There is no single correct absolute throttle position percentage at idle. A nonzero reading can be normal: the generic OBD value is scaled from the throttle-position sensor signal, not necessarily a direct measure of how far the throttle plate has opened. Use the exact PID and your vehicle’s service specifications to decide whether a reading is abnormal.
What does absolute throttle position (%) mean?
Absolute throttle position is an OBD data value normalized to a 0–100% scale. The scale describes the sensor signal; it does not necessarily mean the throttle plate is physically at that fraction of its full travel. Depending on the sensor signal type, the displayed value may also be inverted. ISO 15031-5:2006 defines the absolute throttle-position parameter in those terms.
The standard illustrates the point with a proportional 0–5.0 V sensor: if closed throttle produces 1.0 V, the PID displays 20% at closed throttle; at 2.5 V, it displays 50%. For an inverse-proportional signal, the displayed percentage is 100% minus the corresponding voltage proportion. These are examples of how the PID is scaled, not universal readings every vehicle must produce.
What should it read at idle?
It may be above 0% with the throttle closed. ISO says throttle position at idle will usually be greater than 0%, while wide-open throttle will usually be less than 100%. Those descriptions do not set a universal idle target or fault threshold.

So a reading such as 5% is not inherently abnormal, and neither does the standard’s 20% example establish that 20% is the correct value for your vehicle. Whether a particular reading is expected depends on the vehicle, sensor circuit, and PID being displayed.
Check which throttle-position PID you are viewing
Scan tools and vehicles can expose different parameters, including absolute, relative or learned, commanded, and manufacturer-specific throttle position. They are not interchangeable. Snap-on’s GlobalOBD Vehicle Communication Software Manual distinguishes absolute position from relative position and notes that the engine control module determines which parameters are available.

- Read the exact PID label shown by the scan tool; do not assume every value called “throttle position” uses the same definition.
- Check whether the value is absolute, relative or learned, commanded, or manufacturer-specific.
- Confirm that the scan tool and vehicle support the parameter you want to compare.
How to tell whether a reading is wrong
- Identify the vehicle and parameter. Note the year, make, model, engine, and exact PID name.
- Find the matching service information. Use the vehicle-specific diagnostic procedure and specification for that parameter. Generic OBD scaling does not supply a universal pass/fail percentage.
- Compare live-data behavior with the procedure. Assess how the value changes as the throttle opens and closes, taking account of the specified signal type and any inverse response.
- Investigate faults using the complete diagnostic procedure. Consider applicable trouble codes, live data, wiring checks, and OEM limits rather than condemning a sensor or throttle body from one idle percentage.
Vehicle service examples show why specifications should not be transferred between models. A Toyota Highlander inspection procedure gives its own sensor threshold, while 2017 GMC Sierra scan-data information describes low values with the throttle closed and higher values as it opens. Neither is a specification for other vehicles.

A scan tool can show supported throttle-position live data, which helps you observe the reported signal. The displayed percentage alone cannot identify the cause of a fault or prove that the sensor or throttle body needs replacement. Diagnosis requires the vehicle-specific procedure and, where applicable, trouble-code, signal, and wiring checks.
