably under local rules.
The facility also illustrates a broader divide in autonomous-vehicle development. Some companies focus on adding autonomous capability to vehicles made for ordinary drivers. Zoox is attempting to control the entire experience: the vehicle’s design, passenger layout, sensor system, software integration, production process and ride-hailing deployment.

Bottom line
Zoox’s June 18, 2025 opening of the Hayward Clawiter facility was a manufacturing milestone, not proof that robotaxis had already reached mass production or mass-market adoption. The 220,000-square-foot plant is purpose-built for assembling and testing Zoox’s unusual electric, bidirectional, driverless vehicle, with a company-stated long-term capacity of more than 10,000 vehicles annually.
The facility gives Zoox a credible route to expand beyond development fleets and into repeatable commercial production. Whether that investment becomes a large transportation network will depend on actual production rates, regulatory permissions, vehicle reliability, operating costs and demand in Las Vegas, San Francisco, Austin, Miami and future markets.

Actual fleet production, regulatory approvals and sustainable ride-hailing economics will determine whether the factory translates into a major commercial network.
