For a U.S. budget of under $20,000, the strongest source-backed shortlist is eight used SUVs—not ten. IIHS and Consumer Reports’ May 2026 list identifies these models as safety-screened used-vehicle choices and gives a price benchmark below $20,000 for each model’s earliest qualifying year. Those figures are not current asking prices, and the list does not establish which SUV best fits a particular family.
Eight used SUVs with sub-$20,000 price benchmarks
The prices below are median retail prices for all trims of the earliest qualifying model year, based on Black Book data from April 2026 and rounded to the nearest $100. They are benchmarks, not prices for every year in the span or guarantees that a clean example will be available under $20,000 in your market. IIHS and Consumer Reports published the list and pricing method on May 27, 2026.
| SUV | Qualifying model years | Earliest-year median retail price |
|---|---|---|
| Mazda CX-5 | 2018–2025; built after March 2018 | $13,100 |
| Subaru Forester | 2019–2025 | $15,900 |
| Chevrolet Trailblazer | 2021–2023 | $16,700 |
| Nissan Rogue | 2021–2023 | $17,200 |
| Ford Bronco Sport | 2021–2025 | $18,100 |
| Volkswagen Tiguan | 2022–2024 | $18,200 |
| Hyundai Tucson | 2022–2025, including hybrid | $19,100 |
| Mazda CX-9 | 2020–2023; built after December 2019 | $16,200 |
Every price in the table is the median for all trims of that model’s earliest qualifying year—not an average across the full model-year range. The CX-5 and CX-9 entries also have build-date cutoffs, so a model-year match alone is not enough.
What the safety list does—and does not—tell you
IIHS says its ratings examine “crashworthiness — how well a vehicle protects its occupants in a crash — and crash avoidance and mitigation — technology that can prevent a crash or lessen its severity.” IIHS explains those rating dimensions here.

For the 2026 used-vehicle list, Best Choices meet minimum criteria that include a good IIHS driver-side small-overlap front rating and minimum Consumer Reports scores for braking, handling, and control/display usability. They also have standard automatic emergency braking systems meeting specified IIHS pedestrian-test ratings, and headlights rated good or acceptable. These criteria make the list a useful safety filter, but not a complete family-car ranking.
The list does not compare child-seat fit, cargo capacity, third-row usability, ownership costs, fuel economy, or family comfort. It also does not show that every model is a three-row SUV or right for every household. Use the shortlist to identify vehicles to inspect, then assess the actual vehicle and your family’s needs.

How to choose among the candidates
Start with the specific vehicle, not just the model name
Compare the exact model year, trim, mileage, condition, service history, and asking price. The published price is a starting benchmark, not a valuation of the vehicle you are considering; a newer year or a particular trim may be priced differently.
Confirm the qualifying build date
Some safety recommendations have exceptions for vehicles built during part of a model year because safety equipment or specifications changed midyear. Check the vehicle certification label near the driver’s door when a build-date cutoff applies. For the CX-5, the listed qualifying vehicles were built after March 2018; for the CX-9, after December 2019. The IIHS/CR list notes its model-year exceptions.

Check recalls and compare safety evidence
Look for open recalls using the vehicle identification number (VIN) or license plate before buying. IIHS says NHTSA advises owners to check its recall database about every six months. Consider both crash protection and crash-avoidance evidence rather than treating one award or rating as a complete measure of safety.
Test the family fit in person
Bring the child seats you actually use and install them in the vehicle. Check how easily passengers can reach the rear seats, whether the seating arrangement works for your household, and whether your stroller or other regular cargo fits with the seats in their normal positions. If you need a third row, verify that it is usable for the people who will ride there; the safety list does not provide a comparative measure of third-row space.

Why this is an eight-SUV shortlist, not a top ten
The available May 2026 IIHS/Consumer Reports list supports eight SUV candidates whose earliest qualifying model-year median retail prices are below $20,000. It does not substantiate two additional models for a ten-vehicle ranking, so adding them would imply a comparison the available evidence does not support.
Consumer Reports’ July 20, 2026 page, Best Used Cars and SUVs Under $20,000, is not a basis for adding more models here: only its search-result excerpt was accessible, and it does not provide model-specific evidence in the material available for this article.
