1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteAs of October 4, 2026, the federal tax credits for most new, used, and commercial clean vehicles have ended for vehicles acquired after September 30, 2025. The federal credit for qualifying home EV chargers and other refueling property has also ended for property placed in service after June 30, 2026. A limited transition rule may still protect a vehicle purchase made by the earlier deadline, even if delivery happened later. Here are the five changes EV buyers and owners need to understand.
1. The new-EV tax credit is no longer generally available
Public Law 119-21, enacted July 4, 2025, ended the federal clean vehicle credit under Internal Revenue Code section 30D for vehicles acquired after September 30, 2025. The IRS says the credit is available only for vehicles acquired on or before that date. In practical terms, buying a new EV after the deadline does not generally qualify for the former federal credit, even if the vehicle model would have met the old rules. IRS clean vehicle tax credit guidance and the enacted law set out the change.

The date is an acquisition cutoff, not simply a delivery cutoff. A buyer who met the transition rule before the deadline may still have a claim; that exception is explained below.

The bill also accelerated the end of two other federal vehicle credits. The used clean vehicle credit under section 25E and the qualified commercial clean vehicle credit under section 45W ended for vehicles acquired after September 30, 2025. Their previous maximums and eligibility rules applied to different kinds of buyers and vehicles; they are not benefits available to new post-deadline acquisitions.

| Credit | Who or what it covered | Former maximum reported by CRS | End date |
|---|---|---|---|
| Section 30D, new clean vehicle | Eligible individual buyers of qualifying new clean vehicles | $7,500 | Vehicles acquired after September 30, 2025 |
| Section 25E, previously owned clean vehicle | Eligible individual buyers of qualifying used clean vehicles | $4,000 | Vehicles acquired after September 30, 2025 |
| Section 45W, qualified commercial clean vehicle | Eligible businesses and other qualifying entities acquiring commercial clean vehicles | $7,500 for light-duty vehicles; $40,000 for heavy-duty vehicles | Vehicles acquired after September 30, 2025 |
The maximums in the table are the former credit limits described by the Congressional Research Service (CRS) in December 2025, not current incentives. Eligibility conditions differed by credit, and a maximum did not guarantee that every buyer or vehicle qualified. The IRS summarizes the terminations in its Public Law 119-21 FAQs.
3. A timely contract and payment may preserve a vehicle-credit claim
There is a transition rule for buyers who completed the required acquisition steps by September 30, 2025, but took possession later. The IRS says: “For purposes of sections 25E, 30D, and 45W, a vehicle is ‘acquired’ as of the date a written binding contract is entered into and a payment has been made.” The IRS guidance says a nominal down payment or a trade-in can count as payment.

Meeting that cutoff does not by itself complete the claim. The buyer must take possession—the IRS says, “A vehicle is placed in service when you take possession of the vehicle”—and satisfy the applicable credit requirements. The seller must also provide and report required information. Keep the signed contract and payment records, and check the seller paperwork and current IRS forms and instructions for the relevant credit.

- Check the contract date. It must be a written binding contract entered into on or before September 30, 2025.
- Check for payment by that date. IRS guidance recognizes a nominal down payment or trade-in as payment.
- Confirm possession and reporting. You must take possession of the vehicle, and the seller must provide and report required information.
- Verify the remaining rules. A timely acquisition does not waive other vehicle, buyer, or filing requirements that applied to the credit.

4. The federal home EV charger credit has ended too
The separate section 30C credit covered qualifying refueling and recharging property, including some home EV charging equipment. It ended for property placed in service after June 30, 2026. As of October 4, 2026, a newly installed charger placed in service after that date does not qualify under the expired federal deadline. The controlling date for this property credit was when the equipment was placed in service—not the vehicle-acquisition date. See the IRS clean vehicle tax credit overview and its section 30C FAQs.
This is a federal rule only. State, local, utility, or manufacturer programs may have separate terms and deadlines; the federal cutoff does not establish whether a particular local incentive remains available.

5. Historical credit use shows the former stakes—not today’s savings
CRS’s December 2025 report, drawing on IRS Statistics of Income data, records substantial use of the individual vehicle credits in 2023. Those figures describe past claims, not credits available to buyers today.

CRS also reported Joint Committee on Taxation estimates that ending the credits would increase federal revenues by $77.8 billion for the new-vehicle credit, $7.4 billion for the used-vehicle credit, $104.5 billion for the commercial credit, and $2.0 billion for the refueling-property credit over fiscal years 2026–2034. These are projected federal budget estimates, not realized savings or estimates of what an individual household will save.

The law and IRS guidance establish the deadlines and transition mechanics, while CRS documents historical use and projected budget effects.
