The Kia Niro FE hybrid follows at 53 MPG, though it is classified as a small SUV rather than a car. These are strong-efficiency candidates with some attainable starting-price evidence—not a verified ranking of the seven cheapest new vehicles.
Which budget-friendly cars get the best gas mileage in 2025?
The table ranks these seven candidates by their 2025 EPA-estimated combined MPG. The EPA and U.S. Department of Energy’s 2025 Fuel Economy Guide is the source for the vehicle ratings. Combined MPG is the guide’s city/highway estimate weighted 55% city and 45% highway; it is useful for comparing rated fuel use, but it does not determine purchase affordability.

What “budget-friendly” means in this comparison
There is not enough comparable price information here to call these the seven least expensive 2025 cars. The list selects high-MPG models and adds available MSRP evidence, but prices are not established on a consistent trim-by-trim basis for all seven. For example, the $22,325 Corolla starting MSRP covers the Corolla line, not a confirmed Corolla Hybrid price.

MSRP is also not an out-the-door price. Hyundai says its listed MSRP excludes freight, tax, title, and license, and dealer prices may vary. Before comparing two cars as a value choice, check the exact powertrain and trim, destination charge, local dealer quote, taxes, and fees. Hyundai lists the non-hybrid 2025 Elantra SE at $22,125 starting MSRP and 36 combined MPG (32 city / 41 highway), but that price and rating apply to the SE, not the hybrid range.

How to choose among the seven
For the highest rated MPG among these cars
The Elantra Hybrid Blue leads the listed car entries at 54 combined MPG. Hyundai reports 51 city and 58 highway MPG for this trim. The Niro FE hybrid is close at 53 combined MPG if a small SUV body style better suits your needs.
For an alternate sedan or hatchback
The Civic Sedan Sport Hybrid is rated 49 combined MPG; the Civic 5Dr hybrid hatchback is listed at 48. Keep those body styles distinct when comparing space, usability, and price. The Accord Hybrid is also rated at 48 combined MPG, but a comparable starting price is not established here.

For the Corolla Hybrid
The standard Corolla Hybrid listing is 47 combined MPG. The guide lists the Corolla Hybrid AWD at 44 combined MPG, so drivetrain matters if all-wheel drive is part of your decision.
Check the exact trim, not just the model name
Fuel economy can vary substantially within one model line. For example, the 2025 guide lists the Honda Civic Sedan LX at 36 combined MPG, Sport at 34, and Sport Hybrid and Sport Touring Hybrid at 49. Confirm that the quoted MPG belongs to the exact trim you are shopping for.

The guide describes its fuel-economy ratings as standardized estimates designed to model an average driver under real-world conditions, including stop-and-go traffic. It calls the ratings “a useful tool for comparing vehicles because they are always done in precisely the same way under the same set of conditions.” The estimate is a consistent comparison point, not a promise that every driver will achieve that number.

Actual mileage can vary with driving style and conditions, cold weather, vehicle load, air-conditioning use, terrain, tire condition, and other factors. MPG is a fuel-use measure, not a full lifecycle environmental comparison. EPA says its greenhouse-gas rating addresses tailpipe emissions and excludes emissions from producing and distributing fuel. Source: EPA explanation of rating scope.
Is a hybrid worth the higher price?
There is no universal payback answer from MPG ratings alone. To estimate whether a hybrid’s higher purchase price makes sense for you, compare the price difference between the exact hybrid and non-hybrid trims, your expected annual mileage, local fuel prices, and how long you plan to keep the car. Include the local out-the-door prices rather than relying on a starting MSRP. Without those inputs, a fuel-savings or break-even claim would be speculative.
